CALL TO ORDER Mayor Gerwig called the meeting to order at 7:00 p.m. Council Members present: Anne Gerwig, Mayor; John T. McGovern, Vice Mayor; Michael Napoleone, Councilman; and Tanya Siskind, Councilwoman. Councilman Michael Drahos was absent. Advisors to the Council: Paul Schofield, Manager; Laurie Cohen, Attorney; Jim Barnes, Assistant Manager; Tanya Quickel, Director of Administrative and Financial Services; and Chevelle D. Nubin, Village Clerk. 2. PLEDGE OF ALLEGIANCE Boy Scout Troop #208 led the Pledge of Allegiance. 3. INVOCATION Peter Bartuska, Pastor, Christ Community Church, delivered the invocation. 4. APPROVAL OF AGENDA Mr. Schofield indicated staff recommended approval of the Agenda as amended: 1) Add a Proclamation recognizing the Wellington Seniors Club, Inc. on their 25th Anniversary under Presentations and Proclamations as Item 5B. A motion was made by Vice Mayor McGovern, seconded by Councilman Napoleone, and unanimously passed (4-0), to approve the Agenda as amended. PRESENTATIONS AND PROCLAMATIONS A. 17-1640 PRESENTATION OF 2017 WELLINGTON TOP FIREFIGHTER AWARD Mr. Schofield presented this item. Ms. Nubin read the explanation. Ms. Paulette Edwards, Community Services Director, gave brief comments and introduced Palm Beach County Fire Rescue District Chief William Rowley and Battallion Chief Kenneth Wooldridge who were in attendance. Both provided background information about Firefighter/Paramedic Bradlee Doerzbacher, who was selected as the 2017 Wellington Top Firefighter. Firefighter/Paramedic Doerzbacher stated it was a reflection of the organization as a whole and thanked everyone for the award. Council gave brief comments and congratulated Mr. Doerzbacher. B. A PROCLAMATION RECOGNIZING THE WELLINGTON SENIOR'S CLUB, INC. ON THEIR 25TH ANNIVERSARY Mr. Schofield introduced the item. Ms. Nubin read the proclamation. Council presented the proclamation to Mr. Tony Alfalla, President of the Wellington Seniors Club, Inc. who provided brief comments. Mr. Howard Trager provided comments as well and thanked Council for their support. Council gave comments regarding the gala held on October 20, 2017. 6. CONSENT AGENDA A. 17-1652 MINUTES OF THE REGULAR WELLINGTON VILLAGE COUNCIL MEETING OF SEPTEMBER 26, 2017 This item was approved on Consent. B. 17-1537 AUTHORIZATION TO AWARD A TASK ORDER TO PROVIDE HYDROGEOLOGIC CONSULTING SERVICES FOR GROUNDWATER MODELING SERVICES This item was approved on Consent. D. 17-1624 APPROVE WELLINGTON WIZARDS RUGBY CLUB AS A RECOGNIZED SPORTS PROVIDER This item was approved on Consent. E. 17-1657 RESOLUTION NO. R2017-54 (AUTHORIZING EXECUTION OF THE 1ST AMENDMENT TO INTERLOCAL AGREEMENT WITH PALM BEACH COUNTY - HOMELESS RESOURCE CENTER) A RESOLUTION OF WELLINGTON’S COUNCIL AUTHORIZING THE MAYOR OR VICE MAYOR AND THE VILLAGE CLERK TO EXECUTE THE FIRST AMENDMENT TO INTERLOCAL AGREEMENT WITH PALM BEACH COUNTY TO REFER AND TRANSPORT HOMELESS INDIVIDUALS TO THE HOMELESS RESOURCE CENTER, AND PROVIDING AN EFFECTIVE DATE. This item was approved on Consent. Mr. Schofield stated staff recommended adoption of the Consent Agenda as presented. A motion was made by Councilman Napoleone, seconded by Councilwoman Siskind, and unanimously passed (4-0), to approve the Consent Agenda as presented. Mr. Schofield indicated one comment card was received from the public. 1. Michael Mishkin, 11472 Paradise Cove Lane, Wellington. Mr. Mishkin, President of the Isles at Wellington Community Association, expressed gratitude to the Village for the support given by Mr. Barnes, Bruce Wagner, Shannon LaRocque and Village staff for the planning and coordination of resources and dispatching those resources where needed regarding Hurricane Irma recovery efforts. PUBLIC HEARINGS A. 17-1547 ORDINANCE NO. 2017-20 (FY 2017/2018 ANNUAL CAPITAL IMPROVEMENT ELEMENT UPDATE OF WELLINGTON’S COMPREHENSIVE PLAN) AN ORDINANCE OF WELLINGTON, FLORIDA’S COUNCIL, UPDATING THE WELLINGTON COMPREHENSIVE PLAN BY INCORPORATING THE ANNUAL REVIEW AND REVISIONS TO THE CAPITAL IMPROVEMENTS ELEMENT TO REFLECT THE 2017/2018 THROUGH 2022/2023 FIVE YEAR CAPITAL IMPROVEMENT PLAN FOR LEVEL OF SERVICE PROJECTS; AND UPDATING THE SCHOOL DISTRICT OF PALM BEACH COUNTY CAPITAL IMPROVEMENT SCHEDULE; PROVIDING FOR CONFLICT AND SEVERABILITY; AUTHORIZING THE MANAGER TO UPDATE THE COMPREHENSIVE PLAN; AND PROVIDING FOR AN EFFECTIVE DATE. Mr. Schofield introduced the item. Ms. Nubin read the ordinance by title. Mr. Bob Basehart presented this item. Public Hearing A motion was made by Councilman Napoleone, seconded by Vice Mayor McGovern, and unanimously passed (4-0), to open the Public Hearing. There being no public comments, a motion was made by Vice Mayor McGovern, seconded by Councilman Napoleone, and unanimously passed (4-0), to close the Public Hearing. A motion was made by Councilman Napoleone, seconded by Councilwoman Siskind, and unanimously passed (4-0) to approve Ordinance No. 2017-20 (FY 2017/2018 Annual Capital Improvement Element Update of Wellington's Comprehensive Plan). REGULAR AGENDA A. 17-1567 AUTHORIZATION TO AWARD A TASK ORDER TO PROVIDE ENGINEERING CONSULTING SERVICES FOR WASTEWATER PUMP STATION UPGRADES Mr. Schofield introduced the item. Mayor Gerwig recused herself from this item, and then left the Chambers. Ms. LaRocque explained the task order. A motion was made by Councilman Napoleone, seconded by Councilwoman Siskind, and unanimously passed (3-0) to approve the Authorization to Award a Task Order to Provide Engineering Consulting Services for Wastewater Pump Station Upgrades. 9. PUBLIC FORUM There were no additional comment cards received for public forum. 10. ATTORNEY'S REPORT MS. COHEN: Ms. Cohen stated she had no report. 11. MANAGER'S REPORTS MR. SCHOFIELD: Mr. Schofield presented the following report: The next Regular Council Meeting will be held on Tuesday, November 14, 2017, at 7:00 p.m. in the Council Chambers. Mr. Schofield stated Village offices will be closed on Friday, November 10, 2017 in observance of the Veterans Day holiday. The Veterans Day Parade and Ceremony are scheduled to take place on Saturday, November 11th beginning at 8:15 a.m. Village of Wellington Page 5 Village Council Action Summary - Final October 24, 2017 12. COUNCIL REPORTS COUNCILMAN NAPOLEONE: Councilman Napoleone presented the following report: Councilman Napoleone thanked the Wellington Seniors Club, Inc. and congratulated them on their 25 years. Councilman Napoleone recognized the Wellington Wizards Rugby Club and stated they were approved on the Consent Agenda as an official sports provider for the Village. Councilman Napoleone stated the Fall Festival was another well done, first class, well run event and commented on the costume contest . Councilman Napoleone wished everyone a safe and happy Halloween. VICE MAYOR MCGOVERN: Vice Mayor McGovern presented the following report: Vice Mayor McGovern thanked everyone who attended the Fall Festival and thanked the Parks and Recreation staff and the rest of Wellington staff for making that a great event. Vice Mayor McGovern also congratulated the Wellington Wizards Rugby Club and the Palm Beach County Business Development Board. He spoke regarding the video shown at the Business Development Board gala that was well received. He congratulated Ben Boynton, President and Kelly Smallridge, Executive Director and Wellington resident. Vice Mayor McGovern commented regarding Read for the Record that took place in Wellington schools and continued through the Fall Festival . He stated Palm Beach County Commissioner Melissa McKinlay read at the Fall Festival. Vice Mayor McGovern wished everyone a great and safe Halloween. COUNCILWOMAN SISKIND: Councilwoman Siskind presented the following report: Councilwoman Siskind congratulated the Wellington Seniors Club, Inc. on their 25 years and thanked them for inviting Council to their gala. Councilwoman Siskind stated she is glad to see that Wellington High Village of Wellington Page 6 Village Council Action Summary - Final October 24, 2017 School was here tonight for their Civics 101. She announced that her daughter is the new Civics 101 mayor. Councilwoman Siskind stated she is glad to see so many young people in the community take an interest in local government. She stated their mock meeting is November 14, 2017. Vice Mayor McGovern reminded everyone that the Wellington Green Market is ongoing every Saturday from 9:00 a.m. to 1:00 p.m. He stated Trunk or Treat will be held at the Boys and Girls Club at 5:00 p.m. on Friday, October 27, 2017 and Community Services along with Wellington High School DACA Club is having a Trunk or Treat on Saturday, October 30, 2017 from 12 noon to 5:00 p.m. Vice Mayor McGovern also congratulated the Young Professionals of Wellington on their upcoming Wicked event. MAYOR GERWIG: Mayor Gerwig presented the following report: Mayor Gerwig apologized for missing the events this weekend and stated she was on vacation. Mayor Gerwig thanked staff and commended Mr. Schofield for the organization of Read for the Record and stated she is proud of Council for embracing this. Vice Mayor McGovern thanked Deputy Scott Poritz as well. 13. ADJOURNMENT There being no further business to come before the Village Council, the meeting was adjourned at approximately 7:49 PM.
