CALL TO ORDER Mayor Gerwig called the meeting to order at 7:00 pm. Council Members present: Anne Gerwig, Mayor; John T. McGovern, Vice Mayor; Michael Drahos, Councilman; Michael Napoleone, Councilman; and Tanya Siskind, Councilwoman. Advisors to the Council: Paul Schofield, Manager; Laurie Cohen, Esq ., Attorney; Jim Barnes, Assistant Manager; Tanya Quickel, Director of Administrative and Financial Services; and Chevelle D. Nubin, Clerk. 2. PLEDGE OF ALLEGIANCE Tom Wenham, Former Village of Wellington Mayor and Chair of the Wellington Community Foundation, Inc., led the Pledge of Allegiance. 3. INVOCATION Deacon Al Payne, St. Therese de Lisieux Catholic Church, Wellington, delivered the invocation. 4. APPROVAL OF AGENDA Mr. Schofield indicated staff recommended approval of the Agenda as presented. A motion was made by Vice Mayor McGovern, seconded by Councilman Napoleone, and unanimously passed (5-0), to approve the Agenda. OF FLORIDA TO LOCAL AREA SCHOOLS Mr. Schofield introduced the item. Ms. Paulette Edwards, Community Services Director, provided an overview regarding the scholarships. Ellen Smith, Waste Management, Inc. gave brief comments regarding the scholarships which were presented to each school principal representing Wellington and Palm Beach Central High Schools, Elbridge Gale and Panther Run Elementary Schools and Emerald Cove Middle School, respectively. Council gave comments regarding the scholarships. B. 17-1172 A PROCLAMATION OF THE VILLAGE COUNCIL OF WELLINGTON, FLORIDA PROCLAIMING MAY 2017 AS "AMERICAN STROKE MONTH" IN THE VILLAGE OF WELLINGTON Mr. Schofield introduced the item. Ms. Nubin read the proclamation. Council presented the proclamation to Ms. Jennifer Rhine of the American Heart Association and American Stroke Association, and Robbin Lee, Chair of the local American Heart and American Stroke Association Board and CEO of Wellington Regional Medical Center, who provided brief comments regarding Stroke Month and thanked Council for their support. C. 17-1183 A PROCLAMATION OF THE VILLAGE COUNCIL OF WELLINGTON, FLORIDA PROCLAMING MAY 7-13 2017 AS “MUNICIPAL CLERKS WEEK” IN THE VILLAGE OF WELLINGTON Mr. Schofield introduced the item. Ms. Nubin read the proclamation. Council gave comments regarding former Village Clerk Awilda Rodriguez, who was in attendance and also acknowledged Rachel Callovi, Deputy Village Clerk, Chevelle D. Nubin, Village Clerk and the Clerk's Office in general. Ms. Rodriguez gave brief comments regarding retirement and the Municipal Clerk profession. Village of Wellington Page 2 Village Council Action Summary - Final May 9, 2017 D. 17-1127 UPDATE BY THE WELLINGTON COMMUNITY FOUNDATION Mr. Schofield introduced the item. Mr. Tom Wenham, Chair of the Wellington Community Foundation, Inc. provided an update to Council regarding the Foundation. Council gave comments regarding the foundation. 6. CONSENT AGENDA Mr. Schofield stated staff recommended adoption of the Consent Agenda as presented. He also stated no comment cards were received from the public on the Consent Agenda. A motion was made by Councilman Napoleone, seconded by Councilman Drahos, and unanimously passed (5-0), to approve the Consent Agenda as presented. A. 17-1174 MINUTES OF THE REGULAR WELLINGTON COUNCIL MEETING OF APRIL 25, 2017 This item was approved on consent. B. 17-0837 AUTHORIZATION TO AWARD A CONTRACT TO MULTIPLE VENDORS FOR ROADWAY STRIPING AND PAVEMENT MARKING SERVICES AND AUTHORIZATION TO APPROVE PROJECTS OVER $25,000 This item was approved on consent. C. 17-1023 AUTHORIZATION TO AWARD A CONTRACT FOR THE SOUTH SHORE BOULEVARD AND PIERSON ROAD RIGHT TURN LANE IMPROVEMENT PROJECT This item was approved on consent. D. 17-1028 AUTHORIZATION TO: 1) RENEW AN EXISTING CONTRACT FOR UTILITY PROCESS CONTROL SYSTEMS MAINTENANCE & MODIFICATION AND 2) EXECUTE A TASK ORDER FOR UTILITY SCADA SYSTEM UPGRADE This item was approved on consent. R2017-17 FOR LAND AND WATER CONSERVATION FUND PROGRAM GRANT AND RESOLUTION NO. R2017-18 FOR A BUDGET AMENDMENT TO ALLOCATE THE GRANT RESOLUTION NO. R2017-17 (LAND AND WATER CONSERVATION FUND) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL TO ENTER INTO AN AGREEMENT WITH THE FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION FOR THE PURPOSE OF RECEIVING A GRANT UNDER PROVISIONS OF THE LAND AND WATER CONSERVATION PROGRAM FOR THE DORCHESTER PARK PROJECT; AND PROVIDING AN EFFECTIVE DATE. RESOLUTION NO. R2017-16 (FLORIDA DEPARTMENT OF AGRICULTURE AND CONSUMER SERVICES (FDACS) MEMORANDUM OF AGREEMENT) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL APPROVING AND AUTHORIZING THE MAYOR TO EXECUTE THE MEMORANDUM OF AGREEMENT (MOA) NO. 024182 BETWEEN WELLINGTON AND THE FLORIDA DEPARTMENT OF AGRICULTURE AND CONSUMER SERVICES (FDACS) REGARDING ENROLLMENT AND IMPLEMENTATION OF FDACS EQUINE BEST MANAGEMENT PRACTICES; AND PROVIDING AN EFFECTIVE DATE. Mr. Schofield introduced the item. Mr. Michael O'Dell, Assistant Director of Planning, Zoning and Building, presented this item. A motion was made by Councilman Napoleone, seconded by Vice Mayor McGovern, and unanimously passed (5-0) to approve Resolution No. R2017-16 as presented. 9. PUBLIC FORUM Mr. Schofield indicated that there were no public comment cards received for the Public Forum. 10. ATTORNEY'S REPORT Ms. Cohen reported on the court case regarding the Village of Wellington vs. Palm Beach Polo, Inc. She also stated that she and Mr. Dunlap will be away attending an annual conference for the local goverment section of the Florida Bar and she will be available by cellphone and email. She stated it is a nice conference that focuses on the issues that local government attorneys deal with on a day-to-day basis. MANAGER'S REPORTS Mr. Schofield stated the next regular Council Meeting will be held on May 23, 2017 at 7:00 p.m. in the Council Chambers. He reminded everyone that the Village will be reintroducting flouride into the water system on May 15, 2017. Also, Mr. Schofield provided the dates for Project Graduation which will be held on May 23, 2017 for Palm Beach Central High School and on May 25, 2017 for Wellington High School. 12. COUNCIL REPORTS Councilman Napoleone thanked everyone for the birthday wishes. Councilman Drahos indicated he had no report. Vice Mayor McGovern thanked everyone who attended Congresswoman Lois Frankel's Town Hall Meeting. He also thanked Village Attorney Cohen for the May 8, 2017 letter to the owners of the Arden community. He extended birthday wishes to Councilman Napoleone and congratulated Mayor Gerwig on her upcoming swearing in ceremony as First Vice President of the Palm Beach County League of Cities. Councilwoman Siskind commended staff on a great job for the High Impact Teachers recognition ceremony. She commented regarding the Palm Beach County School District's Volunteer and Business Partner Awards event that took place on Friday and congratulated the Palm Beach County Sheriff's Office on their award as Outstanding Business Partner of the Year. She stated she enjoyed Congresswoman Lois Frankel's Town Hall Meeting last night and extended birthday wishes to Councilman Napoleone. Mayor Gerwig stated it was a privilege to introduce Congresswoman Lois Frankel to a packed house at the Town Hall Meeting. She thanked Wellington Wild for hosting the softball tournament at Tiger Shark Cove Park and commented on their winning the tournament. She commended staff for a great job on the High Impact Teachers event. Mayor Gerwig noted that two current elected officials use to serve on the Education Committee. In addition, she stated her position as Palm Beach County League of Cities' First Vice President was a surprise. She asked that someone from staff attend on her behalf as she has something that was previously scheduled on that date. Mayor Gerwig informed everyone that Keith James will be sworn in as the President of the Palm Beach County League of Cities. 13.
