McGovern, Councilman Village Council Action Summary - Final May 26, 2015 1. CALL TO ORDER Mayor Margolis called the meeting to order at 7:00 p.m. 2. PLEDGE OF ALLEGIANCE Amelia McGovern led the Pledge of Allegiance. 3. INVOCATION Councilman McGovern delivered the Invocation. 4. APPROVAL OF AGENDA Mr. Schofield presented the agenda recommending approval with the following changes: (1) Staff would like to pull item 6B: Authorization to Award a Contract for the Wellington Environmental Preserve Greenway Project. He explained that staff thought that FDOT would have already signed it; however, that had not yet been done. In light of that FDOT requested that the Village postpone the approval of this item. This will come back to Council in June. (2) There were a number of people present to comment on the canal clearing. Staff is prepared to make a presentation which can be done under Public Comments after the Consent Agenda or the item could be added to the agenda. He reminded Council that their policy was not to respond to the public comments. A motion was made by Councilman Willhite for staff to give a presentation on the canal clearing, and then public would be given the opportunity to speak under Public Comments, and the Agenda would then be followed as amended. He explained that his intent was for staff to give the presentation under the Presentation and Proclamation section. The motion was seconded by Councilwoman Gerwig, and unanimously passed (5-0). 5. PRESENTATIONS AND PROCLAMATIONS A. 15-403 RESOLUTION NO. R2015-44 (NEPAL EARTHQUAKE RELIEF SUPPORT) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL EXPRESSING CONDOLENCES FOR THE CITIZENS OF NEPAL AND THEIR FAMILIES AND SUPPORTING THE RELIEF EFFORTS IN THE AFTERMATH OF THE RECENT EARTHQUAKES AND THE ENSUING DEVASTATION; AND PROVIDING AN EFFECTIVE DATE. Mr. Schofield introduced the agenda item. Ms. Rodriguez read the resolution title. She announced that Mr. Kattel was present. Village of Wellington Page 1 Village Council Action Summary - Final May 26, 2015 A motion was made by Councilman McGovern, seconded by Councilman Willhite, and unanimously passed (5-0) approving Resolution No. R2015-44 as presented. Mr. Kattel expressed his thanks to Council on behalf of the Nepalese people living in the Village for the resolution. He also expressed his prayers to the families of the Marines who lost their lives in a helicopter crash while attempting to provide relief to the area. PRESENTATION BY STAFF OF CANAL CLEARNING PROJECT Mr. Schofield introduced the agenda item. He noted that Mr. Barnes and Mr. Fleury would be making the staff presentation. Staff presented an updated Presentation from when the program was first initiated several years ago. It included some of the conditions that were encountered during the course of the initial five phases of the program which involves not only the canal bank reclamation projects that have been undertaken by the Village, but some of the other surface water management improvement projects that are part of the overall comprehensive program. Public Comments Members of the public addressed Council expressing their questions, concerns, opposition and alternatives they had regarding the proposed project. Council indicated that a majority of them would be in attendance at the neighborhood meeting scheduled for the next evening. They said that staff would try to have answers to some of the questions that were asked by the residents, they would listen to the resident's concerns, and the Village would try to work with the residents as best as possible. Mayor Margolis said that copies of the comment cards would be given to staff who would try to either have a GIS or photograph of the resident's property. If the resident was present the next evening, they would have a dialogue with them. Any resident who would like to have an on-site visit, could make that request. 6. CONSENT AGENDA Mr. Schofield presented the Consent Agenda recommending approval as amended. There were no public comments on the Consent Agenda. A motion was made by Vice Mayor Greene, seconded by Councilman Willhite, and unanimously passed (5-0) approving the Consent Agenda as amended. A. 15-367 MINUTES OF THE REGULAR WELLINGTON COUNCIL MEETING OF APRIL 28, 2015 This item was approved on Consent. C. 15-350 AUTHORIZATION TO AWARD A CONTRACT TO ALL WEBBS ENTERPRISES, INC., FOR MECHANICAL INTEGRITY TESTING AT THE WATER TREATMENT FACILITY This item was approved on Consent. D. 15-364 RESOLUTION NO. R2015-39 (FLORIDA DIVISION OF CULTURAL AFFAIRS CULTURAL FACILITIES PROGRAM GRANT) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL AUTHORIZING THE SUBMISSION OF A GRANT APPLICATION TO THE FLORIDA DIVISION OF CULTURAL AFFAIRS CULTURAL FACILITIES PROGRAM REQUESTING $500,000 FOR THE WELLINGTON COMMUNITY CENTER AND FURTHER AUTHORIZING AN AMOUNT OF $1,000,000 AS THE VILLAGE’S REQUIRED MATCHING FUNDS FOR THE CONSTRUCTION OF THE WELLINGTON COMMUNITY CENTER; AND PROVIDING AN EFFECTIVE DATE. This item was approved on Consent. E. 15-365 RESOLUTION NO. R2015-40 (URBAN AND COMMUNITY FORESTRY GRANT MEMORANDUM OF AGREEMENT) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL APPROVING AND AUTHORIZING THE MAYOR TO EXECUTE AN URBAN AND COMMUNITY FORESTRY GRANT MEMORANDUM OF AGREEMENT WITH THE STATE OF FLORIDA DEPARTMENT OF AGRICULTURE AND CONSUMER SERVICES, DIVISION OF FORESTRY; AND PROVIDING AN EFFECTIVE DATE. This item was approved on Consent. F. 15-369 RESOLUTION NO. R2015-42 (ABANDONMENT OF A PORTION OF THE LIMITED ACCESS EASEMENT ALONG BINKS FOREST DRIVE FOR THE BINKS COMMERCIAL CENTRE) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL ABANDONING A PORTION OF THE LIMITED ACCESS EASEMENT ALONG BINKS FOREST DRIVE FOR THE BINKS COMMERCIAL CENTRE; AND PROVIDING AN EFFECTIVE DATE. PUBLIC FORUM The public was given the opportunity at this point in the meeting to speak on any non-agenda items. There were no comments from the public at this time. 7. PUBLIC HEARINGS There were no public hearings. 8. REGULAR AGENDA A. 15-373 AUTHORIZATION TO UTILIZE A NATIONAL JOINT POWERS ALLIANCE (NJPA) CONTRACT, AS A BASIS FOR PRICING, FOR AN UPGRADE OF THE EXISTING TELEPHONE SYSTEM AT THE LAKE WELLINGTON PROFESSIONAL CENTER (LWPC) Mr. Schofield introduced the agenda item. He noted that Ms. Quickel and Ms. De La Vega were present to address Council questions. A motion was made by Councilwoman Gerwig, seconded by Vice Mayor Greene, and unanimously passed (5-0) approving the authorization to utilize NJPA contract #040 314-MBS, with Mitel Technologies, Inc., as a basis for pricing, to upgrade the existing phone system at the LWPC, at a cost of $28,901.16. 9. PUBLIC FORUM 1. Rudy Fernandez, 14236 Astor Avenue. Mr. Fernandez spoke regarding the canal maintenance. He agreed with the intent of maintaining the canal; however, he expressed concerns over the way the maintenance was being done. 10. ATTORNEY'S REPORT Ms. Cohen had no report. 11. MANAGER'S REPORTS Mr. Schofield presented the following report. 1. The next Regular Council meeting is scheduled for Tuesday, June 9, 2015 at 7:00 p.m. in the Council Chambers. 2. He reminded everyone that the first of the K-Park Town Hall meetings was scheduled fur Tuesday, June 2, 2015 at 7:00 p.m. in the Council Chambers. 12. COUNCIL REPORTS Councilwoman Gerwig presented the following report: 1. She spoke of the Memorial Day ceremony and what a great presentation it was to honor those who lost their lives while serving the country as well as to recognize those who served. She thanked everyone who participated in the event. Village of Wellington Page 4 Village Council Action Summary - Final May 26, 2015 Vice Mayor Greene presented the following report: 1. He echoed Councilwoman Gerwig's comments on the Memorial Day event. He thought it was good to remember and honor those people who gave their lives defending their country. He also thanked everyone for their participation in this event. 2. Vice Mayor Greene congratulated his daughter Melanie on her graduation from Palm Beach Central High School. He said he was very proud of her and believed she had a great college career ahead of her. Councilman Willhite presented the following report: 1. Councilman Willhite also echoed Council's comments about Memorial Day. He asked that the Village try to further enhance the event in the future and get more citizen involvement. He thought it was a great thing to recognize this holiday which helps to make Wellington a community. 2. He reminded everyone that school will be ending shortly, and wanted everyone to be mindful that children will be out on the streets. 3. Councilman Willhite spoke of Wellington High School's Fire Academy event which he attended. He thought it was great that the fire academy is offered in our local high school. 4. He announced that the American Legion Open House was scheduled for June 4th at Village Park He invited Veterans to attend if they had any needs or was looking for some comraderie. 5. He reminded everyone that the Florida Department of Transportation will be holding a meeting regarding SR7 at the Fairgrounds on June 3rd at 7:00 p.m. He said that the project is still slated for funding years out. He noted that this is still a project supported by the Village and the rest of the Western Communities. 6. Councilman Willhite requested that Mr. Schofield distribute the information about the Village's taxable values and how they have increased. He said that the Village continues to increase their property values and the community continues to thrive. 7. He reminded everyone that the Tennis Center grand opening will be held on Tuesday, June 9th at 9:00 a.m. Councilman Willhite said that a tennis superstar, Venus Williams, is expected to be at the center's opening, 8. Councilman Willhite asked about the date for the demolition of the Community Center. Mr. Schofield said that they would like to do the groundbreaking for the Community immediately after the opening at the Tennis Center. Councilman McGovern presented the following report: 1. He said that he hoped to see everyone at the grand opening of the Village's new Tennis Center. 2. Councilman McGovern said that participating in his first Memorial Day ceremony as a Councilperson was a great honor. He thanked Mr. Fransetta, who was in the audience, for his participation as well as all of the other veterans who were at the event. He said it was great to get together as a community to thank all those who made the ultimate sacrifice to keep us safe. 3. He congratulated Kelly Jo Mills, a teacher at Wellington Elementary School, on winning the Dwyer Award. Councilwoman Gerwig added that Kelly Jo Mills was her daughter's mentor/teacher at Wellington Elementary School. She knew what a great teacher she is and was happy for everyone else to find that out. Councilman McGovern noted that the next K-Park meeting was scheduled for next Tuesday night at 7:00 p.m. He hoped that all of the residents who attended the last meeting when K-Park was discussed will attend not only to share their vision for K-Park, but to also talk about what they believe the Village needs for the future. 5. He announced that the Village will be holding the SPLASH event at the Village pool on June 6th. It is a safety and prevention swimming safety event. He said that it was an important program for those people whose children may need an additional level of safety for the water. 6. He thanked his daughter Amelia for participating in the "Take Your Child to Work" Day. He said that they have talked about having students from all levels to interact with government, and he thought this was a good opporutnity for his daughter to see how government operates. Mayor Margolis presented the following report: 1. He reported that he visited the Veterans Cemetery on Memorial Day and commented on how incredible it was to see flags placed on each grave site. 13.
