CALL TO ORDER Mayor Gerwig called the meeting to order at 7:00 p.m. Council Members present: Anne Gerwig, Mayor; John T. McGovern, Vice Mayor; Michael Drahos, Councilman; Michael Napoleone, Councilman; and Tanya Siskind, Councilwoman. Advisors to the Council: Paul Schofield, Manager; Laurie Cohen, Attorney; Jim Barnes, Assistant Manager; Tanya Quickel, Director of Administrative and Financial Services; and Chevelle D. Nubin, Village Clerk. 2. PLEDGE OF ALLEGIANCE Paige Albert and Lauren Allen led the Pledge of Allegiance. 3. INVOCATION Deacon Pete Del Valle, St. Therese de Lisieux Catholic Church, delivered the invocation. 4. APPROVAL OF AGENDA Mr. Schofield indicated staff recommended approval of the Agenda as presented. Councilman Napoleone stated he would like to pull Item 6F. It was Council consensus to bring the item back to a workshop. A motion was made by Vice Mayor McGovern, seconded by Councilman Napoleone, and unanimously passed (5-0), to approve the Agenda as amended. 5. PRESENTATIONS AND PROCLAMATIONS A. 18-1933 PROCLAMATION RECOGNIZING WELLINGTON COMMUNITY HIGH SCHOOL PRINCIPAL MARIO CROCETTI FOR HIS YEARS OF SERVICE Mr. Schofield introduced the item. Mr. Tierney, Palm Beach County School District, gave brief comments. Ms. Nubin read the proclamation. Council each expressed their appreciation and presented the proclamation to Mr. Crocetti. B. 18-1959 A PROCLAMATION OF THE VILLAGE COUNCIL OF WELLINGTON, FLORIDA RECOGNIZING AND CONGRATULATING THE LOCAL WINNERS OF THE AMERICAN WATERWORKS ASSOCIATION’S “DROP SAVERS” WATER CONSERVATION POSTER CONTEST Mr. Schofield introduced the item. Ms. Shannon LaRocque, Utilities Director, thanked the participants, teachers, parents and principals. She provided background information about the local contest and how each student placed in the different divisions and also commented about the national event regarding April as Water Conservation month. Ms. Nubin read the proclamation. Council presented the proclamations to students from Panther Run Elementary and Wellington Landings Middle School who were in attendance. C. 18-1949 PALM BEACH COUNTY FIRE RESCUE ANNUAL REPORT PRESENTATION Mr. Schofield introduced the item. Palm Beach County Fire Rescue District Chief William Rowley presented the Annual Report. Council gave comments and requested information about alarm activity. Council also thanked Palm Beach County Fire Rescue for their services. 6. CONSENT AGENDA Mr. Schofield indicated staff recommended approval of the Consent Agenda as amended with the removal of Item 6F. A motion was made by Councilman Napoleone, seconded by Councilwoman Siskind, and unanimously passed (5-0), to approve the Consent Agenda as amended. C. 18-1881 AUTHORIZATION TO UTILIZE A PALM BEACH COUNTY CONTRACT WITH WYNN & SONS ENVIRONMENTAL CONSTRUCTION CO., INC., FOR THE PIERSON ROAD ROADWAY IMPROVEMENTS This item approved on Consent. D. 18-1926 AUTHORIZATION TO UTILIZE A CLAY COUNTY CONTRACT TO FURNISH, DELIVER AND INSTALL SAFETY SURFACING AT VARIOUS PARKS VILLAGE-WIDE AND APPROVAL OF RESOLUTION NO. R2018-16 AMENDING THE CAPITAL & GENERAL FUND BUDGET TO PROVIDE FUNDING. A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL AMENDING THE CAPITAL AND GENERAL FUND BUDGET FOR FISCAL YEAR 2018 BY TRANSFERRING MONIES FROM NEIGHBORHOOD PARKS CAPITAL PROJECTS TO OPERATING EXPENSE FOR NEIGHBORHOOD PARKS RESURFACING; AND PROVIDING AN EFFECTIVE DATE. This item approved on Consent. E. 18-1944 RESOLUTION NO. R2018-15 (MODIFICATION TO EXISTING SPEED HUMP POLICY) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL REPEALING RESOLUTION NO. R2007-36 OF THE VILLAGE COUNCIL OF THE VILLAGE OF WELLINGTON, FLORIDA AND ADOPTING A NEW POLICY FOR THE INSTALLATION OF SPEED HUMPS WITHIN THE VILLAGE OF WELLINGTON; AND PROVIDING AN EFFECTIVE DATE. This item approved on Consent. F. 18-1793 RESOLUTION NO. R2018-14 (COUNCIL PROCEDURES) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL REVISING THE RULES OF PROCEDURES FOR ALL OFFICIAL MEETINGS OF COUNCIL TO EXPRESSLY APPLY THE PROCEDURES TO ALL BOARDS AND COMMITTEES, PROHIBIT REMOTE ATTENDANCE FOR QUASI-JUDICIAL HEARINGS, ADDRESS PUBLIC COMMENT FOR CONSENT ITEMS, INCLUDE AN ADDITIONAL TIME FOR Village of Wellington Page 3 Village Council Action Summary - Final March 27, 2018 PUBLIC FORUM, STREAMLINE PARLIAMENTARY RULES AND REORDER THE INVOCATION AND PLEDGE OF ALLEGIANCE; AND PROVIDING AN EFFECTIVE DATE. This item was removed. 7. PUBLIC HEARINGS There were no public hearings. 8. REGULAR AGENDA A. 18-1954 PRESENTATION OF AUDIT RESULTS FOR THE FISCAL YEAR ENDED SEPTEMBER 30, 2017 Mr. Schofield introduced the item. Ms. Racquel McIntosh, partner with Grau & Associates, presented the Audit for the Village of Wellington for fiscal year ended September 30, 2017. Ms. Tanya Quickel introduced Ana Acevedo and Marisol Pearson of the Finance Department who had worked with Grau & Associates on the audit. Council extended their thanks to Ms. McIntosh and her firm and to staff for their hard work. 9. PUBLIC FORUM A. 18-1956 PUBLIC FORUM REQUEST – A PRESENTATION BY RICHARD COSOLA, REQUESTING COUNCIL'S CONSIDERATION TO RE-ESTABLISH THE VILLAGE’S BEAUTIFUL WELLINGTON GRANT PROGRAM Mr. Richard Cosola stated that although he is a member of the Tree Board he is speaking as a homeowner tonight. He asked the Village Council to reinstate the Beautification Grant Program. Mr. Cosola provided brief background of what the program was utilized for in the past and discussed different types of plantings in communities. Mr. Schofield stated that once Mr. Cosola completed his presentation to Council he would have him meet with Mr. Barnes. Mayor Gerwig stated they will have to work on the program together, commended the Tree Board and reiterated that Mr. Barnes was in the back. Village of Wellington Page 4 Village Council Action Summary - Final March 27, 2018 10. ATTORNEY'S REPORT MS. COHEN: Ms. Cohen presented the following report: Ms. Cohen stated she had no report. 11. MANAGER'S REPORTS MR. SCHOFIELD: Mr. Schofield presented the following report: The next Regular Council Meeting will be held on Tuesday, April 10, 2018, at 7:00 p.m. in the Council Chambers. Mr. Schofield stated the Education Committee and Public Safety Committee will be holding a joint meeting on Wednesday, March 28, 2018 beginning at 6:30 p.m. at the Wellington Community Center. Mr. Schofield stated Wellington's Egg Hunt will take place at Village Park on Saturday, March 31, 2018 at 10:00 a.m. 12. COUNCIL REPORTS COUNCILWOMAN SISKIND: Councilwoman Siskind presented the following report: Councilwoman Siskind stated she attended the Bacon & Bourbon Fest and it was well attended. VICE MAYOR MCGOVERN: Vice Mayor McGovern presented the following report: Vice Mayor McGovern thanked everyone who voted for him and Councilwoman Siskind and discussed voter turnout. He also thanked his family for their support and for being present earlier. Vice Mayor McGovern stated he hopes that anyone who hopes to have an overall community discussion regarding education and safety at schools will come to the joint meeting of the Education and Public Safety Committees tomorrow night at the community center. He stated he thinks this will be an ongoing discussion in this community. Vice Mayor McGovern stated last week the Village held a nighttime Lakeside event and stated it was well attended. Vice Mayor McGovern stated the events are highlighting Lake Wellington and he thanked the Parks and Recreation and overall Village staff. He stated he hopes the Village of Wellington Page 5 Village Council Action Summary - Final March 27, 2018 residents will continue to come out to the event. Vice Mayor McGovern encouraged everyone to arrive early to the Egg Hunt and stated he looks forward to seeing everyone on Saturday at Village Park. COUNCILMAN DRAHOS: Councilman Drahos presented the following report: Councilman Drahos stated he is happy and proud to see Vice Mayor McGovern and Councilwoman Siskind sworn in today and he is looking forward to at least another two years. Councilman Drahos commented on the Egg Hunt. He inquired as to whether anything can be done to make the area with the tents more notable so that the parents are aware. Mr. Schofield stated he will speak with Parks and Recreation and there will be directions on where to go. COUNCILMAN NAPOLEONE: Councilman Napoleone presented the following report: Councilman Napoleone congratulated Vice Mayor McGovern and Councilwoman Siskind on being re-elected. Councilman Napoleone stated the Lakeside events have been well attended. He stated the event is gaining momentum due to people finding out about the lake behind these buildings. Councilman Napoleone stated Parks and Recreation and staff are doing a fantastic job of managing the people and the concessions, etc. MAYOR GERWIG: Mayor Gerwig presented the following report: Mayor Gerwig stated the smell is gone. Mr. Schofield stated staff has been in contact with every county and state agency. He stated that local municipalities are cooperating with the Village and everyone has been doing everything they can to find it and have not been able to identify a single source. He stated if they find something they will let Council know. Village of Wellington Page 6 Village Council Action Summary - Final March 27, 2018 Mayor Gerwig stated she attended the Bacon & Bourbon Fest on Saturday and it was well attended. Mayor Gerwig stated she attended sunset polo on Friday night and it was for a good cause: Brook USA which helps working animals worldwide providing veterinary services, etc. Mayor Gerwig stated she went to American Equestrians Got Talent and was a judge. She stated the Wellington Idol from the year before opened the show. Mayor Gerwig presented a cup to Mr. Schofield from the Bacon & Bourbon Fest. Councilman Napoleone stated Bacon & Bourbon Fest was family friendly with lots of kid activities. 13.
