CALL TO ORDER Mayor Gerwig called the meeting to order at 7:00 pm. Council Members present: Anne Gerwig, Mayor; John T. McGovern, Vice Mayor; Michael Drahos, Councilman; Michael Napoleone, Councilman; and Tanya Siskind, Councilwoman. Advisors to the Council: Paul Schofield, Manager; Laurie Cohen, Esq ., Attorney; Jim Barnes, Assistant Manager; Tanya Quickel, Director of Administrative and Financial Services; and Chevelle D. Nubin, Clerk. 2. PLEDGE OF ALLEGIANCE Grace Bostwick and Lauren Allen, students at Panther Run Elementary School, led the Pledge of Allegiance. 3. INVOCATION Stan Gordon, Church of Jesus Christ of Latter-day Saints, Wellington Ward, delivered the invocation. 4. APPROVAL OF AGENDA Mr. Schofield indicated staff recommended approval of the Agenda with the following amendments: request to reschedule the Stroke Month Proclamation to the May 9, 2017 Council Meeting; add Item 17-1163, Escrow Agreement-Winding Trails, to the Regular Agenda as Item 8A and Item 17-1077, Authorization to Award a Task Order To Provide Engineering Consulting Services for the C-11 and C-15 Canal Culvert Crossings and Bridle Trail Improvements, will move from Item 8A and now become Item 8B. A motion was made by Councilman Drahos, seconded by Councilman Napoleone, and unanimously passed (5-0), to approve the Agenda as amended. 5. PRESENTATIONS AND PROCLAMATIONS Village of Wellington Page 1 Village Council Action Summary - Final April 25, 2017 A. 17-1125 A PROCLAMATION OF THE VILLAGE COUNCIL OF WELLINGTON, FLORIDA RECOGNIZING AND CONGRATULATING GRACE BOSTWICK AND LAUREN ALLEN ON WINNING FIRST PLACE IN THE LOCAL CONTEST OF THE AMERICAN WATERWORKS ASSOCIATION’S “DROP SAVERS” WATER CONSERVATION POSTER CONTEST AND GRACE BOSTWICK FOR PLACING THIRD IN DIVISION 2 IN THE STATE CONTEST Mr. Schofield introduced the item. Ms. Shannon LaRocque, Utilities Director, thanked the participants and stated this was the first time the Utilities Department participated in this national event regarding April as Water Conservation month. Ms. Nubin read the proclamation. Council presented the proclamation to Grace Bostwick and Lauren Allen, students at Panther Run Elementary, who were in attendance. B. 17-1142 A PROCLAMATION OF THE VILLAGE COUNCIL OF WELLINGTON, FLORIDA RECOGNIZING AND CONGRATULATING WELLINGTON HIGH SCHOOL’S STUDENT GOVERNMENT ASSOCIATION ON THE SUCCESS OF THEIR DANCE MARATHON Mr. Schofield introduced the item. Mr. Jim Barnes gave brief comments. Ms. Nubin read the proclamation. Council was shown a video regarding the amount raised by the students for the Children's Miracle Network. Council presented the proclamation to the Wellington High School Student Government Association who was in attendance. C. 17-1133 A PROCLAMATION OF THE VILLAGE COUNCIL OF WELLINGTON, FLORIDA PROCLAIMING MAY 2017 AS "AMERICAN STROKE MONTH" IN THE VILLAGE OF WELLINGTON This proclamation was rescheduled for the May 9, 2017 Regular Village Council Meeting. He also stated no comment cards were received from the public on the Consent Agenda. A motion was made by Councilman Napoleone, seconded by Councilwoman Siskind, and unanimously passed (5-0), to approve the Consent Agenda as presented. A. 17-1151 MINUTES OF THE REGULAR WELLINGTON COUNCIL MEETINGS OF MARCH 28, 2017 AND APRIL 12, 2017 This item was approved on consent. PUBLIC HEARINGS Village of Wellington Page 4 Village Council Action Summary - Final April 25, 2017 A. 17-1098 ORDINANCE NO. 2017-01 (AMENDMENT TO CHAPTER 36, ARTICLE II, AMENDING SECTION 36-21 ENTITLED “DEFINITIONS” AND AMENDING SECTION 36-22 ENTITLED “PROPERTY MAINTENANCE STANDARDS”) AN ORDINANCE OF THE VILLAGE OF WELLINGTON, FLORIDA, AMENDING CHAPTER 36, ARTICLE II, AMENDING SECTION 36-21 ENTITLED “DEFINITIONS”; AMENDING SECTION 36-22 ENTITLED “PROPERTY MAINTENANCE STANDARDS”; PROVIDING FOR CONFLICT; PROVIDING FOR CODIFICATION; PROVIDING FOR SEVERABILITY; PROVIDING AN EFFECTIVE DATE. Mr. Schofield introduced this Public Hearing item. Ms. Nubin read Ordinance No. 2017-01 by title. Ms. Laurie Cohen presented this item. Mr. Koch stated the removal of the definitions is housekeeping. Public Hearing A motion was made by Councilman Napoleone, seconded by Councilman Drahos and unanimously passed (5-0) to open the Public Hearing. There was no one who spoke for or against the project. There being no public comments, a motion was made by Vice Mayor McGovern, seconded by Councilman Napoleone, and unanimously passed (5-0) to close the Public Hearing. A motion was made by Vice Mayor McGovern, seconded by Councilwoman Siskind, and unanimously passed (5-0) to approve Ordinance No. 2017-01 (Amendment to Chapter 36, Article II, Amending Section 36.21 and Amending Section 36.22) as presented on Second Reading. 8. REGULAR AGENDA Village of Wellington Page 5 Village Council Action Summary - Final April 25, 2017 A. 17-1163 ESCROW AGREEMENT - WINDING TRAILS This item was added to the agenda. Mr. Schofield introduced the item. Ms. Cohen presented this item. A motion was made by Councilman Drahos, seconded by Councilman Napoleone, and unanimously passed (5-0) to Authorizing the Mayor to execute the Escrow Agreement as presented. B. 17-1077 AUTHORIZATION TO AWARD A TASK ORDER TO PROVIDE ENGINEERING CONSULTING SERVICES FOR THE C-11 AND C-15 CANAL CULVERT CROSSINGS AND BRIDLE TRAIL IMPROVEMENTS Mr. Schofield introduced the agenda item. At this time, Mayor Gerwig announced that she would be recusing herself from this agenda item. She explained the business she owns has one share of stock in contracts with this same engineering group. Mayor Gerwig then left the Council Chambers. Mr. Jim Barnes, Assistant Manager, presented this item. A motion was made by Councilman Napoleone, seconded by Councilman Drahos, and unanimously passed (4-0) to approve the Authorization to award a task order to Mock, Roos & Associates, Inc. to provide engineering consulting services for the C-11 and C-15 Canal Culvert Crossings and Bridle Trail Improvements at a cost of $49,552.00. Mayor Gerwig had recused herself from this item. 9. PUBLIC FORUM At this point, Mayor Gerwig returned to the dais. Mr. Schofield indicated that there were no public comment cards received for the Public Forum. 10. ATTORNEY'S REPORT Ms. Cohen indicated she had no report. MANAGER'S REPORTS Mr. Schofield stated the next regular Council Meeting will be held on May 9, 2017 at 7:00 p.m. in the Council Chambers. He reminded everyone that the Village will be reintroducting flouride into the water system on May 15, 2017. Also, Mr. Schofield stated that he will be out of town on Thursday afternoon, April 27, 2017, and on Friday, April 28, 2017 and Mr. Barnes will be acting as Manager. COUNCIL REPORTS Vice Mayor McGovern stated he has been approached by residents in the community and there has been alot of social media discussion relative to developments to the north and west stating they are a part of Wellington for marketing purposes and they are not. He asked if there is any action that the Village of Wellington can take to clarify this. He also thanked and congratulated the Young Professionals of Wellington, the Neil S. Hirsch Boys & Girls Club, and the Wellington Garden Club for coming together on Saturday, April 22, 2017, for the community garden; and thanked all of the residents who attended the Earth Day and Arbor Day celebration Saturday afternoon, April 22, 2017, at the Amphitheater. He reminded everyone that applications for the Beautiful Wellington Grant Tier IV will be accepted from Monday, May 1, 2017, through Thursday, May 11, 2017, until 5:00 PM. In addition, Vice Mayor McGovern congratulated Wellington High School for being recognized as one of the top 2,000 high schools in the United States by U.S. News and World Report. Councilwoman Siskind agreed the Earth Day events on Saturday, April 22, 2017, were phenomenal. She stated she also went to the community garden and never saw so many kids excited about vegetables. She thanked everyone involved. She stated the Amphitheater event was also wonderful noting the Tree Board and Garden club were there. She said it was nice to see the community come out for that as well. She mentioned that on Sunday, April 23, 2017, she and Councilman Napoleone were at the Wellington Rotary Club sponsored Outrun Cerebral Palsy 5K Run/Walk. Councilwoman Siskind stated it was a beautiful event that was very special and inspirational. She said she was very proud to be a part of the event. She wished everyone a happy Administrative Professional’s Day. She indicated Wellington has amazing teachers and next week is Teacher Appreciation Week. She asked everyone to do whatever they can to appreciate their teachers, as they work so hard. Councilman Drahos indicated he had no report. Councilman Napoleone stated he also thought the Boys & Girls Club event was fantastic and Earth Day was great. He said the Cerebral Palsy event Sunday morning, April 23, 2017, was wonderful, despite the rain. He stated watching the wheelchair race and seeing them cross the finish line was very inspirational. Mayor Gerwig mentioned that Larry Kemp sent her a message stating the Council members were fabulous at the Cerebral Palsy event. She said she missed all of the events this past weekend, as she was attending the Metropolitan Planning Organization (MPO) Institute. She stated she attended the Community Denim Day Kick-Off at Perfect Smile Dentistry on Thursday, April 20, 2017. She stated in honor of that, Dr. Akel gifted Village Hall a family planter of jeans, which is on display in the lobby for pictures. Mayor Gerwig stated she received a phone call from Channel 12 about the incident of the young man who tragically passed away over the weekend. She thanked her fellow Council members for covering for her this weekend and for doing a great job. Mayor Gerwig stated she would be talking to Mr. Klein about the information she received at the MPO Institute. 13.
