A workshop meeting of the Webster Town Board was called to order by Supervisor Flaherty at
5:30 p.m. at the Webster Town Board Meeting Room, 1002 Ridge Road, Webster, New York,
with the following officials present:

The Town Board was presented with a proposed Resolution to consider authorizing the Town
Supervisor to sign a Town Support Letter for the submission of a FAST NY Grant Application.
Under New York’s FAST NY Shovel-Ready Grant Program, Empire State Development will
provide up to $200 million in grants to prepare and develop sites statewide to jumpstart New
York’s shovel-readiness and increase its attractiveness to large employers, including high-tech
manufacturing, particularly semiconductor manufacturing, interstate distribution and logistics
businesses. The program will help diversify New York State’s economy while propelling new
investments for businesses, communities, and job creation.
Matt Chatfield, Webster Economic Development Alliance, appeared before the Town Board to
provide the reason the Town Board has been asked to consider the submission of a FAST NY
Grant Application. He stated that the Town currently has one tract that would be considered a
higher priority. It is a 100-acre facility on the eastern end of Tebor Road. The property has been
garnering quite a bit of attention within the State with several prospects interested in the
property. The grant program would allow the Town to secure funding that would be proactive in
upgrading infrastructure, in particular, the consideration of investing in a roadway extension,
some sanitary sewers and potentially the expansion of capacity as needed at the Wastewater
Treatment Plant.
Resolution No. 114: MOTION Councilman Abbott, seconded by Councilwoman Nguyen, to
authorize the Town Supervisor to sign a Town Support Letter for a FAST NY Grant Application.

Webster Town Board
Chris Bilow, Parks and Recreation Director, and Glenn Morrell, Parks Director, provided the
Town Board with a presentation on the status of the outdoor pickleball and tennis court upgrade.
Budgeted for 2023 was a renovation project for the existing two tennis courts as they are thirty
years old and need to be replaced. With the increasing demand for pickleball, the renovation
project will include four dedicated pickleball courts with one overlay on top of a tennis court,
resulting in five outdoor pickleball courts and one tennis court remaining. The fencing
surrounding the courts will also be replaced. The renovation is projected to begin in June 2023.

Mary Herington, Town Engineer, and Joshua Artuso, Community Development Director,
appeared before the Town Board for a presentation on the release of a Request for Qualifications
(RFQ) to consultants locally and state-wide for assistance identifying, applying for, and
managing grants. The Town Board will be presented with a Resolution at their March 16, 2023
meeting to authorize the release of the RFQ.
