Coates Jr., Councilman Anne Gerwig, Councilwoman Village Council Action Summary - Final February 11, 2014 1. CALL TO ORDER Mayor Margolis called the meeting to order at 7:00 p.m. 2. PLEDGE OF ALLEGIANCE Mayor Margolis led the Pledge of Allegiance. 3. INVOCATION Deacon Pete Del Valle, St. Therese de Liseaux Catholic Church, delivered the Invocation. 4. APPROVAL OF AGENDA Mr. Schofield presented the Agenda for approval. He announced that Councilman Greene had been taken ill, and in light of that, requested that item 8B (Award of Contract for the Design Building and Construction of the Wellington Community Center and Tennis Facilities be postponed time certain to February 25, 2014. It was also announced that anyone who wished to speak on that item was welcomed to do so or they could hold their comments until the next meeting. Mr. and Mrs. Rosner, who were scheduled to make a presentation on that item at the Public Forum, indicated that they wanted to move ahead with their presentation. A motion was made by Vice Mayor Coates, seconded by Councilwoman Gerwig and unanimously passed (4-0) approving the agenda as amended. 5. PRESENTATIONS AND PROCLAMATIONS There were no presentations or proclamations. 6. CONSENT AGENDA The Village Council opened the floor for comments on the Consent Agenda. There were no public comments. Mr. Schofield recommended approval of the Consent Agenda as presented. A motion was made by Councilwoman Gerwig, seconded by Councilman Willhite and unanimously passed (5-0) approving the Consent Agenda as presented. A. 14-99 APPROVAL OF MINUTES OF THE REGULAR WELLINGTON COUNCIL MEETING OF DECEMBER 10, 2013 AND THE SPECIAL WELLINGTON COUNCIL MEETING OF DECEMBER 20, 2013 This item was approved on Consent. B. 13-0422 AUTHORIZATION TO RENEW THE CONTRACT FOR BUS RENTAL AND DRIVER SERVICES This item was approved on Consent. PUBLIC HEARINGS A. 14-42 ORDINANCE NO. 2014-05 (AMENDMENT TO VILLAGE CODE OF ORDINANCES DESIGNATING THE VILLAGE SEAL) AN ORDINANCE OF WELLINGTON, FLORIDA’S COUNCIL RELATING TO THE VILLAGE SEAL, AMENDING SECTION 2-1 OF THE CODE OF ORDINANCES ENTITLED VILLAGE SEAL; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; PROVIDING FOR CODIFICATION; AND PROVIDING FOR AN EFFECTIVE DATE. Mr. Schofield introduced the agenda item. Ms. Rodriguez read the ordinance by title. Ms. Cohen presented the item. A motion was made Councilwoman Gerwig, seconded by Mayor Margolis and unanimously passed (4-0) approving Ordinance No. 2014-05 on First Reading. 8. REGULAR AGENDA A. 14-105 AUTHORIZATION TO RESCIND RESOLUTION NO. R2013-69 (INTERLOCAL AGREEMENT WITH PALM BEACH COUNTY TO PROVIDE ACCESS TO THE COUNTY’S CONSTRUCTION CONTRACTOR ENROLLMENT PROGRAM DATABASE) Mr. Schofield introduced the agenda item. Ms. Rodriguez read the resolution by title. Mr. Schofield presented the item for discussion. A motion was made by Vice Mayor Coates, seconded by Councilwoman Gerwig, and unanimously passed (4-0) approving rescinding Resolution No. R2013-69. B. 14-90 AUTHORIZATION TO AWARD A CONTRACT FOR THE DESIGN BUILD AND CONSTRUCTION OF THE WELLINGTON COMMUNITY CENTER AND TENNIS FACILITY This item was postponed time certain to the February 25, 2014 Regular Council Meeting. 9. PUBLIC FORUM Mr. and Mrs. Rosner gave a 15 minute presentation regarding the Wellington Community Center and Tennis Facilities. Members of the public spoke regarding the Wellington Community Center and Village of Wellington Page 2 Village Council Action Summary - Final February 11, 2014 Tennis Facilities, each being given three minutes. 10. ATTORNEY'S REPORT Ms. Cohen had no report. 11. MANAGER'S REPORTS Mr. Schofield presented the following report: 1. The Florida League of Cities was seeking nominations to its Boards of the Insurance Trust and Investment Trust. Mayor Margolis indicated an interest in serving on the Insurance Trust while Councilman Greene was seeking a nomination to serve on the Investment Trust. A motion was made by Councilman Willhite, seconded by Councilwoman Gerwig, and unanimously passed (4-0) approving the nominations of Mayor Bob Margolis to the Board of Trustees of the FLOC's Insurance Trust and Councilman John Greene to the Board of Trustees of the FLOC's Investment Trust. 2. A request was received from the Council of Community Associations to use the Village's facility to conduct a Candidates Forum. In addition, a request had also been requested by the Wellington Chamber; however, they will be using another facility. Council consensus was to approve the use of the facility by both organizations. 2. The next Regular Wellington Council Meeting was scheduled Tuesday, February 25, 2014 at 7:00 p.m. in the Council Chambers. 3. Village offices will be open for business on Presidents Day - Monday, February 17, 2014. 12. COUNCIL REPORTS Councilwoman Gerwig presented the following report: 1. Councilwoman Gerwig asked Mr. Schofield to present a shot recap on the situation with the trees on Aero Club Drive. Mr. Schofield then explained the status of the trees. Vice Mayor Coates presented the following report: 1. Extended Councilman Greene his best wishes for a speedy recovery. 2. Thanked Mr. Rosner for his presentation. He encouraged everyone in attendance to come to the next Council meeting when the WCC item would be heard. 3. He spoke about how the Council was involved with the decisions on the landscaping plans on Forest Hill as well as South Shore and felt that they should have had the same involvement on the decision on the trees on Aero Club. He felt that any such radical changes should be reviewed by Council prior to any decisions being made. 4. He said he was committed to seniors and wanted to ensure them that they will be provided for in the final plans of the WCC not only in size and structure, but in programming as well. Councilman Willhite presented the following report: 1. Referred to Mr. Schofield's memo of February 11th regarding lobbyists. He asked for Council consensus that a policy be developed where lobbyists have to announce that they are lobbyists, who they are representing and the issue Village of Wellington Page 3 Village Council Action Summary - Final February 11, 2014 when speaking before them at Council meetings. 2. He recognized Ms. Callovi for receiving her designation as a Certified Municipal Clerk. 3. He had attended a meeting at the City of West Palm Beach and noted that they have an Office of Sustainability and the person works on green initiatives and obtaining grants for the residents. He felt that the Village would also benefit to have something like that. Mr. Schofield indicated that the position for a Grant Specialist is included in the proposed budget for the coming year. 4. He noted that several meetings ago he raised the issue of creating a Charter Review Committee. He requested a status update on that. 5. Councilman Willhite requested an update on the renaming of the roadway to the Lake Wellington Professional Center. Mr. Schofield provided the update. 6. Councilman Willhite suggested that the area of Ousley Farms and Greenbriar would be a good location for a round-about because of the problems with sight visibility. 7. He spoke of the SR7 issue and that the Western Communities Council was looking to put together an RFP for a lobbyist. He felt they were at a point where the Village needed to participate in the same way as its sister cities. Vice Mayor Coates believed that the Village had previously approved $5,000 towards that; however, Councilman Willhite disagreed. Mr. Schofield was going to check into that. Mr. Schofield requested that, if it had not been done that Council authorize the $5,000, and suggested that it be raised to $10,000 if the other communities authorize similar amounts. 8. He extended his best wishes to Councilman Greene for a speedy recovery. Mayor Margolis presented the following report: 1. He wished Councilman Greene a speedy recovery 2. He concurred with Councilman Willhite about the lobbyist registration. He also questioned whether people were registered as lobbyists when visiting staff members, and wondered if people knew about the lobbyist registration requirements. He asked that Ms. Rogers work on something to advise people about the regulations. Ms. Cohen indicated she would work on a policy and bring it forward. 3. He indicated he had asked Mr. Schofield to work on some type of a physician forum, and requested that each member of Council provide the name of a doctor that they would like to have as part of the forum to discuss the Medical Arts District. 13.
