Coates Jr., Vice Mayor Matt Willhite, Councilman Anne Gerwig, Councilwoman John Greene, Councilman Village Council Action Summary - Final December 20, 2013 1. CALL TO ORDER Mayor Margolis called the meeting to order at 7:00 p.m. 2. PLEDGE OF ALLEGIANCE Mayor Margolis led the Pledge of Allegiance. 3. INVOCATION Rachel Callovi, Deputy Clerk, delivered the Invocation. 4. APPROVAL OF AGENDA Mr. Schofield presented the agenda for approval with the following amendment: Since Vice Mayor Coates was running late, Mayor Margolis suggested reordering the agenda to hear item 8B first. A motion was made by Councilman Willhite, seconded by Councilman Greene, and unanimously passed (4-0) approving the Agenda as amended. Vice Mayor Coates was not yet in attendance. 5. PRESENTATIONS AND PROCLAMATIONS There were no presentations or proclamations. 6. CONSENT AGENDA There was no Consent Agenda. 7. PUBLIC HEARINGS There were no Public Hearings. 8. REGULAR AGENDA A. 13-0449 COUNCIL REQUEST THAT DECEMBER 26, 2013 BE GRANTED AS A PAID HOLIDAY FOR ALL EMPLOYEES Mr. Schofield introduced the Agenda item. He was seeking Council approval to provide an extra holiday to Village staff on Thursday, December 26, 2013. A motion was made by Councilman Greene, seconded by Councilwoman Gerwig, and unanimously passed (4-0) granting the additional holiday of Thursday, December 26, 2013 to Village employees. Vice Mayor Coates was not yet in attendance. B.. 13-0446 A. RESOLUTION NO. R2013-82 (AGREEMENT FOR PURCHASE AND SALE OF LAKE WELLINGTON PROFESSIONAL CENTRE) Village of Wellington Page 1 Village Council Action Summary - Final December 20, 2013 A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL APPROVING AN AGREEMENT FOR THE PURCHASE OF CERTAIN REAL PROPERTY KNOWN AS LAKE WELLINGTON PROFESSIONAL CENTRE; AUTHORIZING THE MAYOR OR VICE MAYOR AND VILLAGE CLERK TO EXECUTE ALL NECESSARY CLOSING DOCUMENTS, AND PROVIDING FOR AN EFFECTIVE DATE. B. RESOLUTION NO. R2013-83 (BUDGET AMENDMENT #2014-006 FOR PURCHASE AND OPERATION OF THE LAKE WELLINGTON PROFESSIONAL CENTRE) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL AMENDING THE BUDGET FOR FISCAL YEAR 2014 BY TRANSFERRING MONIES FROM THE GENERAL FUND AND CAPITAL FUND RESERVES TO GOVERNMENTAL CAPITAL PROJECTS EXPENSE AND PROFESSIONAL CENTRE SUBFUND OPERATING REVENUES AND EXPENSES FOR THE PURCHASE AND OPERATION OF THE LAKE WELLINGTON PROFESSIONAL CENTRE LOCATED AT 12230 FOREST HILL BOULEVARD; AND PROVIDING AN EFFECTIVE DATE Mr. Schofield introduced the agenda item. Vice Mayor Coates arrived at the meeting at the start of this item. RESOLUTION NO. R2013-82: A motion was made by Vice Mayor Coates; seconded by Councilman Greene, and passed (4-1) approving Resolution No. R2013-82 with the amendment that the funds for public purpose can be used for equestrian and/or recreational use. Councilwoman Gerwig dissented. RESOLUTION NO. R2013-83: A motion was made by Vice Mayor Coates, seconded by Councilman Willhite, and passed (4-1) with Councilwoman Gerwig dissenting approving Resolution No. R2013-83 as presented. 9. PUBLIC FORUM 10. ATTORNEY'S REPORT Ms. Cohen presented the following report: 1. She wished everyone a very Merry Christmas and she was looking forward to the new year. 11. MANAGER'S REPORTS Mr. Schofield had no report. 12. COUNCIL REPORTS Village of Wellington Page 2 Village Council Action Summary - Final December 20, 2013 Councilwoman Gerwig had no report. Vice Mayor Coates had no report. Councilman Greene presented the following report: 1. He thanked Mr. Adams acknowledging how hard Mr. Adams worked to make this a workable deal for the Village. He noted Mr. Adams' good character and thought that more people should use him as a model on how things should be done. Councilman Greene thanked staff for their extra time and effort in working to make this deal a reality. 2. He thanked the Safe Neighborhoods staff for their work on recent events. 3. Councilman Greene noted that a new restaurant was advertising a grand opening on New Year's Eve as well as a series of other events being held on the grounds. He asked Mr. Schofield to ensure that the proper applications, permits and approvals are in place. Councilman Willhite presented the following report: 1. He indicated that the Annual Employees Awards Luncheon was held the previous day which was greatly attended by all of the employees. Councilman Willhite said the employees were recognized for the hard work they do all year for which he expressed his thanks. 2. He wished everyone a Merry Christmas and Happy New Year. He looked forward to seeing everyone in the coming year. Mayor Margolis presented the following report: 1. He also acknowledged the Employees Awards Luncheon that was held the previous day. He said that they would miss Mr. Bonde who has worked many years to earn the lifestyle he was looking forward to. 2, He wished everyone a Merry Christmas, a healthy and Happy New Year. 3. Mayor Margolis said that the Council would be meeting as the Selection Committee for the Lobbyist Solicitation on January 10, 2014, and then their next Regular Meeting on January 14, 2014 13.
