D. 15-866 AUTHORIZATION TO RENEW AN EXISTING AGREEMENT WITH COMMUNITY CHAMPIONS CORPORATION TO PROVIDE FORECLOSURE REGISTRY SERVICES Authorization to renew contract #020-13/ED with Community Champions Corporation, formally named Federal Property Registration Corporation (FPRC), to provide foreclosure registry services to the Village. E. 15-1070 AUTHORIZATION TO AWARD A CONTRACT FOR THE AERO CLUB MULTIUSE PATH PROJECT Authorization to award a contract to Dickerson Florida, Inc. for the Aero Club Multiuse Path Project in the amount of $550,245.85. F. 15-1111 AUTHORIZATION TO UTILIZE A FLORIDA SHERIFFS ASSOCIATION AND A NATIONAL JOINT POWERS ALLIANCE CONTRACT FOR THE PURCHASE AND DELIVERY OF EMERGENCY PUMPS Authorization to utilize Florida Sheriffs Association (FSA) contract #15-13-0904 and National Joint Power Alliance (NJPA) contract #031014-TPM, as a basis for pricing, for the purchase and delivery of two emergency pumps, in the amount of $118,568.00, from Thompson Pump and Manufacturing, Inc. G. 15-1150 ENGINEERING DESIGN SERVICES FOR THE WATER TREATMENT FACILITY RENEWAL AND REPLACEMENT PROJECT Authorization to approve a task order with Kimley Horn and Associates, Inc. in the amount of $376,330.00 to complete the design of the Water Treatment Facility Renewal and Replacement Project. H. 15-1154 RESOLUTION NO. R2016-24 (INTERLOCAL AGREEMENT WITH PALM BEACH COUNTY TAX COLLECTOR REGARDING SADDLE TRAIL PARK (SOUTH) PROJECT) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL APPROVING AN INTERLOCAL AGREEMENT BETWEEN THE VILLAGE OF WELLINGTON AND THE PALM BEACH COUNTY TAX COLLECTOR FOR THE IMPLEMENTATION AND COLLECTION OF THE SADDLE TRAIL PARK (SOUTH) NEIGHBORHOOD IMPROVEMENT PROJECT NON-AD VALOREM ASSESSMENT BILLING; AND PROVIDING AN EFFECTIVE DATE. Approve Resolution No. 2016-24 approving the Interlocal Agreement between the Village of Wellington and the Palm Beach County Tax Collector for the implementation and collection of the Saddle Trail Park (South) Neighborhood Improvement non-ad valorem Assessment billing. R2016-21 (PALM BEACH COUNTY MPO, LOCAL INITIATIVES (LI) PROGRAM GRANT) A RESOLUTION OF WELLINGTON, FLORIDA'S COUNCIL AUTHORIZING THE SUBMISSION OF AN APPLICATION TO THE PALM BEACH COUNTY MPO, LOCAL INITIATIVES (LI) PROGRAM REQUESTING $912,000 FOR VILLAGE WIDE BIKE LANE STRIPING AND SIGNAGE, BIKE LANE RELOCATIONS AND CROSSWALK STRIPING; AND PROVIDING AN EFFECTIVE DATE. REQUEST: Approval of Resolution No. R2016-21, authorizing the Village Manager or his designee to submit a grant application to the Palm Beach County Metropolitan Planning Organization (MPO) requesting funds in the amount of $912,000 for Village wide bike lane striping and signage, bike lane relocations and crosswalk striping. PUBLIC HEARINGS B. 15-1152 ORDINANCE NO. 2016-04 (CORRECTION OF SCRIVENER’S ERROR IN SECTION 2-323 “MEETINGS, QUORUM AND REQUIRED VOTE” OF PLANNING, ZONING AND ADJUSTMENT BOARD) AN ORDINANCE OF THE VILLAGE OF WELLINGTON, FLORIDA, AMENDING CHAPTER 2, “ADMINISTRATION”, ARTICLE VI “BOARDS AND COMMITTEES”, DIVISION 5 “PLANNING, ZONING AND ADJUSTMENT BOARD”, SECTION 2-323 “MEETINGS, QUORUM AND REQUIRED VOTE” TO CORRECT A SCRIVENER’S ERROR IN THE NUMBER OF AFFIRMATIVE VOTES REQUIRED TO TAKE OFFICIAL ACTION; PROVIDING FOR CONFLICT; PROVIDING FOR CODIFICATION; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. Approval of Ordinance No. 2016-04 amending Section 2-323(b) to require the affirmative vote of four members in order to take official action on matters before the Planning, Zoning and Adjustment Board. 9.
