Call to Order/Pledge of Allegiance Linda Elie, Richard Ellis, Maryjo Shockley, and Houston Meigs were present. Michael Whitlow, Dr. Lund, and Linda Smith Faver arrived late. Maryjo Shockley made a motion to approve the March 11, 2015 agenda with the addition of Village Attorney Laurie Cohen discussing the Village Charter. Houston Meigs seconded the motion and the motion was approved 4-0. Aye: 4- Chair Ellie, Ellis, Shockley and Meigs Absent: 3- Vice Chair Whitlow, Lund and Smith Faver II. Approval of Minutes Approval of the December 10, 2014 minutes was tabled for the next meeting pending corrections. Houston Meigs made a motion to approve the December 18, 2014 minutes. The motion was seconded by Maryjo Shockley and approved 5-0. Aye: 5- Vice Chair Whitlow, Chair Ellie, Ellis, Shockley and Meigs Absent: 2- Lund and Smith Faver A. EPC-083 December 10, 2014 and December 18, 2014 EPC Minutes III. Workshop Village Attorney Laurie Cohen discussed the Village Charter with respect to the Equestrian Preserve Area boundaries and an equestrian committee. Houston Meigs made a motion to recommend the Charter be amended to define the existing boundaries of the Equestrian Preserve Area and to provide that such boundaries may be expanded by a majority vote of Council, but may not be reduced except by referendum. Richard Ellis seconded and the motion was approved 7-0. Michael Whitlow made a motion to recommend including in the Village Charter a supervising committee for the Equestrian Preserve Area to protect the equestrian lifestyle and industry, made up of a group of people who have knowledge of the various equestrian disciplines. Dr. Lund seconded the motion and it was approved 7-0. Aye: 7- Vice Chair Whitlow, Lund, Chair Ellie, Smith Faver, Ellis, Shockley and Meigs EPC-086 March 11, 2015 Equestrian Preserve Committee IV. Staff Comments Michael O'Dell discussed a memo issued March 9, 2015 regarding Equestrian Preserve Committee meetings occuring quarterly rather than twice a month. Board Comments Michael Whitlow suggested that Council enact a moratorium on abandoning any land or property until the Equestrian Master Plan is completed. Linda Smith Faver seconded and the suggestion was approved 7-0. Mr. Whitlow also commented that the original estimate for the cost of the Saddle Trail paving project was $4,482,569.40; that has increased to $7,284,362.44. VI.
