A regular meeting of the Webster Town Board was called to order by Supervisor Flaherty at
7:30 p.m. at the Webster Town Board Meeting Room, 1002 Ridge Road, Webster, New York,
with the following officials present:

and to authorize the Town Supervisor to execute an Agreement.

Webster Town Board
WHEREAS, on January 25, 2023 bids were advertised in the Webster Herald for Ferric Chloride
Solution to be used in the removal of phosphorus at the Town of Webster Wastewater Treatment
Plant located at 226 Phillips Road for a term of one (1) year with two (2) one-year extensions if
agreed to by the Town of Webster and the Supplier; and
WHEREAS, on February 16, 2023 at 11:05 a.m. three (3) sealed bids were publicly opened and
read aloud by the Town Clerk; and
WHEREAS, the following bids were received:
PVS Technologies, Inc. $1,234.00/Dry Ton
Kemira Water Solutions, Inc. $1,272.00/Dry Ton
Slack Chemical Co., Inc. No Bid
NOW, THEREFORE, BE IT RESOLVED:
That the Town of Webster awards the Ferric Chloride Solution Bid for the Wastewater
Treatment Plant to PVS Technologies, 10900 Harper Avenue, Detroit, Michigan in the amount
of $1,234.00 Per Dry Ton ($1.52 per pound) for the term of one (1) year with the Town having
the option of renewing or extending the terms of the Agreement for two (2) additional 1-year
terms, and to authorize the Town Supervisor to execute an Agreement.

Resolution No. 122: MOTION by Councilman Abbott, seconded by Councilwoman Nguyen, to
award the Sodium Hypochlorite Bid for the Wastewater Treatment Plant to Bison Laboratories
and authorize the Town Supervisor to execute an Agreement.
WHEREAS, on January 25, 2023 bids were advertised in the Webster Herald for Sodium
Hypochlorite to be used in the chlorination process at the Town of Webster Wastewater
Treatment Plant located at 226 Phillips Road for a term of one (1) year with two (2) one-year
extensions if agreed to by the Town of Webster and the Supplier; and
WHEREAS, on February 16, 2023 at 11:05 a.m. three (3) sealed bids were publicly opened and
read aloud by the Town Clerk; and
WHEREAS, the following bids were received:
JCI Jones Chemicals, Inc. $2.35/Gallon*

WHEREAS, JCI Jones Chemicals, Inc. failed to agree to the terms as stated in the Legal Notice
section of the Solicitation for Bids and the Bid Specifications:
NOW, THEREFORE, BE IT RESOLVED:
That the Town of Webster awards the Sodium Hypochlorite Bid for the Wastewater Treatment
Plant to Bison Laboratories, 100 Leslie Street, Buffalo, New York in the amount of $2.89 Per
Gallon for the term of one (1) year with the Town having the option of renewing or extending the
terms of the Agreement for two (2) additional 1-year terms, and to authorize the Town
Supervisor to execute an Agreement.

Resolution No. 124: MOTION by Councilman Abbott, seconded by Councilwoman Nguyen, to
approve and authorize the Town Supervisor to sign an Amendment to the August 18, 2020
Inter-Municipal Agreement (IMA) between the Town of Webster and the County of Monroe.
WHEREAS, the Town of Webster ("Town") and the County of Monroe ("County") entered into
an Intermunicipal Agreement ("IMA") to reconstruct, improve and provide protection of the
waterfront property and infrastructures, located in the Town and County, with funding from the
2019 Resiliency and Economic Development Initiative ("REDI") Grants, specifically MO.59
Sandbar Park (for the Town) and MO.78 Sandbar WWPS (for the County), as evidenced by a
document signed by the authorized representatives of the parties on September 8, 2020, pursuant
to Monroe County Legislature Resolution No. 124 of 2020 and Webster Town Board Resolution
No. 193 of 2020; and
WHEREAS, the construction of both floodwalls were publicly bid in a single project, and these
floodwalls are being funded by the parties and with REDI Grant funding, the metric to allocate
the cost incurred by either the Town of the County for their floodwall construction has been
amended to equitably reflect the design and construction benefitting either party:
NOW, THEREFORE, BE IT RESOLVED:
That the Webster Town Board approves and authorizes the Town Supervisor to sign an
Amendment to the August 18, 2020 Inter-Municipal Agreement (IMA) between the Town of
Webster and the County of Monroe for the Webster Flood Wall Project.

related to Geographic Information Systems (GIS) at no cost to the Town of Webster or the
County of Monroe.
