CALL TO ORDER Mayor Gerwig called the meeting to order at 7:00 p.m. Council Members present: Anne Gerwig, Mayor; Michael Napoleone, Vice Mayor; John McGovern, Councilman; Michael Drahos, Councilman; and Tanya Siskind, Councilwoman. Advisors to the Council: Paul Schofield, Manager; Laurie Cohen, Attorney; Jim Barnes, Assistant Manager; Tanya Quickel, Director of Administrative and Financial Services; and Chevelle D. Nubin, Village Clerk. 2. PLEDGE OF ALLEGIANCE Boy Scout Troop #208 led the Pledge of Allegiance. 3. INVOCATION Deacon Al Payne, St. Therese de Lisieux Catholic Church, Wellington, delivered the Invocation. 4. APPROVAL OF AGENDA Mr. Schofield indicated staff recommended approval of the Agenda as presented. A motion was made by Vice Mayor Napoleone, seconded by Councilman Drahos, and unanimously passed (5-0), to approve the Agenda as presented. 5. PRESENTATIONS AND PROCLAMATIONS A. 19-3218 RECOGNITION OF THE IT/GIS TEAM FOR THE FLORIDA DIGITAL GOVERNMENT SUMMIT’S EXCELLENCE IN TECHNOLOGY AWARD Mr. Schofield presented the item. Nicole McPherson introduced her children and gave comments regarding the Excellence in Technology award. Council expressed their congratulations to Ms. McPherson, her team (GIS) and Information Technology. 6. FOR SUPPORT, MAINTENANCE, LICENSES AND RENTAL OF THE VILLAGE’S TIMEKEEPING AND PERFORMANCE REVIEW SYSTEM This item approved on Consent. PUBLIC HEARINGS A. 19-3188 ORDINANCE NO. 2019-10 (AMENDING THE MUNICIPAL ELECTION DATE AND QUALIFYING PERIOD FOR 2020 MUNICIPAL ELECTION) AN ORDINANCE OF WELLINGTON, FLORIDA’S COUNCIL AMENDING THE MUNICIPAL ELECTION DATE AND QUALIFYING PERIOD FOR THE 2020 MUNICIPAL ELECTION; AND PROVIDING AN EFFECTIVE DATE. Mr. Schofield introduced the item. Ms. Nubin read the ordinance by title. Mr. Schofield stated the Village's election date is set by Charter. However, due to the Presidential Preference Primary this year, the Palm Village of Wellington Page 3 Village Council Action Summary - Final August 27, 2019 Beach County Supervisor of Elections has asked that qualifying close no later than December 17, 2019. He stated the Village can amend the qualifying dates but must do so by ordinance. Ms. Nubin stated the dates of the qualifying period will be 12:00 noon on December 3, 2019 through 12:00 noon on December 17, 2019. Public Hearing A motion was made by Vice Mayor Napoleone, seconded by Councilman Drahos, and unanimously passed (5-0), to open the Public Hearing. There being no comments, a motion was made by Councilman Drahos, seconded by Councilwoman Siskind, and unanimously passed (5-0), to close the Public Hearing. A motion was made by Councilman Drahos, seconded by Councilman McGovern, and passed (5-0), to approve Ordinance No. 2019-10 (Amending the Municipal Election Date and Qualifying Period for 2020 Municipal Election) as presented on first reading. 8. REGULAR AGENDA A. 19-3042 RESOLUTION NO. R2019-32 (PALM BEACH COUNTY SHERIFF’S OFFICE DISTRICT 8 WELLINGTON FY2020 BUDGET AND CONTRACT ADDENDUM) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL APPROVING AND AUTHORIZING THE MAYOR AND CLERK TO EXECUTE THE FIFTH ADDENDUM TO THE LAW ENFORCEMENT SERVICES AGREEMENT WITH THE PALM BEACH COUNTY SHERIFF’S OFFICE FOR LAW ENFORCEMENT SERVICES; AND PROVIDING AN EFFECTIVE DATE. Mr. Schofield introduced the item. Mr. Schofield indicated this was the contract for the upcoming fiscal year that implements the Law Enforcement Services Plan (LESP). He stated it includes the 2% or $190,832.04 increase for the fiscal year and also adds two personnel. He stated that brings the total contract to $9,997,360.00. Mr. Schofield responded to Council's questions and indicated staff was recommending approval. Village of Wellington Page 4 Village Council Action Summary - Final August 27, 2019 A motion was made by Councilman Drahos, seconded by Councilwoman Siskind, and unanimously passed (5-0), to adopt Resolution No. R2019-32 (Palm Beach County Sheriff’s Office District 8 Wellington FY2020 Budget and Contract Addendum) as presented. B. 19-3041 RESOLUTION NO. R2019-33 (PALM BEACH COUNTY SHERIFF’S OFFICE VILLAGE OF WELLINGTON LAW ENFORCEMENT SERVICES PLAN (LESP) FOR FY20) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL APPROVING THE LAW ENFORCEMENT SERVICES PLAN (LESP) FOR FISCAL YEAR 2019-2020; AND PROVIDING AN EFFECTIVE DATE. Mr. Schofield introduced the item. Captain Rolando Silva with the Palm Beach County Sheriff's Office (PBSO) presented the FY 2020 Law Enforcement Services Plan (LESP). He stated this year their focus will be on juvenile issues, crime stats and traffic safety in the Village. Captain Silva reviewed some of the highlights of the LESP and the action plans to address these areas of concern. Captain Silva responded to Council’s questions regarding the LESP. Council thanked Captain Silva and his team for the work they do in keeping Wellington safe and utilizing cost effective measures. A motion was made by Vice Mayor Napoleone, seconded by Councilman McGovern, and unanimously passed (5-0), to approve Resolution No. R2019-33 (Palm Beach County Sheriff’s Office Village of Wellington Law Enforcement Services Plan (LESP) for FY20) as presented. 9. PUBLIC FORUM Mr. Schofield indicated no public comment cards were received. 10. ATTORNEY'S REPORT MS. COHEN: Ms. Cohen presented the following report: Ms. Cohen stated there was a new lawsuit filed by a group of Rustic Village of Wellington Page 5 Village Council Action Summary - Final August 27, 2019 Ranches residents against the Village. In addition, Ms. Cohen spoke in general regarding various ADA lawsuits and stated she emailed Council a sanctions order that was entered by the federal court against the attorney and his client regarding abuse of the ADA law. 11. MANAGER'S REPORT MR. SCHOFIELD: Mr. Schofield presented the following report: The next Regular Council meeting will be held on Tuesday, September 10, 2019 at 7:00 p.m. in the Council Chambers. As a reminder, from August 26, 2019 through September 8, 2019, the Utility department is conducting its annual free chlorine treatment process. There will be a discernable chlorine smell in the water during this time. In observance of the Labor Day holiday on Monday, September 2, 2019, Village offices and the Community Center will be closed. The parks and other facilities will be open for a specific list of times and those times are available on the Village website. Mr. Schofield provided a brief update regarding Tropical Storm Dorian. 12. COUNCIL REPORTS COUNCILWOMAN SISKIND: Councilwoman Siskind presented the following report: Councilwoman Siskind stated Jordan Ray reached out and requested that the clock tower be lighted purple in September for Chiari Malformation Awareness Month. COUNCILMAN MCGOVERN: Councilman McGovern presented the following report: Councilman McGovern waived comment. COUNCILMAN DRAHOS: Councilman Drahos presented the following report: Councilman Drahos asked for a brief overview regarding the CVS building. Mr. Schofield provided the update. Village of Wellington Page 6 Village Council Action Summary - Final August 27, 2019 VICE MAYOR NAPOLEONE: Vice Mayor Napoleone presented the following report: Vice Mayor Napoleone stated some of the Council attended the Florida League of Cities (FLC) Conference two weeks ago. He congratulated Mayor Gerwig for being appointed to the FLC Executive Committee. He stated there was alot of good information at the conference and Wellington does alot of things very well. MAYOR GERWIG: Mayor Gerwig presented the following report: Mayor Gerwig discussed a presentation that she enjoyed at the Florida League of Cities Conference. She asked that the Village think of a way to create something fun in the community using social media. 13.
