CALL TO ORDER Mayor Gerwig called the meeting to order at 7:00 p.m. Council Members present: Anne Gerwig, Mayor; Michael Napoleone, Vice Mayor; John McGovern, Councilman; Michael Drahos, Councilman; and Tanya Siskind, Councilwoman. Advisors to the Council: Paul Schofield, Manager; Laurie Cohen, Attorney; Jim Barnes, Assistant Manager; Tanya Quickel, Director of Administrative and Financial Services; and Chevelle D. Nubin, Village Clerk. 2. PLEDGE OF ALLEGIANCE Mayor Gerwig led the Pledge of Allegiance. 3. INVOCATION Deacon Pete Del Valle, St. Therese de Lisieux Catholic Church, Wellington, delivered the Invocation. 4. APPROVAL OF AGENDA Mr. Schofield indicated staff recommended approval of the Agenda as amended. 1) Add Proposed Demolition of Unsafe Structures - 12538 Pineacre Lane and 12111 Stratford Street to the Regular Agenda as Item 8C . 2) Move Consent Item 6B, Authorization to Negotiate a Contract to Provide Consulting Services for the Town Center Project, to the Regular Agenda as Item 8D. A motion was made by Councilman McGovern, seconded by Councilwoman Siskind, and unanimously passed (5-0), to approve the Agenda as amended. 5. PRESENTATIONS AND PROCLAMATIONS A. 19-2990 REPRESENTATIVE MATT WILLHITE: LEGISLATIVE UPDATE This item was heard after the proclamations. Mr. Schofield introduced the item. Village of Wellington Page 1 Village Council Action Summary - Final May 28, 2019 Representative Willhite stated the legislature passed an $91.1 billion budget and reviewed the actions that were taken during this legislative session. Representative Willhite introduced his legislative staff: Tom Valeo, Legislative Assistant, and Melissa Santoro, District Secretary. He stated both are residents of the Village. He said if the Village needs anything please feel free to reach out to them. Council gave comments and Representative Willhite responded to questions from Council. B. 19-3022 SENATOR KEVIN RADER: LEGISLATIVE WRAP-UP Mr. Schofield introduced the item. Senator Kevin Rader stated the legislature passed an $91.1 billion budget and reviewed the actions that were taken during this legislative session. Council gave comments and Senator Rader responded to questions from Council. C. 19-2999 A PROCLAMATION OF THE VILLAGE COUNCIL OF WELLINGTON, FLORIDA RECOGNIZING FRANK J. RODRIGUEZ, Ph.D., CENTRAL REGION SUPERINTENDENT FOR THE SCHOOL DISTRICT OF PALM BEACH COUNTY FOR HIS YEARS OF SERVICE TO PALM BEACH COUNTY AND WELLINGTON Mr. Schofield introduced the item. Ms. Nubin read the proclamation. Mr. Jay Weber, Chair of the Education Committee, introduced Mr. Frank Rodriguez and Ms. Karen Epstein. Council gave comments. Council presented the proclamation to Dr. Frank J. Rodriguez who provided brief comments and thanked Council for their support. Ms. Nubin read the proclamation. Mr. Jay Weber, Chair of the Education Committee, introduced Mr. Frank Rodriguez and Ms. Karen Epstein. Council gave comments. Council presented the proclamation to Ms. Karen Epstein who provided brief comments and thanked Council for their support. 6. CONSENT AGENDA Mr. Schofield indicated staff recommended approval of the Consent Agenda as amended. A motion was made by Vice Mayor Napoleone, seconded by Councilman Drahos, and unanimously passed (5-0), to approve the Consent Agenda as amended. Mr. Schofield indicated there were no public comment cards for the Consent Agenda or Public Forum at this time. R2019-30 (SOLID WASTE COLLECTION AND RECYCLING ASSESSMENTS) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL ADOPTING THE PRELIMINARY NON-AD VALOREM ASSESSMENT RATES FOR SOLID WASTE COLLECTION AND RECYCLING SERVICE FOR TRUTH-IN-MILLAGE (“TRIM”) PURPOSES WITHIN THE JURISDICTIONAL BOUNDARIES OF WELLINGTON; AND PROVIDING AN EFFECTIVE DATE. Mr. Schofield introduced the item. Ms. Nubin read the Resolution by title. Ms. Quickel presented this item. No comment cards were received from the public. A motion was made by Councilwoman Siskind, seconded by Councilman McGovern, and unanimously passed (5-0), to approve Resolution No. R2019-30 (Adopting the Preliminary Non-Ad Valorem Assessment Rates for Solid Waste Collection and Recycling Service for Truth-in-Millage (TRIM) Purposes Village of Wellington Page 4 Village Council Action Summary - Final May 28, 2019 within the Jurisdictional Boundaries of Wellington) as presented. B. 19-2996 APPROVAL OF INTERLOCAL AGREEMENT BETWEEN THE VILLAGE OF WELLINGTON AND THE SCHOOL BOARD OF PALM BEACH COUNTY FOR FUNDING, PLANNING, DESIGN, CONSTRUCTION AND MAINTENANCE OF CAPITAL IMPROVEMENTS FOR A SPORTS COMPLEX AT THE WELLINGTON COMMUNITY HIGH SCHOOL Mr. Schofield introduced the item. Mr. Barnes and Mr. De La Vega presented this item. A motion was made by Vice Mayor Napoleone, seconded by Councilman Drahos, and passed (Approved as amended 4-1; Mayor Gerwig dissenting) for Approval of Interlocal Agreement between the Village of Wellington and the School Board of Palm Beach County for funding, planning, design, construction and maintenance of capital improvements for a sports complex at the Wellington Community High School. C. 19-3026 PROPOSED DEMOLITION OF UNSAFE STRUCTURES - 12538 PINEACRE LANE AND 12111 STRATFORD STREET Mr. Schofield introduced and presented this item. Ms. Cohen discussed that the homes were owned by banks and stated notice had been provided to the law firms and the partners of the law firms. Mr. Schofield stated the Village has gone above beyond regarding notice and this item is before Council because the amount is in excess of $25,000. A motion was made by Councilman McGovern, seconded by Councilman Drahos, and passed (4-1; Mayor Gerwig dissenting) to Authorize the Village Manager to spend in excess of $25,000 after additional publication of the legal notice for the demolition of these two structures deemed unsafe by the building official. D. 19-2973 AUTHORIZATION TO NEGOTIATE A CONTRACT TO PROVIDE CONSULTING SERVICES FOR THE TOWN CENTER PROJECT Mr. Schofield introduced the item. A motion was made by Councilman Drahos, seconded by Councilwoman Siskind, and unanimously passed (4-0) for Authorization to Negotiate A Contract to Provide Consulting Services for the Town Center Project. 9. PUBLIC FORUM Mr. Schofield indicated no public comment cards were received. 10. ATTORNEY'S REPORT MS. COHEN: Ms. Cohen presented the following report. Ms. Cohen updated Council on the Pine Tree Lawsuit. Council requested regular updates regarding the lawsuit. 11. MANAGER'S REPORT MR. SCHOFIELD: Mr. Schofield presented the following report: The next Regular Council meeting will be held on Tuesday, June 25, 2019 at 7:00 p.m. in the Council Chambers. The June 11, 2019 meeting has been cancelled. Mr. Schofield stated that Council needs to nominate and select a voting delegate for the Florida League of Cities' 93rd Annual Conference in Orlando, Florida, from August 15th to 17th, 2019. There was Council consensus for Mayor Gerwig to serve as the Voting Delegate. 12. COUNCIL REPORTS VICE MAYOR NAPOLEONE: Vice Mayor Napoleone presented the following report: Vice Mayor Napoleone congratulated the Wellington Wave Girls under 13 soccer team for winning the state championship. He gave kudos to the Wellington Rotary Club for raising $56,000 via raffle tickets and stated a majority of the money will go towards Kevlar vests for the K9 officers. He also congratulated the single winner that was Village of Wellington Page 6 Village Council Action Summary - Final May 28, 2019 drawn that night as well. He said that today is the first day of the last week of school and urged everyone to be careful with children who will be at play over the summer. He congratulated Wellington High School and Palm Beach Central High School graduates and wished them success in their future endeavors. COUNCILMAN DRAHOS: Councilman Drahos presented the following report: Councilman Drahos stated yesterday's Memorial Day ceremony was first class as always and there was a great turnout from the community. He stated staff does an amazing job. He provided an update on the golf marathon and stated they played 92 holes and raised $15,000 that will go to the operating budget for Special Olympics. He thanked Mayor Gerwig and others for their support. COUNCILMAN MCGOVERN: Councilman McGovern presented the following report: Councilman McGovern wished everyone a happy summer and stated camp starts immediately the week after school ends. He reminded everyone about the Parks Master Plan Community meetings that will be held on Wednesday and Thursday from 6:00 p.m. to 8:00 p.m. in the Council Chambers. He stated on Friday night he had the privilege of attending the first Palm Beach Post All Star Preps Athletic Awards where Michael Phelps was the speaker. He stated it was attended by approximately 1,000 people and commended the Wellington Community High School and Palm Beach Central High School athletes who won awards. COUNCILWOMAN SISKIND: Councilwoman Siskind presented the following report: Councilwoman Siskind stated she hopes everyone is wrapping up school nicely and finishing up school exams. She wished everyone a safe, fun summer. Village of Wellington Page 7 Village Council Action Summary - Final May 28, 2019 MAYOR GERWIG: Mayor Gerwig presented the following report: Mayor Gerwig thanked everyone for covering the Memorial Day ceremony yesterday and stated she was out of town and not able to attend. Mayor Gerwig inquired about a plan regarding juvenile activity over the summer. Mr. Schofield said that Palm Beach County Sheriff's Office has an action plan that they have started working on and he will have Captain Silva write a brief synopsis and will provide it to Council. 13.
