I. CALL TO ORDER
Chair Cleveland called the meeting to order at 6:30 pm. Jane Cleveland,
Glen Fleischer, Robert Bushey, Annabelle Garrett, Dr. Kristy Lund, and
Dr. Rachel Eidelman were present. Carlos Arellano was absent.
Staff present: Robert Basehart, Michael O'Dell, Ryan Harding, and D.J.
Helkowski.

There were no remarks by the committee chair.

There were no changes to the agenda.
V. NEW BUSINESS
EPC-191 ORDINANCE NO. 2019-03 (NIGHTCLUB) AN ORDINANCE OF
WELLINGTON, FLORIDA’S COUNCIL AMENDING ARTICLE 3
(DEFINITIONS); AMENDING ARTICLE 6, TABLE 6.4-1 (USE
REGULATION SCHEDULE), TABLE 6.8-2 (PLANNED
DEVELOPMENT DISTRICT USE REGULATION SCHEDULE), AND
TABLE C (EOZD PERMITTED, CONDITIONAL AND PROHIBITED
USES); AMENDING SECTION 6.4.4 (SUPPLEMENTARY USE
STANDARDS) OF THE LAND DEVELOPMENT REGULATIONS OF
THE VILLAGE OF WELLINGTON, FLORIDA, RELATING TO USES; TO
REGULATE THE LOCATION OF NIGHTCLUB BUSINESSES AND
CREATE OPERATION STANDARDS AND REQUIREMENTS;
PROVIDING A CONFLICTS CLAUSE; PROVIDING FOR
CODIFICATION; PROVIDING A SEVERABILITY CLAUSE AND
PROVIDING AN EFFECTIVE DATE.
Ms. Garrett made a motion to recommend approval of Ordinance 2019-03. Mr.
Fleischer seconded the motion, and it passed unanimously (6-0).
VI. WORKSHOP
The committee discussed traffic concerns in the Equestrian Preserve
Area, Palm Beach County Sports Commisssion equestrian branding
efforts, and general attendance figures from the Winter Equestrian
Festival.

The committee also agreed to hold an open meeting for Equestrian
Prederve Area landowners at its next regularly scheduled meeting on
March 6th.

There were no staff comments.
VIII. BOARD COMMENTS
There were no board comments
IX. PUBLIC COMMENTS
Brian Jones of 9238 Silver Glen Way, Lake Worth, Florida representing
a client on Stables Way asked about activities going on late at night at an
agricultural transshipment site that had recently opened.
Mr. Basehart replied that PBSO would be the entity to contact to report
noise violations.
X. ADJOURNMENT
The meeting adjourned at 8:30 pm.
