CALL TO ORDER Chair Cleveland called the meeting to order at 6:30 pm. Jane Cleveland, Glen Fleischer, Robert Bushey, Annabelle Garrett, and Carlos Arellano were present. Dr. Kristy Lund and Dr. Rachel Eidelman arrived late. Staff present: Michael O'Dell and Ryan Harding. II. PLEDGE OF ALLEGIANCE III. REMARKS BY COMMITTEE CHAIR Chair Cleveland stated the committee is in a good place now that the Plan is completed because they can be proactive in prioritizing the Plan's recommendations and can shift priorities if needed. There are a lot of questions in the Plan that need to be addressed, but that is the nature of the Preserve. She then stated she wanted to hear each committee member's thoughts on what they felt were the most important topics and recommendations to be addressed from the start. IV. ADDITIONS/DELETIONS/REORDERING OF AGENDA There were no changes to the agenda. V. WORKSHOP - EQUESTRIAN PLAN OF ACTION As a whole, the committee agreed that proper manure disposal is the most important issue for the committee right now. Mr. Arellano stated he would like to grow the sport locally through the local schools. He, Chair Cleveland, and Dr. Eidleman would like to present their ideas to the Education Committee at one of their meetings. He stated he does not want to propose a golf cart ordinance. The committee agreed unanimously to leave golf carts as they are now. Ms. Garrett agreed that manure disposal is the most important topic for the committee now, and that proper handling and disposal may affect disposal cost. As equestrians, they should be party to the solutions, including the financial impacts. Ms. Garrett recommended the South Shore Boulevard/Lake Worth Road intersection be reviewed and a traffic light be installed at 120th Avenue South and Lake Worth Road. She also requested a fence be installed on the north side of 50th Street between South Shore and 140th Avenue South. Dr. Eidelman stated she is most concerned about the intersection and crossing at South Shore and Pierson. She also stated it is important that Village of Wellington Page 1 Equestrian Preserve Committee Action Summary January 10, 2019 the Equestrian Preserve Area (EPA) remains a preserve as much as possible through Land Development Regulations (LDR). Mr. Bushey stated he feels promoting tourism will have the most impact for the EPA. He also believes road improvements, i.e., the widening of South Shore Boulevard and Lake Worth Road, and manure disposal are important topics for the committee to address. Dr. Lund stated she wants to complete the revision to Section 6.10 of the LDR. She stated the trail system and proper manure disposal are also high priorities. Mr. Fleischer agreed with Mr. Bushey that tourism and building the Wellington brand are important for the committee. Mr. Fleischer stated he would like to meet with the Palm Beach County Tourism Director and the Director of the Palm Beach County Sports Commission. Ms. Cleveland would like to focus on a planning study for the EPA that would build-off the findings of the Housing and Economic Development Strategic Plan to address conflicts within the Plan of Action. She also would like to create an association of Preserve property owners to strengthen communication between property owners and the EPC. Ms. Cleveland recommended an open Equestrian Preserve Land Owners meeting in March. In the end, the committee decided to have small groups focus on the various topics: Education/growing the sport locally through local schools - Mr. Arellano, Ms. Cleveland, and Dr. Eidelman. Tourism & Branding - Mr. Fleischer, Mr. Bushey, Ms. Garrett, and Mr. Arellano. This will include reporting on the state of the industry locally and nationwide. Reporting could include number of competitor entries, real estate values, membership numbers, and trends. Proper Manure Disposal - Mr. Fleischer, Mr. Arellano, and Dr. Lund. VI.
