CALL TO ORDER Mayor Gerwig called the meeting to order at 7:00 p.m. Council Members present: Anne Gerwig, Mayor; Michael Drahos, Vice Mayor; John McGovern, Councilman; Michael Napoleone, Councilman; and Tanya Siskind, Councilwoman. Advisors to the Council: Paul Schofield, Manager; Laurie Cohen, Attorney; Jim Barnes, Assistant Manager; Tanya Quickel, Director of Administrative and Financial Services; and Chevelle D. Nubin, Village Clerk. 2. PLEDGE OF ALLEGIANCE Mayor Gerwig led the Pledge of Allegiance. 3. INVOCATION Minister Geraldo Viera, The Pentecostals of the Palm Beaches (Wellington Branch), delivered the invocation. 4. APPROVAL OF AGENDA Mr. Schofield indicated staff recommended approval of the Agenda as amended: 1) Additional information for Item 6D, 1) Resolution No. R2019-06 (Wally World Villas Replat). 2) Pack 125 to invite Village Council to their Annual Pinewood Derby. A motion was made by Councilman Napoleone, seconded by Vice Mayor Drahos, and unanimously passed (5-0), to approve the Agenda as amended. 5. PRESENTATIONS AND PROCLAMATIONS There were no Presentations and Proclamations. 6. CONSENT AGENDA Mr. Schofield indicated staff recommended approval of the Consent Agenda as amended. Public Comment on Non-Agenda Items: Bruce Tumin spoke regarding the Construction Board of Adjustments and Appeals. Mr. Schofield introduced Mr. Randy Wertepny, Pack 125, who invited the Village Council to the Annual Pinewood Derby. Members of Pack 125 provided derby cars to Councilman Napoleone, PBSO and Palm Beach County Fire Rescue. Council provided comments. Mr. Schofield introduced the item. Ms. Nubin read the ordinance by title. Mr. Basehart and Mr. Koch presented this item. Public Hearing A motion was made by Vice Mayor Drahos, seconded by Councilman Napoleone, and unanimously passed (5-0), to open the Public Hearing. Public Comment: Multiple members of the public spoke regarding the ordinance. There being no further public comments, a motion was made by Vice Mayor Drahos, seconded by Councilman McGovern, and unanimously passed (5-0), to close the Public Hearing. A motion was made by Councilman Napoleone, seconded by Councilwoman Siskind, and unanimously passed (5-0), to approve Ordinance No. 2019-01 (Nuisance). REGULAR AGENDA A. 19-2635 AUTHORIZATION TO AWARD A TASK ORDER, TO PROVIDE ENGINEERING CONSULTING SERVICES, FOR THE TOPOGRAPHIC SURVEY OF BIG BLUE TRACE RIGHT-OF-WAY FROM SOUTH SHORE BOULEVARD TO WELLINGTON TRACE Mr. Schofield introduced the item. Mayor Gerwig recused herself from the item and left the dais. Mr. Barnes and Mr. Lundeen presented this item. A motion was made by Councilman Napoleone, seconded by Councilwoman Siskind, and unanimously passed (4-0) for Authorization to Award a Task Order to Provide Engineering Consulting Services for the Topographic Survey of Big Blue Trace Right-of-Way from South Shore Boulevard to Wellington Trace. 9. PUBLIC FORUM There were no comment cards received for Public Forum. 10. ATTORNEY'S REPORT MS. BAUSCH: Ms. Bausch presented the following report: Ms. Bausch stated she had no report. 11. MANAGER'S REPORT MR. SCHOFIELD: Mr. Schofield presented the following report: The next Regular Council Meeting will be held on Tuesday, February 12, 2019. The Town Center Public Input Meeting will be held on Wednesday, January 30, 2019 at 6:30 p.m. at the Wellington Village Park. A Town Hall Meeting is also planned for Wednesday, February 13, 2019 at 6:30 p.m. at the Wellington Community Center. Palm Beach County Commissioner Melissa McKinlay will host a Town Hall Meeting at the Wellington Community Center on Tuesday, January 29, 2019 at 7:00 p.m. Village of Wellington Page 4 Village Council Action Summary - Final January 22, 2019 The inaugural Wellington Classic Brew Fest will be held on Saturday, February 16, 2019, from 3:00 p.m. to 7:00 p.m. in Wellington's Town Center. "Art Fest on the Green 2019" will be held on Saturday, January 26, 2019 and Sunday, January 27, 2019 at the Wellington Amphitheater. Admission is free. 12. COUNCIL REPORTS COUNCILMAN NAPOLEONE: Councilman Napoleone presented the following report: Councilman Napoleone inquired as to why the Town Hall Meeting was scheduled for February 13, 2019. Council commented that there are some conflicts regarding the date. VICE MAYOR DRAHOS: Vice Mayor Drahos presented the following report: Vice Mayor Drahos commented regarding a visioning session and asked that it be conducted with a different format. He stated in an agenda review meeting prior to the visioning session he would like for the council to discuss issues that are important to them. Council discussion ensued regarding the format. Mr. Schofield suggested having the visioning session in March prior to budget preparation. COUNCILMAN MCGOVERN: Councilman McGovern presented the following report: Councilman McGovern stated that Robbin Lee retired as CEO of Wellington Regional and stated she deserves to be commended. He stated that the Village of Wellington will be recognized at the Palm Beach County School Board meeting on tomorrow night for their committment regarding the Keely Spinelli Grants. Councilman McGovern thanked staff for the country western theme Lakeside event held on January 17, 2019. Village of Wellington Page 5 Village Council Action Summary - Final January 22, 2019 Councilman McGovern stated he hopes the public will attend the upcoming Town Center Public Input Meeting on Wednesday, January 30, 2019 and the upcoming Town Hall meeting. COUNCILWOMAN SISKIND: Councilwoman Siskind presented the following report: Councilwoman Siskind stated she had no comments. MAYOR GERWIG: Mayor Gerwig presented the following report: Mayor Gerwig apologized for not being able to attend the Lakeside event due to the Palm Beach County Legislative Delegation workshop with the Palm Beach County League of Cities being scheduled at the same time. Mayor Gerwig recognized the Village of Royal Palm Beach for their Martin Luther King, Jr. Day celebration and stated it was very well run and interesting. Mayor Gerwig commented about traffic in the Village and stated she was passed by two dualies. She stated the Village is receiving complaints from residents about speeding. Mr. Schofield stated he has spoken to Captain Silva about traffic and speeding. He stated there will be an increased PBSO presence. Council asked that the information regarding the Village of Wellington's utility bill assistance for furloughed Federal employees be placed on the web. Mayor Gerwig stated Star Group Books came in the mail regarding cities, villages and great hometowns. She suggested that the Wellington Historical Society may be interested in this project. 13.
