3. Review and Approve April 2023 Minutes

4. Police Training Overview
Chief Curtis largely covered training in the last meeting and the Board had no additional questions. Chief Curtis
updated the Board regarding Anti-Sematic flyers that were distributed around the city and surrounding areas.
Currently 2 investigators are working with the Fusion Center in St. Louis County to identify any responsible
groups or individuals.
5. Purpose statements for consideration
Jill reviewed two potential purpose statements with the board and the Board discussed which they prefer. Scott
suggested taking the language form the existing ordinance and the board voted on the following as the purpose
statement of the PCEB.
Scott called for a vote on the following wording and Centron seconded the motion.
“The Board’s purpose is to advise the Webster Groves Police Department and reflect the values and priorities
of the Webster Groves community”
All Board members voted in the affirmative.
6. Proposed web page and feedback from revisions
Lexie reviewed the Charter Review Advisory Board Ordinance, and the Board discussed the
communications language contained in the document. Discussion was had regarding the use of a
general PCEB e-mail and how that would be monitored. Emerson addressed how e-mails are
disseminated through City Council and the City of Webster Groves. Lexie presented a mockup of the
PCEB landing page on the city website for the board to review. Lexie will add language that a city staff
member will monitor e-mails to ensure timely response. She will finalize and send to the board to
proof and vote for preliminary approval and call for a final vote at the next meeting. The Board
discussed other elements of the ordinance and how they have been addressed and discussed the
formatting of the existing PCEB ordinance.

Lexie volunteered to attend to promote the PCEB if the Lion’s Club approved but they decided it
would be more appropriate to attend the Juneteenth celebration at Ivory Park on June 19th.
The Board discussed attending the parade with the North Webster Coalition.

8. Topic leader sign-ups
Dale will discuss the traffic stop report next month.
Emerson gave an update from City Council.

teleconference. Instructions on listening through your phone or computer to the teleconference
will be available prior to the meeting at webstergroves.org/teleconference.. Please note,

person at the meeting.
