CALL TO ORDER Mayor Margolis called the meeting to order at 3:00 pm. 2. REVIEW OF COUNCIL AGENDA Mr. Schofield presented the Agenda for the February 11th Council Meeting for discussion and review. A. 14-99 APPROVAL OF MINUTES OF THE REGULAR WELLINGTON COUNCIL MEETING OF DECEMBER 10, 2013 AND THE SPECIAL WELLINGTON COUNCIL MEETING OF DECEMBER 20, 2013 Mr. Schofield presented the item. Mayor Margolis questioned the order of the agenda for February 11th. He wondered if Mr. Rosner could speak during Presentations instead of Public Forum, so Council could hear his presentation before deciding on the community center and tennis facility. Ms. Cohen indicated Council could reorder the agenda to allow Mr. Rosner to speak first, but they would have to vote on it at the meeting tomorrow. She noted Council had the option of not awarding a contract if they wanted to reconsider the issue. Vice Mayor Coates agreed with Mayor Margolis in allowing the public to speak prior to Council voting on the item. Councilman Willhite indicated page 29 incorrectly stated a motion was “unanimously” passed 4-1. Mr. Schofield said it would be corrected. B. 13-0422 AUTHORIZATION TO RENEW THE CONTRACT FOR BUS RENTAL AND DRIVER SERVICES Mr. Schofield presented the item. No changes. C. 14-58 AUTHORIZATION TO UTILIZE FLORIDA SHERIFFS ASSOCIATION AND STATE OF FLORIDA CONTRACTS FOR THE PURCHASE AND DELIVERY OF VEHICLES AND EQUIPMENT Mr. Schofield presented the item. No changes. D. 14-42 ORDINANCE NO. 2014-05 (AMENDMENT TO VILLAGE CODE OF ORDINANCES DESIGNATING THE VILLAGE SEAL) AN ORDINANCE OF WELLINGTON, FLORIDA’S COUNCIL RELATING TO THE VILLAGE SEAL, AMENDING SECTION 2-1 OF THE CODE OF ORDINANCES ENTITLED VILLAGE SEAL; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; PROVIDING FOR CODIFICATION; AND PROVIDING FOR AN EFFECTIVE DATE. Mr. Schofield presented the item. Ms. Cohen explained the ordinance. Vice Mayor Coates asked if they could register the original Wellington seal and Village of Wellington Page 1 Village Council Workshop Action Summary - Final February 10, 2014 the proposed seal. Ms. Cohen said they would amend the item to add the original Wellington seal to it and register all of it, so any combination could be used. Councilman Willhite wanted a standard color for the seal. His choice was the trees and the original in forest green and Wellington and the horse head with the slogan, like the walls at Big Blue and South Shore. Ms. Cohen stated Council could direct the manager on what colors and combination to use, as the ordinance would protect any color or combination. Mr. Schofield suggested they move forward with registering the seals to protect them, and then staff would put together a couple of seals from which Council could pick an official seal for the Village. Ms. Cohen understood she was to amend the ordinance to include the forest green lettering and orange trees. Vice Mayor Coates stated his preference was to designate two separate seals. Ms. Cohen said it was unclear if they could designate more than one seal, but she would look at it. Mr. Schofield stated they needed to pull this item from the Consent Agenda, if Council was going to discuss it tomorrow night. E. 14-105 AUTHORIZATION TO RESCIND RESOLUTION NO. R2013-69 (INTERLOCAL AGREEMENT WITH PALM BEACH COUNTY TO PROVIDE ACCESS TO THE COUNTY’S CONSTRUCTION CONTRACTOR ENROLLMENT PROGRAM DATABASE) Mr. Schofield presented the item. No changes. F. 14-90 AUTHORIZATION TO AWARD A CONTRACT FOR THE DESIGN BUILD AND CONSTRUCTION OF THE WELLINGTON COMMUNITY CENTER AND TENNIS FACILITY Mr. Schofield presented the item. Mr. Barnes explained the item. Councilman Willhite thought they were cutting back too much to meet a $10.5 million budget set three years ago. He believed they needed to spend a bit more and move forward with the project before costs increased further. Mayor Margolis agreed. Vice Mayor Coates felt they needed to continue chipping away at the cost as well as consider rebuilding the community center and just redoing the courts. Village of Wellington Page 2 Village Council Workshop Action Summary - Final February 10, 2014 3. WORKSHOP A. 14-121 SOUND SYSTEM AT VILLAGE PARK Mr. Schofield presented the item. Mr. Schofield and Mr. Barnes answered Council’s questions regarding a sound system consultant, the design and the cost. Councilman Willhite asked them to get more information. Mayor Margolis suggested they schedule this as an agenda item. B. 14-122 GRAND PRIX VILLAGE BRIDLE PATH Mr. Schofield presented the item. Councilman Willhite thought they needed to take a more comprehensive look at the bridle paths with maps of the trails, and have Mr. O'Dell in attendance to discuss this item. He also stated that bathrooms andl lighting at the Hampton Inn site could also be discussed at this meeting. Mayor Margolis suggested having a workshop absent from an Agenda Review on the issues mentioned by Councilman Willhite. Mayor Margolis stated Councilwoman Gerwig was not there so he wanted put off discussing ethics complaints and future litigation costs. Ms. Cohen indicated the memo she sent out with the reimbursement policy was just a draft for Council to consider prior to a workshop. Ms. Cohen mentioned the League of Cities would not increase insurance coverage, and a carrier who provided increased coverage would be cost prohibitive, so she thought a policy would help the Village in the future if need be. Councilman Willhite stated he was not in favor of having dollar amounts associated with the policy. Ms. Cohen explained $250/hr. was included in the drafted policy, because it is a typical government rate. She said they would make some changes to the policy, draft some alternative language and put this item on an agenda for consideration, changes or approval. 4. ATTORNEY'S COMMENTS 5. MANAGER COMMENTS Mr. Schofield stated the Florida Municipal Investment Trust was looking for nominations and two members of Council were interested. He said he needed authorization to submit Councilman Greene and Mayor Margolis for the MIT Board of Trustees and Investment Trust. He indicated they would discuss this item at tomorrow’s meeting. 6. COUNCIL COMMENTS Vice Mayor Coates asked if the trees on Aero Club Drive were being removed. Mr. Schofield stated the Washingtonians on a 400 foot strip on each side of the entrance to Lakefield were being removed as a pilot project, due to the high maintenance cost and number of power outages. Vice Mayor Coates thought Village of Wellington Page 3 Village Council Workshop Action Summary - Final February 10, 2014 that would radically change the appearance of that area. He said he was not one to micromanage staff or the Village Manager, but he wanted to be involved with changes that would significantly affect the appearance of the Village. Mr. Schofield stated staff would get Vice Mayor Coates the plan for the tree removal. Mayor Margolis asked Mr. Schofield about the Polo West issue that happened this past weekend. Mr. Schofield explained the situation to Council, as a Special Use Permit was required and not issued. He indicated they were moving forward with foreclosure orders. Council also discussed the fines for code enforcement violations and a future policy or policies regarding a fine structure and process. Village of Wellington Page 4

Approval of Ordinance No. 2014-05, amending Section 2-1 of the Code of Ordinances entitled Village Seal. E. 14-105 AUTHORIZATION TO RESCIND RESOLUTION NO.
