1. CALL TO ORDER
Mayor Anne Gerwig called the meeting to order at 7:00 p.m.
2. PLEDGE OF ALLEGIANCE
Mayor Gerwig led the Pledge of Allegiance.
3. INVOCATION
Geraldo Vieira, Minister, Pentecostals of the Palm Beaches, delivered the
Invocation.
4. APPROVAL OF AGENDA
Paul Schofield, Village Manager, recommended adoption of the Agenda as
presented.
A motion was made by Vice Mayor McGovern, seconded by Councilman
Napoleone and unanimously passed (5-0), to approve the agenda as presented.
5. PRESENTATIONS AND PROCLAMATIONS
A. 16-0248 PRESENTATION OF RETIREMENT RESOLUTION TO AWILDA
RODRIGUEZ BY DEBRA R. BUFF, MMC, SOUTHEAST DISTRICT
DIRECTOR OF THE FLORIDA ASSOCIATION OF CITY CLERKS
(FACC)
Chevelle Nubin, President of the Florida Assoctiation of City Clerks, provided a
Retirement Resolution to Village Clerk, Awilda Rodriguez.
Mayor Gerwig read a Proclamation on behalf of the Village of Wellington.
Council presented the Proclamation to Ms. Rodriguez.
6. CONSENT AGENDA
Mr. Schofield recommended adoption of the Consent Agenda as presented.
A motion was made by Councilman Napoleone, seconded by Councilman
Drahos and unanimously approved (5-0), to approve the Consent Agenda as
presented.

7. PUBLIC HEARINGS
A. 15-1136 ORDINANCE NO. 2016-06 (CORRECTION OF SCRIVENER'S
ERROR IN SECTION 2-292 "REMOVAL OF BOARD AND
COMMITTEE MEMBERS")
AN ORDINANCE OF THE VILLAGE OF WELLINGTON, FLORIDA,
AMENDING CHAPTER 2, ARTICLE VI, 2-292 ENTITLED "REMOVAL
OF BOARD AND COMMITTEE MEMBERS" TO CLARIFY THE
NUMBER OF UNEXCUSED ABSENCES THAT COULD RESULT IN
REMOVAL AND TO CORRECT THE LAST SENTENCE OF
SUBSECTION (A); PROVIDING FOR CONFLICT; PROVIDING FOR
CODIFICATION; PROVIDING FOR SEVERABILITY; AND
PROVIDING AN EFFECTIVE DATE.
Mr. Schofield presented the item.
Rachel Callovi, Acting VIllage Clerk, read the title of the ordinance into the
record.
PUBLIC HEARING:
A motion was made by Vice Mayor McGovern, seconded by Councilman
Drahos and unanimously passed (5-0), to open a public hearing.
There being no public comments, a motion was made by Vice Mayor
McGovern, seconded by Councilman Drahos and unanimously passed (5-0), to
close the public hearing.
A motion was made by Vice Mayor McGovern, seconded by Councilman
Napoleone and unanimously passed (5-0), to approve Ordinance No. 2016-06
as presented on First Reading.

PUBLIC FORUM:
Public comment was made by Christian Shoemig related to the safety of
pedestrians and bicyclists around the mall perimeter.
Public comment was made by Bruce Tumin relating to membership on the
Construction Board of Adjustment and Appeals. He also commented on the
standards of the Florida Building Code and the Fire Prevention Code as it
relates to public safety.
8. REGULAR AGENDA
A. 16-0194 DISCUSSION AND PUBLIC MEETING ON FLUORIDATION OF
WELLINGTON'S DRINKING WATER
Mr. Schofield presented the item. He read the proposed operating procedures
for the Fluoride Public Hearing.
Bill Riebe, Utilities Director, provided a powerpoint presentation on drinking
water fluoridation.
PUBLIC COMMENTS:
Rodney Wollman provided a fifteen minute presentation against water
fluoridation.
William Staten and Johnny Johnson provided a fifteen minute presentation in
support of water fluoridation.
Eighteen attendees spoke in favor of water fluoridation.
Twenty attendees spoke against water fluoridation.
A motion was made by Vice Mayor McGovern, seconded by Councilman
Napoleone and passed (4-1) to extend the meeting past 11:00 p.m. Mayor
Gerwig dissented.
A motion was made by Vice Mayor McGovern, seconded by Councilman
Napoleone and unanimously passed (5-0), to approve Resolution No. R2016-42
as presented.
B. 16-0246 VOTING DELEGATE FOR THE FLORIDA LEAGUE OF CITIES’ 90TH
ANNUAL CONFERENCE
Mr. Schofield presented this item and asked for reaffirmation of the
designation of Mayor Gerwig as the voting delegate for the Florida League of
Cities' Annual Conference.
There was Council consensus that Mayor Gerwig be the voting delegate.
9. PUBLIC FORUM
Public comment was made by Dr. Carmine Priore relating to the Council's
approval of Resolution No. R2016-42, fluoridation of Wellington's drinking

water.
10. ATTORNEY'S REPORT
Aaron Dunlop, Assistant Village Attorney, presented a report and spoke on the
following:
• He spoke about two memos that were distributed relating to a Special
Magistrate's order against Palm Beach Polo.
• He spoke about a final judgment in an access case for Palm Beach Polo.
• He announced that Laurie Cohen was on vacation.
11. MANAGER'S REPORTS
Mr. Schofield provided a list of upcoming meetings and events.
12. COUNCIL REPORTS
Councilmembers wished everyone a safe and happy Fourth of July holiday.
Councilman Napoleone presented no report.

Vice Mayor McGovern presented a report and spoke on the following:
• He commented on the retirement of Village Clerk, Awilda Rodriguez.
• He commended Alex Wamsley, Trades Crew Chief, for being selected as
Employee of the Month.
• He asked that paid family leave for Village employees be looked at.
Councilwoman Siskind presented a report and spoke on the following:
• She mentioned that she will be attending the National PTA Convention in
Orlando, Fl.
Mayor Gerwig presented a report and spoke on the following:
• She expressed concern with changing the Village's policy concerning paid
family leave.
• She commented on the retirement of Awilda Rodriguez.
• She commented on the lighting of the clock tower for Alzheimer’s awareness.

GASOLINE AND DIESEL FUEL
Authorization to renew an existing contract with Port Consolidated, Inc. for the supply and delivery of
gasoline and diesel fuel in the amount of approximately $350,000.00.
C. 15-1019 AUTHORIZATION TO ENTER INTO AN AGREEMENT FOR SUPPORT
AND MAINTENANCE OF THE VILLAGE'S INTERACTIVE VOICE
RESPONSE (IVR) SYSTEM
Authorization to enter into an agreement for support and maintenance of the Village’s IVR system with
Selectron Technologies, Inc. in the amount of $30,335.00 for fiscal year 2017.
D. 15-1113 AUTHORIZATION TO AWARD A CONTRACT FOR THE PURCHASE
AND DELIVERY OF A THREE (3) TON VIBRATORY COMPACTOR
Authorization to award a contract to Flagler Construction Equipment, LLC for the purchase and delivery
of a three (3) ton vibratory compactor, in the amount of $31,395.00, and authorization to dispose of the
existing 2006 vibratory compactor.
E. 16-0218 AUTHORIZATION TO CONTRACT WITH JONES AWNINGS &
CANVAS, INC. FOR THE PURCHASE AND INSTALLATON OF A
CANOPY AT THE WELLINGTON AMPHITHEATER
Authorization to award a contract to Jones Awnings & Canvas, Inc. for the purchase, delivery, and
installation of a canopy at the Wellington Amphitheater, in the amount of $35,800.00.

If Council determines that fluoridation of Wellington’s drinking water should be reinstituted, the attached
resolution (R2016-42) would require approval.
B. 16-0246 VOTING DELEGATE FOR THE FLORIDA LEAGUE OF CITIES’ 90TH
ANNUAL CONFERENCE
Nomination and Selection of a Voting Delegate for the Florida League of Cities’ 90TH Annual
Conference in Hollywood, Florida, from August 18th to 20th 2016.
