CALL TO ORDER Mayor Gerwig called the meeting to order at 4:30 P.M. Council members present: Anne Gerwig, Vice Mayor; John McGovern, Vice Mayor; Michael Drahos, Councilman; Tanya Siskind, Councilwoman; Councilman Michael Napoleone was not present. Advisors to the Council: Paul Schofield, Manager; Laurie Cohen, Esq., Attorney; Jim Barnes, Assistant Manager; Tanya Quickel, Director of Administrative and Financial Services; and Rachel R. Callovi, Clerk. 2. PLEDGE OF ALLEGIANCE Mayor Gerwig led the Pledge of Allegiance. 3. 16-0573 EMPLOYEE OF THE MONTH FOR OCTOBER 2016 – KARYN AHWAI Mr. Schofield introduced the item. Mr. Silliman gave an overview of Ms. Ahwai's history and service with the Village. Paul REVIEW OF COUNCIL AGENDA Schof Mr. Schofield presented the Agenda for the October 25, 2016 Council Meeting for discussion and review. A. 16-0582 A PROCLAMATION OF THE VILLAGE COUNCIL OF WELLINGTON, FLORIDA RECOGNIZING DANCE THEATRE WELLINGTON'S DANCE TEAM ON BEING CHOSEN TO PERFORM AT THIS YEAR'S MACY'S THANKSGIVING DAY PARADE Mr. Schofield introduced the item. This item is to present a proclamation to the Dance Theatre, Wellington's Dance Team recognizing them on being chosen to perform at this year's Macy's Thanksgiving Parade. There were no changes recommended. B. 16-0612 PRESENTATION BY NOAH NORWITCH OF DONATION TO VILLAGE OF WELLINGTON PARKS AND RECREATION DEPARTMENT NOAH NORWITCH SCHOLARSHIP Mr. Schofield introduced the item. This item is a presentation by Noah Norwitch of a monetary donation to the Village of Wellington's Parks and Recreation Department Noah Norwitch Scholarship. There were no changes recommended. C. 16-0594 AUTHORIZATION TO (1) UTILIZE A FLORIDA SHERIFFS’ ASSOCIATION CONTRACT FOR THE PURCHASE AND DELIVERY Village of Wellington Page 1 Village Council Workshop Action Summary - Final October 24, 2016 OF A JOHNSTON STREET SWEEPER AND (2) DISPOSE OF EXISTING STREET SWEEPER AS SURPLUS EQUIPMENT Mr. Schofield introduced the item. This item is for the authorization to (1) utilize Florida Sheriff's Association (FSA) contract #16-VEH14.0 as a basis for pricing for the purchase and delivery of a Johnson street sweeper, from Pat's Pumps and Blower, LLC., in the amount of $303,401.62; and (2) authorization to dispose of surplus equipment (existing street sweeper). Mr. De La Vega indicated the contract was effective October 1, 2016. He stated the 2008 existing street sweeper would be placed for sale on govdeals.com and the average life cycle of a street sweeper was seven to ten years. Mayor Gerwig asked if the sweeper handles the street curbs and if the service is contracted to a vendor. Mr. Barnes explained staff handles the sweeping of the street curbs, especially at Bink Forest Drive and Forest Hill Boulevard due to the leaf litter. He stated the street sweeper is used after parades to pick up the litter, debris and left over candy. Mr. De La Vega mentioned a trade offer was received from Pat's Pumps and Blower, LLC., in the amount of $21,401.00, but the sale price of comparable units was higher on govdeals.com than the offer presented. There were no changes recommended. D. 16-0606 AUTHORIZATION TO PROVIDE WRITTEN NOTICE TO TERMINATE THE INTERLOCAL AGREEMENT WITH PINE TREE WATER CONTROL DISTRICT Mr. Schofield introduced the item. This item is for the authorization to provide written notice to terminate the Interlocal Agreement with Pine Tree Water Control District in accordance with Section 19 of the Agreement. Vice Mayor McGovern asked if the Pine Tree Water Control District members were aware of the termination. Mr. Schofield indicated the members were aware, as the residents want to manage the district on their own. There were no changes recommended. 5. WORKSHOP 6. ATTORNEY'S COMMENTS Ms. Cohen reminded Council of the shade session being held the following day at 6:00 P.M. 7. MANAGER COMMENTS Mr. Schofield indicated no agenda items have been scheduled for the November 22, 2016 Council meeting and recommended not holding the meeting. He said any agenda items that arise could be placed on the December 13, 2016 agenda. Mayor Gerwig noted only one meeting was scheduled for December, but an Village of Wellington Page 2 Village Council Workshop Action Summary - Final October 24, 2016 additional meeting could be held if needed. 8. COUNCIL COMMENTS Mayor Gerwig asked Ms. Kelly to schedule readers for Scott's Place and suggested one of the council members schedule time to read to the kids at Tiger Shark Cove Playground. She reminded everyone to keep a tally of the kids at each location and include the attendance for the Literacy Coalition of Palm Beach County event, "Read for the Record". Vice Mayor McGovern asked Ms. Kelly if Council would be reading to the children in their individual classrooms. Ms. Kelly explained at times a few classes would be together in one room and at other times they would be reading to one class at a time. She stated the schools were aware that Council would be visiting them, so they were coordinating larger groups of children in one central location in order to limit the length of the visit. Vice Mayor McGovern asked about the number of readings at each school. Ms. Kelly indicated Vice Mayor McGovern would have two readings and Councilman Drahos would have one. She said Elbridge Gale Elementary School would be using the media center; New Horizons Elementary School asked for three different readings; Bright Horizons at Wellington Pre-School asked for three different readings; and Home Away From Home asked for two readings. She noted all schools were coordinating the event very well and making sure the children attending would pay attention during the reading. She said they did not want to overwhelm Council with a large amount of children at the readings. Mr. Barnes indicated the animal costumes were ready for the reading events. Ms. Kelly stated the schools have been advised that people in costumes would be in attendance, as a precaution for the smaller children. Mayor Gerwig suggested having the Friends of Palm Beach County Animal Care and Control provide dogs that are up for adoption placed at Scott's Place during the event. Mr. Barnes stated all of the adopt-a-pet groups need to be placed and remain in a confined area. Mr. Schofield said the animals should be placed on the grassy areas, because the surface inside of Scott's Place is not good for animals. Mr. Barnes noted the Greyhounds at the Fall Festival event were very calm despite the large crowds. Mayor Gerwig agreed to having the Greyhounds at Tiger Shark Playground and the Friends of Palm Beach County Animal Care and Control at Scott's Place. Ms. Kelly noted the time for Elbridge Gale Elementary School's event was 11:45 A.M. Councilman Drahos asked if Council was scheduled to read at the Boys and Girls Club. Ms. Kelly said she would contact them and report back to Council regarding a reading during their after school program. Mr. Schofield thought the Boys and Girls Club after school program started after 3:30 P.M. or 4:00 P.M. Councilwoman Siskind noted Pet Haven could be contacted for animals for the Village of Wellington Page 3 Village Council Workshop Action Summary - Final October 24, 2016 reading events. Councilman Drahos thought Council could go to the Boys and Girls Club after the 3:00 P.M. reading at Scott's Place. Ms. Kelly mentioned she contacted Wellington Regional and Palms West Hospitals' pediatric units. She said as soon as she received notification from the hospitals, she would report her findings to Council. Ms. Kelly stated she would pick up additional books, but the supply of stickers and book markers have run out, and she would be notified as soon as more were shipped and received. 9.
