CALL TO ORDER Mayor Gerwig called the meeting to order at 7:00 p.m. Council Members present: Anne Gerwig, Mayor; John T. McGovern, Vice Mayor; Michael Drahos, Councilman; Michael Napoleone, Councilman; and Tanya Siskind, Councilwoman. Advisors to the Council: Paul Schofield, Manager; Laurie Cohen, Esq., Attorney; Jim Barnes, Assistant Manager; Tanya Quickel, Director of Administrative and Financial Services; and Rachel R. Callovi, Clerk. 2. PLEDGE OF ALLEGIANCE Noah Norwitch and his brother, Caleb, led the Pledge of Allegiance. 3. INVOCATION Deacon Al Payne, St. Therese de Lisieux Catholic Church, Wellington, delivered the invocation. 4. APPROVAL OF AGENDA Mr. Schofield indicated staff recommended approval of the Agenda as presented. A motion was made by Vice Mayor McGovern, seconded by Councilman Napoleone, and unanimously passed (5-0), to approve the Agenda as presented. 5. PRESENTATIONS AND PROCLAMATIONS A. 16-0582 A PROCLAMATION OF THE VILLAGE COUNCIL OF WELLINGTON, FLORIDA RECOGNIZING DANCE THEATRE WELLINGTON'S DANCE TEAM ON BEING CHOSEN TO PERFORM AT THIS YEAR'S MACY'S THANKSGIVING DAY PARADE Mr. Schofield introduced the item. Ms. Callovi read the proclamation. The Captain of Wellington’s Dance Theatre Dance Team spoke about how the team was chosen to perform in this year’s Macy’s Thanksgiving Day Parade. She explained they have been holding fundraisers to help pay for their trip. Council congratulated the team and wished them the best with their performance in New York, as they will all be watching the parade on TV. Council had their picture taken with the dance team and presented them with proclamations. B. 16-0612 PRESENTATION BY NOAH NORWITCH OF DONATION TO VILLAGE OF WELLINGTON PARKS AND RECREATION DEPARTMENT NOAH Village of Wellington Page 1 Village Council Action Summary - Final October 25, 2016 NORWITCH SCHOLARSHIP Mr. Schofield introduced the item. Noah Norwitch announced he, along with his friends and family, was donating $4,601.88 to the Village of Wellington Parks and Recreation Department to help the children of families who are less fortunate participate in sports and swim lessons. Noah also introduced his brother, Caleb, who has raised over $14,000 for Little Smiles over the past two years. Council wished Noah a Happy Birthday and thanked him for being committed to donating his birthday money. They recognized is selflessness, determination and inspiration. Council was proud to have such generous kids in their community. 6. CONSENT AGENDA A. 16-0594 AUTHORIZATION TO (1) UTILIZE A FLORIDA SHERIFFS’ ASSOCIATION CONTRACT FOR THE PURCHASE AND DELIVERY OF A JOHNSTON STREET SWEEPER AND (2) DISPOSE OF EXISTING STREET SWEEPER AS SURPLUS EQUIPMENT This item was approved on consent. B. 16-0606 AUTHORIZATION TO PROVIDE WRITTEN NOTICE TO TERMINATE THE INTERLOCAL AGREEMENT WITH PINE TREE WATER CONTROL DISTRICT This item was approved on consent. Mr. Schofield stated staff recommended approval of the Consent Agenda as presented. He indicated no public comment cards were received for the Consent Agenda. A motion was made by Councilwoman Siskind, seconded by Councilman Napoleone, and unanimously passed (5-0), approving the Consent Agenda as presented. 7. PUBLIC HEARINGS There were no Public Hearings items to discuss. 8. REGULAR AGENDA There were no Regular Agenda items to discuss. 9. ATTORNEY'S REPORT Ms. Cohen indicated she had nothing to report at this time. 11. MANAGER'S REPORTS Mr. Schofield reported on: • He reminded residents that hurricane shutters should be removed within two weeks of a hurricane. • He recommended Council cancel their November 22nd meeting, as no items have been scheduled or planned for discussion and it was close to the Thanksgiving holiday. A motion was made by Councilman Napoleone, seconded by Councilman Drahos, and unanimously passed (5-0) to cancel the November 22, 2016 Council Meeting. • He indicated construction on the road at Blue Cypress will start on Monday. He said they will let the Polo HOA know that construction equipment will be in there beginning Monday. • He said he instructed the Building Official and Plans Examiner to become certified as fire plans reviewers and fire inspectors in hopes of speeding up the fire review process. 12. COUNCIL REPORTS COUNCILMAN NAPOLEONE reported on: • He congratulated the Wellington Chamber of Commerce on their inaugural golf tournament this past Saturday. • He recognized Daniel Clein, a senior at Wellington High School, for creating a program called “Bricks Busting Boredom” that donates Legos to local hospitals. • He reminded everyone they had two more weeks to vote early. He indicated Election Day is November 8th. • He wished everyone a happy and safe Halloween. COUNCILMAN DRAHOS reported on: • He commended the Village and the employees on the Fall Festival this past weekend, as they put on a first class event. • He reminded everyone that the Young Professionals of Wellington were hosting “Wicked at the Wanderers” on Saturday, October 29, 2016. VICE MAYOR MCGOVERN reported on: • He stated the Fall Festival was spectacular. He thanked Mr. Barnes, Mr. Delaney, Mr. Piconcelli and their teams for putting on a superb event. • He said the Green Market started this past Saturday. He encouraged all residents to visit the friendly vendors offering some great products. • He appreciated Mr. Schofield for proactively sending Village employees to get certified. He also thanked the Chief Building Official and the Plans Examiner for pursuing that certification. • He commended staff on the Village-Wide Neighborhood Watch Meeting and Senior Symposium. He stated both programs were very well attended. • He indicated a Town Hall meeting will be held in the Council Chambers at Village of Wellington Page 3 Village Council Action Summary - Final October 25, 2016 7:00 PM, Wednesday, October 26th with Council, Commissioner McKinlay, County officials, and folks from the Palm Beach County School District. • He noted the discussion on the Winding Trails matter would be presented to this Council at the December 13th Council Meeting. • He congratulated the Wellington High School Wolverine Football Team for defending and repeating their title of District Champions. • He wished everyone a Happy Halloween and stated he will see them at “Wicked.” COUNCILWOMAN SISKIND reported on: • She stated the Fall Festival was fantastic. She thanked staff and Parks & Recreation for a great event. • She announced the Village Holiday Food Drive was going on now through November 17th. She noted the Village website has complete details. • She indicated Polo Park is having their fourth annual Night of Science on Wednesday, October 26th from 6:00 PM to 8:00 PM. • She mentioned Publix is offering a “Not So Scary” party for children on Monday, October 31st from 4:00 PM to 7:00 PM. She said the kids can stop by for candy and coloring books. • She reminded everyone that the Binks Carnival is November 5th, from 11:00 AM to 5:00 PM. MAYOR GERWIG reported on: • The Village lighting its clock tower in pink for the month of October for Breast Cancer Awareness. • She heard the Fall Festival was fantastic. She thanked her fellow Council members for being there in her absence. • She indicated the Village will be hosting the Palm Beach County League of Cities luncheon at the Community Center on Wednesday, October 26th. She stated the Board Meeting will be held at 10:00 AM followed by the League of Cities Meeting. • She reminded everyone that “Read Across America Day” is Thursday, October 27, 2016, and all of Council will be reading at elementary schools. • She stated Thursday was also the day for the Employee Wellness Fair, and she encouraged everyone to get their flu shot. • She stated the Wellington Dance Theatre’s Dance Team was amazing. She said they were going to send Council something to watch via e-mail. • She said Relay for Life is having a kickoff party at the Community Center on Wednesday, October 26th at 6:00 PM, so the teams can discuss what they are going to do. • She encouraged everyone to vote and make their voice heard. • She loved that the kids in the community have been so giving, but she thanked Council and staff for participating in everything. 13.
