CALL TO ORDER/PLEDGE OF ALLEGIANCE Chair Cleveland called the meeting to order at 6:18 pm. Jane Cleveland, Dr. Kristy Lund, Dr. Rachel Eidelman, and Robert Bushey were present. Dr. Sergio Guerreiro and Carol Cohen had excused absences. Staff present: Robert Basehart, Michael O'Dell, Cory Cramer, and Ryan Harding. II. REMARKS BY COMMITTEE CHAIR Chair Cleveland stated the committee could be seeing the Flying Cow project and Section 6.10 of Wellington's Land Development Regulations in the next couple of months. She also stated the Economic Development and Housing study is underway and Robert Gray, who is heading the study, will be coming to the committee for input. Lastly, she said the committee will be working on the Equestrian Plan of Action in the coming months. III. ADDITIONS/DELETIONS/REORDERING OF AGENDA There were no changes to the agenda. IV. EPC-154 APPROVAL OF THE FEBRUARY 1, 2017 EQUESTRIAN PRESERVE COMMITTEE MINUTES Dr. Lund made a motion to approve the February 1, 2017 Equestrian Preserve Committee minutes. Mr. Bushey seconded the motion and it passed unanimously (4-0). Dr. Guerreiro and Ms. Cohen were absent. V. EPC-155 APPROVAL OF THE FEBRUARY 16, 2017 EQUESTRIAN PRESERVE COMMITTEE MEETING MINUTES Dr. Lund made a motion to approve the February 16, 2017 Equestrian Preserve Committee minutes. Mr. Bushey seconded the motion and it passed unanimously (4-0). Dr. Guerreiro and Ms. Cohen were absent. NEW BUSINESS VI. EPC-158 Ordinance No. 2017-11 [Article 5 of the Land Development Regulations (LDR)] AN ORDINANCE OF WELLINGTON, FLORIDA’S COUNCIL AMENDING THE WELLINGTON LAND DEVELOPMENT REGULATIONS, MORE SPECIFICALLY, A ZONING TEXT AMENDMENT TO REPEAL AND REPLACE ARTICLE 5, IN ITS ENTIRETY, AS CONTAINED HEREIN; TO ESTABLISH SPECIFIC STANDARDS RELATED TO THE DEVELOPMENT REVIEW Village of Wellington Page 1 Equestrian Preserve Committee Action Summary August 2, 2017 PROCEDURES FOR DEVELOPMENT APPLICATIONS; PROVIDING A CONFLICTS CLAUSE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING AN EFFECTIVE DATE. Dr. Lund made a motion to recommend approval of the equestrian portions of Ordinance No. 2017-11 [Article 5 of the Land Development Regulations (LDR)]. Dr. Eidelman seconded the motion and it passed unanimously (4-0). Dr. Guerreiro and Ms. Cohen were absent. VII. EPC-159 Resolution No. R2017- 40 [Development Review Manual] A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL, ADOPTING THE DEVELOPMENT REVIEW MANUAL, AS MORE SPECIFICALLY DESCRIBED HEREIN, TO PROVIDE FORMS FOR PLANNING AND ZONING APPLICATION TYPES, SUBMITTAL REQUIREMENTS, REVIEW CRITERIA AND DETAIL THE PROCESS FOR DEVELOPMENT APPLICATIONS AS REQUIRED IN ARTICLE 5 OF WELLINGTON’S LAND DEVELOPMENT REGULATIONS AND TO COMPLY WITH FLORIDA STATUTES; PROVIDING A CONFLICTS CLAUSE; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. Dr. Lund made a motion to recommend approval of the equestrian portions of Resolution No. R2017-40 [Development Review Manual] with a recommendation that staff review the fee schedule for equestrian related permits for permits renewed annually. Dr. Eidelman seconded the motion and it passed unanimously (4-0). Dr. Guerreiro and Ms. Cohen were absent. VIII. EPC-156 Equestrian Preserve Committee Capital Improvements Program Review Mr. O'Dell went over the equestrian trails capital improvements scheduled over the next five years and explained that the items are in the improvements program, but they could change as necessary over time. The committee recommended adding an item for fencing along the west side of Flying Cow Ranch Road. The committee also recommended focusing on improving trails within the Little Ranches community as opposed to trying to connect to Little Ranches through the Green Trail and Purple Trail. IX. EPC-160 Equestrian Plan of Action Rewrite - Draft Outline Dr. Eidelman made a motion to approve the outline for the Equestrian Plan of Action as presented. Discussion Item - Recap of July 5, 2017 EPC Meeting Items Manure Disposal Methods Florida Deparatment of Agriculture and Consumer Services Agreement with Wellington Economic Development and Housing Study Introduction Chair Cleveland asked to postpone this discussion item until a committee member is decided upon to replace John Wash who recently resigned. XI. STAFF COMMENTS There were no staff comments. XII. BOARD COMMENTS The committee decided to change their start time from 6:15 pm to 6:30 pm beginning with the next meeting. XIII.
