CALL TO ORDER Mayor Gerwig called the meeting to order at 7:00 p.m. Council Members present: Anne Gerwig, Mayor; Michael Drahos, Vice Mayor; John McGovern, Councilman; Michael Napoleone, Councilman; and Tanya Siskind, Councilwoman. Nubin, Village Clerk. 2. PLEDGE OF ALLEGIANCE Mayor Gerwig led the Pledge of Allegiance. 3. INVOCATION Pastor Josh Mauney, New Sound Church, Wellington, delivered the invocation. 4. APPROVAL OF AGENDA Mr. Schofield indicated staff recommended approval of the Agenda as amended. 1) Add proclamation honoring Bruce A. Delaney, Parks and Recreation Director, to Presentations and Proclamations as Item 5A. A motion was made by Councilman McGovern, seconded by Councilwoman Siskind, and unanimously passed (5-0), to approve the Agenda as amended. 5. PRESENTATIONS AND PROCLAMATIONS A. Proclamation honoring Bruce A. Delaney, Parks and Recreation Director, on his retirement. 6. CONSENT AGENDA Mr. Schofield indicated staff recommended approval of the Consent Agenda as presented. Mr. Schofield introduced the item. Ms. Nubin read the resolution by title. Ms. Cohen administered the oath to those who wished to speak on the item. Village Council disclosed any ex-parte communications. Mr. Bob Basehart and Ms. Cory Cramer presented this item. The applicant's agent and attorney were present on behalf of the applicant. Staff and the applicant's attorney and agent answered the Council's questions. Public Hearing A motion was made by Councilman Napoleone, seconded by Vice Mayor Drahos, and unanimously passed (5-0), to open the Public Hearing. Village of Wellington Page 4 Village Council Action Summary - Final November 13, 2018 There being no public comments, a motion was made by Councilman Napoleone, seconded by Councilman McGovern, and unanimously passed (5-0), to close the Public Hearing. A motion was made by Councilman McGovern, seconded by Councilwoman Siskind, and unanimously passed (5-0) to approve Resolution No. R2018-63 (Equestrian Village Seasonal Equestrian Permit 2018/2019) as amended. 8. REGULAR AGENDA A. 17-1618 AUTHORIZATION TO APPROVE A TASK ORDER TO PROVIDE ENGINEERING CONSULTING SERVICES FOR THE SOUTH SHORE FORCEMAIN REPLACEMENT PROJECT PHASE I Mr. Schofield introduced the item. Mayor Gerwig recused herself from the item and left the dais. Mr. De La Vega and Ms. LaRocque presented this item. A motion was made by Councilman Napoleone, seconded by Councilwoman Siskind, and unanimously passed (4-0) for Authorization to Approve a Task Order to Provide Engineering Consulting Services for the South Shore Forcemain Replacement Project Phase 1. 9. PUBLIC FORUM There were no comment cards received for Public Forum. 10. ATTORNEY'S REPORT MS. COHEN: Ms. Cohen presented the following report: Ms. Cohen stated the Village received an affirmance of the Circuit Court's final summary judgement in the enforcement case of Palm Beach Polo, Inc. and Big Blue Preserve. Ms. Cohen stated on Thursday (Special Magistrate meeting) there are some code enforcement matters that are pending that are on the agenda. Ms. Cohen also provided an update regarding other litigation involving Village of Wellington Page 5 Village Council Action Summary - Final November 13, 2018 Palm Beach Polo and discussed the Flying Cow Ranch application. 11. MANAGER'S REPORT MR. SCHOFIELD: Mr. Schofield presented the following report: The next Regular Council Meeting is scheduled for November 27, 2018 and there are no agenda items scheduled for the 27th. Mr. Schofield suggested the November 27, 2018 meeting be canceled. It was the consensus of Council to cancel the meeting. The next Regular Council Meeting will be held on Monday, December 11, 2018, at 7:00 p.m. in the Council Chambers. Village offices will close at 12 noon on Wednesday, November 21, 2018 in observance of the Thanksgiving Day holiday and will reopen on Monday, November 26, 2018. Mr. Schofield stated certain Village facilities will be closed and the information is listed on the website. He stated the parks themselves will be open from sunrise to sunset. 12. COUNCIL REPORTS COUNCILMAN NAPOLEONE: Councilman Napoleone presented the following report: Councilman Napoleone stated he apologizes for missing the Veterans' Day parade due to his attending a college reunion in Gainesville. He stated it looks like it was a great event and well attended as always. Councilman Napoleone wished everyone a safe and Happy Thanksgiving. VICE MAYOR DRAHOS: Vice Mayor Drahos presented the following report: Vice Mayor Drahos thanked Ms. Cohen for her update regarding Palm Beach Polo, Inc., etc. COUNCILMAN MCGOVERN: Councilman McGovern presented the following report: Councilman McGovern stated the Read for the Record effort was very strong and enjoyable. Village of Wellington Page 6 Village Council Action Summary - Final November 13, 2018 Councilman McGovern thanked everyone for coming to the Veterans' Day festivities. Councilman McGovern thanked the Parks & Recreation Department for the Lakeside Event and felt it was unique and a lot of fun. Councilman McGovern thanked everyone who voted in the election and at the Wellington Library. He stated it was one of the most voted at sites for early voting. Councilman McGovern wished everyone a Happy Thanksgiving. COUNCILWOMAN SISKIND: Councilwoman Siskind presented the following report: Councilwoman Siskind waived comments. MAYOR GERWIG: Mayor Gerwig presented the following report: Mayor Gerwig stated she participated in early voting at the Wellington Library and gave comments regarding the election process. Mayor Gerwig asked about public input meetings for the waterfront project. Mr. Schofield stated the meetings will probably happen in December and January. He stated there will be some community outreach prior to the meetings. Mayor Gerwig commented about the equestrian season and stated she is looking forward to it being a very successful season. Mayor Gerwig stated she is going to Orlando tomorrow to attend the Florida League of Cities (FLC) legislative committee meetings and thanked FLC and the voters regarding Amendment 1. 13.
