CALL TO ORDER Mayor Gerwig called the meeting to order at 7:00 p.m. Council Members present: Anne Gerwig, Mayor; Michael Drahos, Vice Mayor; John McGovern, Councilman; Michael Napoleone, Councilman; and Tanya Siskind, Councilwoman. Advisors to the Council: Paul Schofield, Manager; Laurie Cohen, Attorney; Jim Barnes, Assistant Manager; Tanya Quickel, Director of Administrative and Financial Services; and Chevelle D. Nubin, Village Clerk. 2. PLEDGE OF ALLEGIANCE Mayor Gerwig led the Pledge of Allegiance. 3. INVOCATION Reverend Peter Bartuska, of Christ Community Church, delivered the invocation. 4. APPROVAL OF AGENDA Mr. Schofield indicated staff recommended approval of the Agenda as amended. 1) Move Item 6I, Authorization to Amend Chapter 9, "Evaluation and Selection" of the Village's Purchasing Manual, to 8B under the Regular Agenda. A motion was made by Councilman McGovern, seconded by Councilman Napoleone, and unanimously passed (5-0), to approve the Agenda as amended. 5. PRESENTATIONS AND PROCLAMATIONS A. 18-1968 PRESENTATION OF SCHOLARSHIPS AND CONTRIBUTIONS BY WASTE MANAGEMENT, INC. OF FLORIDA TO LOCAL AREA SCHOOLS Mr. Schofield introduced the item. Dawn McCormick, Director of Communications and Community Village of Wellington Page 1 Village Council Action Summary - Final May 8, 2018 Relations, Waste Management, Inc., gave brief comments regarding the scholarships which were presented to students at Wellington and Palm Beach Central High Schools, and contributions for the purchase of books for Equestrian Trails and Wellington Elementary Schools and Wellington Landings Middle School. The high school students discussed what they will study and what college they will attend. Council gave comments regarding the scholarships. B. 18-2075 UPDATE BY THE WELLINGTON COMMUNITY FOUNDATION Mr. Schofield introduced the item. Mr. Tom Wenham, Chair of the Wellington Community Foundation, Inc. provided an update to Council regarding the Foundation. WCF presented a check to the Village in the amount of $5,800 as part of the Memorandum of Understanding with the Village. He stated the check is for Wellington senior residents in need of housing rehabilitation assistance. Mr. Wenham invited everyone to attend the Foundation's 2018 Kick-Off Campaign Fundraiser on Friday night, May 18th from 6:00 p.m. to 8:00 p.m. at the Wellington Community Center. Mr. Wenham thanked the Village Council, Mr. Schofield, Mr. Barnes, Ms. Cohen, Ms. Quickel and Ms. Edwards and their staffs for their cooperation, assistance and their support. Council gave comments regarding the foundation. C. 18-2067 A PROCLAMATION OF THE VILLAGE COUNCIL OF WELLINGTON, FLORIDA PROCLAIMING MAY 2018 AS "AMERICAN STROKE MONTH" IN THE VILLAGE OF WELLINGTON Mr. Schofield introduced the item. Ms. Nubin read the proclamation. Council presented the proclamation to Dr. Robbin Lee, Chair of the local American Heart and American Stroke Association Board and CEO of Wellington Regional Medical Center, who provided brief comments regarding Stroke Month and thanked Council for their support. 6. CONSENT AGENDA Mr. Schofield indicated staff recommended approval of the Consent Village of Wellington Page 2 Village Council Action Summary - Final May 8, 2018 Agenda as amended. A motion was made by Councilman Napoleone, seconded by Vice Mayor Drahos, and unanimously passed (5-0), to approve the Consent Agenda as amended. A motion was made by Councilman McGovern, seconded by Councilman Napoleone, and unanimously passed (5-0) for Authorization to: 1. Award a construction contract to Rio-Bak Corporation, for the following projects: A. Big Blue Trace and Barberry Drive turn lane and drainage improvements. B. Culvert replacement in the C-12 Canal under Big Blue Trace. C. Traffic and Circulation Improvements on Big Blue Trace to provide better traffic movements in and around Wellington Elementary School. 2. Authorization to award a task order to Kimley Horn & Associates for permit support and construction phase engineering services. 3. Approval of Resolution No. R2018-19 reallocating current capital project budgets in the Gas Tax Capital Fund and the Governmental Capital Fund to the Big Blue Trace improvements enumerated above. COHEN: Ms. Cohen presented the following report: Ms. Cohen stated she had no report tonight. 11. MANAGER'S REPORTS MR. SCHOFIELD: Mr. Schofield presented the following report: The next Regular Council Meeting will be held on Tuesday, May 22, 2018, at 7:00 p.m. in the Council Chambers. Mr. Schofield stated Project Graduation for Wellington High School will take place on Thursday, May 17, 2018 and Palm Beach Central High School's Project Graduation will be held on Monday, May 21, 2018 from 10:00 p.m. to 6:00 a.m. at Village Park Gymnasium. 12. COUNCIL REPORTS COUNCILWOMAN SISKIND: Councilwoman Siskind presented the following report: Councilwoman Siskind congratulated the graduating seniors and thanked the community partners of Project Graduation and stated it is really great to see all of the support for Project Graduation to keep the kids safe. She thanked everyone who is working and partnering with the schools for Project Graduation. COUNCILMAN MCGOVERN: Councilman McGovern presented the following report: Councilman McGovern congratulated the graduating seniors. Councilman McGovern informed everyone that it is Teacher Appreciation Day and Week. He stated Wellington is blessed to have great teachers at every level. He encouraged everyone to thank all of the teachers. Councilman McGovern stated they had a chance to participate with PBSO and Palm Beach County Fire-Rescue in "Operation Heat Shield 2"; which was a countywide joint exercise for responding to a mass Village of Wellington Page 6 Village Council Action Summary - Final May 8, 2018 casualty event. Councilman McGovern stated PBSO and Palm Beach County Fire Rescue are first class professionals who work to train and be the best they can be. Councilman McGovern thanked the members of the Wellington Community Foundation and stated he hopes everyone can attend the Foundation's 2018 Kick-Off Campaign Fundraiser on Friday, May 18, 2018 at the Wellington Community Center. Councilman McGovern stated there will be a village wide HOA meeting on Tuesday, May 15, 2018 at 6:00 p.m. at the Wellington Community Center. Councilman McGovern informed the public that the Great Neighborhoods grants are out and there will be an informational meeting on Tuesday, May 29, 2018 at 6:00 p.m. at the Community Services Office. COUNCILMAN NAPOLEONE: Councilman Napoleone presented the following report: Councilman Napoleone reminded the public that Council is accepting applications for board and committees and stated the appointments will be made at the next Council meeting. VICE MAYOR DRAHOS: Vice Mayor Drahos presented the following report: Vice Mayor Drahos stated the other Councilmembers covered everything in their comments and stated great job. MAYOR GERWIG: Mayor Gerwig presented the following report: Mayor Gerwig stated she enjoyed rolling the first pitch out for the Walk on the Wild Side Tournament. She also commended staff for making the fields playable on Saturday morning after the prior day of rain. She stated there were 70 teams in attendance from all across South Florida who praised the Village's fields. Mayor Gerwig commented about her son's Capstone Project. She stated he received the Kodak Scholarship. 13.
