I CALL TO ORDER
The meeting was called to order at 7:00pm
II. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Ms. Shockley.
III. APPROVAL OF AGENDA
Before the agenda was approved, the Board took nominations for Chair
and Vice Chair.
Mr. Christmas nominated Dr. Falzone to continue as Chair and Mr.
Bueno gave the second. Dr. Falzone was approved as Chair 5-0.
Mr. Forgione nominated Ms. Shockley as Vice Chair and Mr. Christmas
gave the second. Ms. Shockley was approved as Vice Chair 4-0.
The agenda was approved 5-0.
IV. APPROVAL OF MINUTES
PR-076 Approve Minutes from March 4, 2019
The minutes were approved 5-0.

PR-077 Staff Updates
Mr. Juckett explained that the department had recently completed the
accreditation visit and that all indications are that we would receive
re-accreditation. He also mentioned that the Masters swim program
would be restarting and other recent and upcoming events.
VII. OLD BUSINESS
PR-078 Surtax Updates
Tanya Quickel gave an update on the financial reports with respect to
surtax projects. She reported that the Village is on track with original

projections for revenue collection but to date have not spent a large
portion of those funds to date. She spoke briefly about the moving of the
previous Greenbriar project to the high school site.
Ms. Shockley asked about the term of the agreement with the school
board. Ms. Quickel answered that the time starts once the construction is
complete. Mr. Juckett explained that the agreement was for 30 years
unless Council decides not to approve an aquatic facility on that site, the
agreement is 20 years.
Ms. Shockley exressed concern that projects changed significanlty since
they were first before the PRAB, specifically in the aquatic center. Mr.
Juckett explained that the project has moved quickly but that the original
plan was to move the fields to the high school and the pool was a
separate deal.
Mr. Christmas asked if this meant that the current pool would be for
recreation and the high school location would be more competitive. Mr.
Juckett said he did not have the answer but were many possible options.
Ms. Quickel explained that the Town Center project also falls within the
surtax guidelines and at this point the only portion that is moving forward
is the boardwalk around the lake. She explained it is in design phase at
this time. Ms. Shockley asked about the purpose of the boardwalk. Ms.
Quickel explained that it would be additional event space. Mr. Christmas
asked if the boardwalk affects the rest of the project and Ms. Quickel
explained this would just be an element regardless of what else is
decided for the project.
PR-079 Parks Master Plan Updates
Mr. Juckett explained that the AECOM has evaluated facilities and have
held public input, focus groups, and stakeholder meetings. He further
explained that they would be presenting at the next PRAB meeting based
on their inspections, input meetings and surveys.

Ms. Shockley also thanked the staff. She also mentioned that the
consultant had commented that he has never seen facilities and
programs like Wellington.
XI. CLOSING COMMENT
Mr. Juckett reminded the board that the September meeting falls on a
holiday and if the 9th would be acceptable. The board was in agreement.

The meeting was adjourned at 7:27.
