Village of Wellington 12300 Forest Hill Blvd Wellington, FL 33414 Action Summary Tuesday, August 29, 2017 6:30 PM Village Hall - Council Chambers Education Committee John Webber, Chair Shelly Albright, Vice Chair Donna Baxter Beth Gillespie Marcia Hayden Francine Nelson Ruthann Retterbush Education Committee Action Summary August 29, 2017 I Call to Order Chair Marcia Hayden called the meeting to order at 6:39 p.m. II Pledge of Allegiance III Roll Call Ms. Hayden asked for a roll call. Members present were Marcia Hayden, Donna Baxter, Shelly Albright, Francine Nelson, Ruthann Retterbush and John Webber. Beth Gillespie had an excused absence and had requested Committee approval to participate remotely via telephone. Ms. Hayden called for a motion. Mr. Webber made the motion, seconded by Ms. Baxter. Motion passed unanimously 6-0 to allow Ms. Gillespie to participate via telephone. IV Opening Comments Ms. Hayden welcomed Village Council members in attendance as well as members from the Palm Beach County School Board central office. She went on to thank the Committee and the Village for being a great partner of the School Board and good role models for other municipalities. She also congratulated the principals, teams and students. Mr. Frank Rodriquez, PBC School District Central Region Superintendent, introduced Vivian Greene, Central Regional Instructional Superintendent, and Mr. Ed Tierney, Secondary Instructional Superintendent. Mr. Tierney was currently transitioning from his position as Principal at John I. Leonard. Ms. Green spoke briefly to the Committee. Mr. Rodriguez also provided information on proposed uses for the revenue from the sales tax referendum, noting that a condition assessment had been completed of all school district buildings and schools would be ranked by need. Wellington was estimated to have approximately 68.3 million in sales tax dollars to be applied to Wellington schools. Improvements included roofing, a/c repairs, alarm system upgrades, etc. The list was available for review on the District's website. Work could begin within the next 12 to 18 months, with some items currently in the works for upgrade. Ms. Hayden asked that the record show that Ms. Nelson arrived at 6:44 p.m. Ms. Hayden called for a motion to reorder the agenda, moving item VIII Selection of Chair and Vice Chair to the end of the agenda. Ms. Edwards also requested that item X Staff Report, be moved up after Item VII. Ms. Baxter made the motion, seconded by Ms. Retterbush. Motion passed unanimously 7-0, with Ms. Gillespie participating via telephone. V Approval of Agenda Ms. Hayden called for a motion to approve the August 29, 2017 agenda as Village of Wellington Page 1 Education Committee Action Summary August 29, 2017 presented. Ms. Baxter made the motion, seconded by Ms. Retterbush. Motion passed unanimously 7-0 with Ms. Gillespie participating via telephone. VI Approval of Minutes EC-051 MINUTES OF THE MAY 2, 2017 EDUCATION COMMITTEE MEETING Ms. Hayden called for a motion to approve the minutes of the May 2, 2017 regular meeting, as presented. Ms. Allbright made the motion, seconded by Ms. Nelson. Motion passed unanimously, 7-0 with Ms. Gillespie participating via telephone. VII Staff Report Ms. Edwards reported on upcoming events being hosted by the Village. She also discussed the new school grades, congratulating Wellington on their achievements. After school tutoring would resume at the Community Services office on September 15th from 4:00 to 6:00 p.m. Wellington, in partnership with the Boys & Girls Club, had selected students needing additional tutoring in math and reading. Teachers were always welcome to volunteer. Tutoring was coordinated through the Boys & Girls club. The Palm Beach County Council meeting hosted by Palm Beach Central High School was scheduled for September 12th from 9:00 a.m. to 1:00 p.m. The event would include 200 students from all over the District. The Civics 101 program with Palm Beach Central High School AP Government students would take place in three sessions on September 26th, October 3rd and October 17th, culminating in a mock Council meeting in the Council Chambers. Ms. Albright provided an updated on the mentoring internship program. VIII New Business EC-053 KEELY SPINELLI 2017/2018 GRANT PRESENTATIONS Principals and staff from each of Wellington's 11 schools presented their funding requests for the 2017/2018 Keely Spinelli Grant cycle. Binks Forest Elementary - Ms. Michella Levy Elbridge Gale Elementary - Ms. Gail Pasterczyk Equestrian Trails Elementary - Ms. Michele Johnson New Horizons Elementary - Ms. Elizabeth Cardozo Panther Run Elementary - Ms. Edelia De La Vega Wellington Elementary - Dr. Maria Vaughan Polo Park Middle - Ms. Ann Clark Emerald Cove Middle - De. Eugina Smith Feaman Wellington Landings Middle - Ms. Blake Bennett Palm Beach Central High - Mr. Darren Edgecomb Wellington Community High - Mr. Mario Crocetti Village of Wellington Page 2 Education Committee Action Summary August 29, 2017 Ms. Albright voiced her concerns regarding funds not utilized from the previous year's grant cycle. She asked that all of the schools focus on utilizing all of the funds being provided. She acknowledged that many of the schools reported that often, teachers and/or tutors have quit early in the school year and they were unable to locate another qualified teacher or tutor. Ms. Hayden called for a motion to approve the 2017/2018 Keely Spinelli Grant applications. Mr. Webber made a motion, seconded by Ms. Baxter. Motion passed unanimously, 7-0, with Ms. Gillespie participating via telephone. Ms. Hayden stated that historically, the Committee members had each had a SAC meeting assignment whereby they would attend and bring back updates to the Committee. Ms. Edwards stated that there were 11 schools in total so some members would need to take on more than one SAC meeting to attend. It was decided that the members would each select the schools. Ms. Retterbush - Wellington Elementary Ms. Gillespie - Elbridge Gale Mr. Webber - Wellington Landings and Wellington High School Ms. Albright - New Horizons and Palm Beach Central High School Ms. Nelson - Binks Forest Elementary and Equestrian Trails Ms. Baxter - Polo Park Middle and Emerald Cove Ms. Hayden - Panther Run Elementary EC-052 SELECTION OF EDUCATION COMMITTEE CHAIR AND VICE CHAIR Ms. Hayden indicated that she had been the Chair of the Education Committee for a number of years and was ready to pass the positon on to another member. Ms. Hayden made a motion nominating Mr. Webber, seconded by Ms. Retterbush. Motion passed unanimously 7-0 with Ms. Gillespie participating via telephone. Ms. Nelson made a motion nominating Ms. Albright for Vice Chair, seconded by Ms. Retterbush. Motion passed unanimously 7-0 with Ms. Gillespie participating via telephone. IX Old Business There was no old business. X Public Comments There were no public comments. XI Closing Comments Ms. Hayden thanked the Committee for allowing her to serve as Chair.
