The meeting was called to order at 3:30pm.

SAC15-009 Adult Day Care Facility Presentation
Keven Wren and Kris Riedell gave a brief presentation on the new Alzheimer's
Care Center.
Ms. Tanner arrived at 3:35pm.
Mr. Fransetta asked if the question before them was to approve a program or a
location. Mr. Wrenn answered a location.
Mr. Fransett asked for clarification concerning costs numbers provided in the
report. Ms. Riedell added that there is grant funding available to assist costs
to families.
Mr. Nebb asked how it was determined if a patient has alzheimer's. Ms. Riedell
answered that the doctors provide the diagnosis.
Ms. Tanner asked if there was transportation. Ms. Riedell explained there is
transportation.
Mr. Trager asked how a family would know who to contact if they had a need
for alzheimer's care. Mr. Wren explained there are information lines and
referring agencies that could direct them to the facility. The center has a
presence on the internet, social media, 211, PB County and other agencies.
Mr. Trager offered to include an article on the services in the Golden Banner.
Ms. Lascola asked if patients could be part time. Ms. Riedell answered yes.
Mr. Fransetta added that he thought it was a good idea to reach out to the
community.

Mr. Trager made a motion to show support for the services. Ms. Tanner gave
the second. The motion passed unanimously.
SAC15-008 Adult Day Care Zoning Text Amendment
Kelly Ferriallo gave a presentaton on the zoning text amendment eliminating
the outdoor requirement for adult day care facilities.
Mr. Fransetta asked for clarification on what was being considered. Ms. Kelly
explained that our current code requires 4500 square feet based on the number
of patients expected at the facility. The proposal was to remove the
requirement to align with what the County requires. Mr. Basehart further
clarified history in the area concerning this type of requirment. Mr. Stillings
added that the County made their decision to remove the requirement, stating
that the providers will know better how much outdoor space is available.
Mr. Trager asked if the areas are protected or fenced. Mr. Stillings explained
they are.
Mr. Fransetta added that he thought it was a good idea for all seniors to have
some time outdoors. Mr. Wrenn agreed and explained that their position was
to include some outdoor area. Their desire to have the requirement removed
though because although space would be necessary, the currenlty required
space would be too large and possibly dangerous.
Ms. Zimmerman asked if outdoor space was necessary at all.
Ms. Lascola mentioned that some patients at least like to see outside if not go
out.
Mr. Fransetta mentioned that the committee does not have the authority to
approve or deny but it was important to have input or questions from seniors.
He asked for a motion of support.
Mr. Trager made a motion of approval of the proposed zoning amendment.
The motion passed 6-0.
SAC15-007 Senior Housing Needs Presentation
Bob Basehart gave a report on the Council that took place on March 9th
concerning senior housing and the senior survey presented by the Community
Services department. He explained that the Council gave staff direction to
draw up some conceptual designs for some Village owned sites for senior
housing projects as well as amenities. The Village attorney was also directed
to research possible residency requirement options.
Mr. Fransetta mentioned that the Wellingon Green Park site is the primary
location the Senior Advisory Committee has indicated interest in creating a
senior housing project. He feels it is ideal for a number of reasons. He asked
for a motion recommending the Wellington Green site for a multi-family
project.
Mr. Nebb made the motion to recommend the Wellington Green site for a
mult-family senior housing project. Ms. Tanner gave the second.

Mr. Trager mentioned that the committee has made the exact recommendation
in the past and is still in support.
Mr. Nebb mentioned he believes the committee should specify there are
elevators and he feels it should be rentals.
Ms. Lascola asked if there was any idea how much rent would be in such a
project. Mr. Basehart clarified that rates would be determined at a later date
due to many factors.
The motion passed 6-0.

Mr. Nebb commented that he went to a senior luncheon at the Village Park gym
and found it to be very pleasant and heard good feedback from other
participants.
Ms. Lascola asked if a survey could be done to see who wants a senior center.
Mr. DeLaney said he would look into it.
Mr. Trager mentioned that he remembers direction from Council being more of
an intergenerational center as opposed to only seniors. Ms. Lascola said you
cant go to a multi generational facility every day because they wont have
activities.
Ms. Zimmerman asked if Ms. Lascola was talking about a place to go play
cards and keep busy. Ms. Lascola agreed.
Mr. Fransetta explained the White House Council on aging that Ms. Lascola
attended is a once every 10 year council held in Tampa and all areas of senior
issues were discussed. He also mentioned he feels the direction is that a
community center will be built and it will be the role of the seniors to ask for
space in that building.
