Coates Jr., Vice Mayor Matt Willhite, Councilman Anne Gerwig, Councilwoman John Greene, Councilman Village Council Action Summary - Final October 8, 2013 1. CALL TO ORDER Mayor Margolis called the meeting to order at 7:00 p.m. 2. PLEDGE OF ALLEGIANCE Mayor Margolis led the Pledge of Allegiance. 3. INVOCATION Deacon Al Payne, St. Therese de Liseaux Catholic Church, Wellington, delivered the Invocation. 4. APPROVAL OF AGENDA Mr. Schofield presented the agenda for approval with one change: (1) minor corrections to the Minutes of the Regular Wellington Councl Meetings of August 13, 2013 and August 27, 2013. A motion was made by Councilman Willhite, seconded by Councilman Greene, and unanimously passed (5-0) approving the Agenda as amended. 5. PRESENTATIONS AND PROCLAMATIONS 13-0368 PRESENTATION BY THE WELLINGTON PRESERVATION COALITION OF A CHECK IN THE AMOUNT OF $1,400 TO COVER COSTS ASSOCIATED WITH THE CO-SPONSORSHIP OF THE NATIONAL FIELD HOCKEY FESTIVAL Mr. Tom Wenham presented a check from the Wellington Preservation Coalition in the sum of $1,400 to cover the costs associated with the co-sponsorship of the National Field Hockey Festival. 13-0358 RECOGNITION OF THE WELLINGTON LITTLE LEAGUE ALL STAR TEAMS FOR THEIR CHAMPIONSHIP WINS AND THE WELLINGTON AMERICAN LEGION CHRIS REYKA POST 390 CHAMPIONSHIP TEAM Council presented proclamations to the coaches and players of Wellington Little League All Star Teams. 6. CONSENT AGENDA A motion was made by Vice Mayor Coates, seconded by Councilman Willhite, and unanimously passed (5-0) approving the Consent Agenda as amended. 13-0359 MINUTES OF THE REGULAR WELLINGTON COUNCIL MEETINGS OF AUGUST 13, 2013 AND AUGUST 27, 2013 Minutes were approved as amended. R2013-63 (14190 ASTER AVENUE VACATION/ABANDONMENT) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL, VACATING A PORTION OF THE 25 FOOT WIDE MAINTENANCE EASEMENT LOCATED AT THE REAR OF LOT 27 BLOCK 51 OF SUGAR POND MANOR OF WELLINGTON PUD (14190 ASTER AVENUE); AND PROVIDING AN EFFECTIVE DATE. This Consent item was approved. 7. PUBLIC HEARINGS There were no Public Hearings. 8. REGULAR AGENDA 13-0276 RESOLUTION NO. R2013-51 (ADOPTING A PUBLIC PURPOSE EXPENDITURE POLICY) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL ADOPTING A PUBLIC PURPOSE EXPENDITURE POLICY; AND PROVIDING AN EFFECTIVE DATE. A motion was made by Vice Mayor Coates, seconded by Councilman Greene, and unanimously passed (5-0) approving Resolution No. R2013-51 as presented. 13-0349 RESOLUTION NO. R2013-61 KEELY SPINELLI EDUCATION GRANT A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL APPROVING THE KEELY SPINELLI EDUCATION GRANT AWARDING A MAXIMUM OF $25,000 TO EACH PUBLIC SCHOOL WITHIN THE MUNICIPAL BOUNDARIES OF THE VILLAGE OF WELLINGTON TO ASSIST THE LOWEST 25 PERCENT OF STUDENTS IN READING AND/OR MATH TO BE ADMINISTERED BY THE EDUCATION COMMITTEE; AND PROVIDING AN EFFECTIVE DATE. A motion was made by Councilman Willhite, seconded by Councilman Greene, and unanimously passed (5-0) approving Resolution No. R2013-61 as presented. 13-0350 RESOLUTION NO. R2013-62 (FOLKESTONE CIRCLE ROAD CLOSURE) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL AUTHORIZING THE CLOSURE OF APPROXIMATELY 280 LINEAR FEET OF FOLKESTONE CIRCLE BETWEEN CARLTON STREET AND YARMOUTH DRIVE/COURT; AND PROVIDING AN EFFECTIVE Village of Wellington Page 2 Village Council Action Summary - Final October 8, 2013 DATE. No action was taken on this resolution. Council directed staff to meet with the neighborhood to obtain feedback on the improvements they desired. 13-0357 RESOLUTION NO. R2013-66 (APPOINTMENT OF SPECIAL MAGISTRATES) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL APPROVING THE APPOINTMENT OF SPECIAL MAGISTRATES, TO HEAR AND DECIDE CODE ENFORCEMENT CASES, PURSUANT TO SECTION 2-203 OF THE CODE OF ORDINANCES; AND PROVIDING AN EFFECTIVE DATE. A motion was made by Councilwoman Gerwig, seconded by Councilman Greene, and unanimously passed (5-0) approving Resolution No. R2013-66 and appointing William Doney and Rafael E. Suarez- Rivas as Special Magistrates as recommended by staff. 13-0351 AUTHORIZATION TO UTILIZE A STATE OF FLORIDA CONTRACT FOR THE PURCHASE OF INFORMATION TECHNOLOGY NETWORK INFRASTRUCTURE EQUIPMENT AND SERVICES A motion was made by Vice Mayor Coates, seconded by Councilwoman Gerwig, and unanimously passed (5-0) authorizing staff to utilize a State of Florida contract for the purchase of Information Technology Network Infrastructure Equipment and Services. 9. PUBLIC FORUM 10. ATTORNEY'S REPORT Ms. Cohen: The K-Park Agricultural Exception was being reviewed and contact will be made with the Property Appraiser's Office. Ms. Cohen will report back to Council with the outcome. 11. MANAGER'S REPORTS Mr. Schofield: The next Regular Council meeting is scheduled for Tuesday, October 22nd in the Council Chambers at 7:00 p.m. *Village offices will be open for business on Columbus Day, Monday, October 14, 2013. 12. COUNCIL REPORTS Councilwoman Gerwig: She thought that Legistar is a good tool and expressed her thanks to staff for the program. Village of Wellington Page 3 Village Council Action Summary - Final October 8, 2013 Vice Mayor Coates: He created the Wellington Historical Society Not-For-Profit Organization in order to protect the name. Council will need to decide the composition of the Society. Since he has visitors that meet with him on Fridays, he asked Mr. Schofield for the procedure since the Lobby is closed. Mr. Schofield explained the procedure. Councilman Greene: He felt that this evening's meeting was a strong example of the difference that can be made when a community, neighborhoods and residents come together to change a process. He said that all of Council represent the entire community. He thanked everyone for attending. Councilman Willhite: Thanked staff for addressing Mr. Adam’s plague. He asked for an update on Country Club Drive. He wanted to have a form of branding for the boards and committees on the Village website. Requested that any communications that were needed prior to the Council meeting should be provided to them no later than 5:00 p.m. on the day of the meeting. Asked Mr. Schofield to investigate the speed limit change on Wellington Trace south of Greenview Shores Blvd. 13. Approval of Resolution No. R2013-62 authorizing the closure of approximately 280 linear feet of Folkestone Circle in between Carlton Street and Yarmouth Drive /Court. 13-0357 RESOLUTION NO.
