CALL TO ORDER Mayor Gerwig called the meeting to order at 7:00 p.m. Council Members present: Anne Gerwig, Mayor; Michael Napoleone, Vice Mayor; John McGovern, Councilman; Michael Drahos, Councilman; and Tanya Siskind, Councilwoman. Advisors to the Council: Paul Schofield, Manager; Laurie Cohen, Attorney; Jim Barnes, Assistant Manager; Tanya Quickel, Director of Administrative and Financial Services; and Chevelle D. Nubin, Village Clerk. 2. PLEDGE OF ALLEGIANCE Two children who were in the audience led the Pledge of Allegiance. 3. INVOCATION Trenton Rodriguez, Worship Director, New Sound Church, Wellington, delivered the Invocation. 4. APPROVAL OF AGENDA Mr. Schofield indicated staff recommended approval of the Agenda as amended. 1) Remove Consent Item 6B, Authorization to Award a Contract to provide Property and Casualty Insurance Services, to the Regular Agenda as Item 8A. A motion was made by Vice Mayor Napoleone, seconded by Councilman Drahos, and unanimously passed (5-0), to approve the Agenda as amended. 5. PRESENTATIONS AND PROCLAMATIONS A. 19-3119 PRESENTATION OF 2019 WELLINGTON TOP COP AND TOP FIREFIGHTER AWARDS Mr. Schofield presented this item. Ms. Paulette Edwards, Community Services Director, introduced Palm Beach Sheriff's Office (PBSO) Captain Rolando Silva who provided Village of Wellington Page 1 Village Council Action Summary - Final September 10, 2019 background information about Deputy Sheriff Jennifer Baker, who was selected as the 2019 Wellington Top Cop. Deputy Sheriff Jennifer Baker thanked Council for the recognition and thanked her team and members of PBSO and her family. Council gave brief comments, presented the award and congratulated Deputy Sheriff Baker. Ms. Edwards introduced Palm Beach County Fire Rescue Battallion Chief William Rowley who provided background information about Captain David Prill, who was selected as the 2019 Wellington Top Firefighter. Captain David Prill thanked Council for the recognition and thanked his team and members of Palm Beach County Fire Rescue and his family. Council gave brief comments, presented the award and congratulated Captain Prill. 6. CONSENT AGENDA Mr. Schofield stated staff recommended approval of the Consent Agenda as amended. A motion was made by Councilman McGovern, seconded by Councilwoman Siskind, and unanimously passed (5-0), to approve the Consent Agenda as amended. Mr. Schofield indicated there were no comment cards received for Public Forum. A. 19-2647 AUTHORIZATION TO RENEW AN EXISTING CONTRACT FOR THE PURCHASE AND DELIVERY OF SPORTS UNIFORMS This item approved on Consent. B. THIS ITEM MOVED TO ITEM 8A ON THE REGULAR AGENDA. C. 19-3199 1) AUTHORIZATION TO APPROVE A CHANGE ORDER FOR WELLFIELD REHABILITATION PHASE 2; AND 2) APPROVAL OF RESOLUTION NO. R2019-59 AMENDING THE UTILITY FUND CAPITAL BUDGET FOR FISCAL YEAR 2018-2019 BY ALLOCATING FUND BALANCE FOR WELL R3 RELOCATION; AND PROVIDING AN EFFECTIVE DATE This item approved on Consent. PUBLIC HEARINGS A. 19-2965 FIRST PUBLIC HEARING FOR PROPOSED FISCAL YEAR 2019/2020 MILLAGE RATE, BUDGET AND ADOPTION OF THE FISCAL YEAR 2019/2020 CAPITAL IMPROVEMENT PLAN Mr. Schofield introduced this item. Ms. Quickel presented this item. Mr. Schofield provided comments regarding the budget. There was Council discussion regarding the budget. Public Hearing A motion was made by Vice Mayor Napoleone, seconded by Councilman McGovern, and unanimously passed (5-0), to open the Public Hearing. Bruce Tumin stated the proposed budget is an increase of 9.7% and discussed taxes, debt service and various aspects of the proposed budget. He asked that Council be good stewards of the Village. There being no further public comments, a motion was made by Councilman McGovern, seconded by Vice Mayor Napoleone, and unanimously passed (5-0), to close the Public Hearing. Council commended Ms. Quickel and staff for their work on the budget. A motion was made by Councilman McGovern, seconded by Councilwoman Siskind, and passed (5-0), to approve the Proposed Fiscal Year 2019/2020 Millage Rate, Budget and Adoption of the FY 2019/2020 Capital Improvement Plan (as amended by Council with a 2.47 Millage Rate). B. 19-3215 ORDINANCE NO. 2019-10 (AMENDING THE MUNICIPAL ELECTION DATE AND QUALIFYING PERIOD FOR 2020 MUNICIPAL ELECTION) AN ORDINANCE OF WELLINGTON, FLORIDA’S COUNCIL AMENDING THE MUNICIPAL ELECTION DATE AND QUALIFYING PERIOD FOR THE 2020 MUNICIPAL ELECTION; AND PROVIDING AN EFFECTIVE DATE. Mr. Schofield introduced the item. Ms. Nubin read the ordinance by title. Village of Wellington Page 3 Village Council Action Summary - Final September 10, 2019 Ms. Nubin stated due to the Presidential Preference Primary this year, the Palm Beach County Supervisor of Elections has asked that municipalities change their election dates and their qualifying period to close no later than December 17, 2019. She stated according to Florida Statutes the Village can amend the election date and qualifying dates . The qualifying period must be amended by ordinance. Ms. Nubin stated the dates of the qualifying period will be 12:00 noon on December 3, 2019 through 12:00 noon on December 17, 2019. Public Hearing A motion was made by Vice Mayor Napoleone, seconded by Councilman McGovern, and unanimously passed (5-0), to open the Public Hearing. There being no comments, a motion was made by Councilman Drahos, seconded by Vice Mayor Napoleone, and unanimously passed (5-0), to close the Public Hearing. A motion was made by Vice Mayor Napoleone, seconded by Councilwoman Siskind, and passed (5-0), to approve Ordinance No. 2019-10 (Amending the Municipal Election Date and Qualifying Period for 2020 Municipal Election) as presented on second reading. 8. REGULAR AGENDA A. 19-3146 AUTHORIZATION TO AWARD A CONTRACT TO PROVIDE PROPERTY AND CASUALTY INSURANCE SERVICES Mr. Schofield introduced this item. This item is formerly Consent Item 6B. Mayor Gerwig recused herself and left the dais. Mr. De La Vega presented this item. Mr. Schofield provided comments on this item. Mr. Rodney Lewis, Gehring Group, responded to Council's questions. Council provided comments. A motion was made by Councilman Napoleone, seconded by Village of Wellington Page 4 Village Council Action Summary - Final September 10, 2019 Councilman Drahos, and unanimously passed (4-0), for Authorization to Award a Contract to Provide Property and Casualty Insurance Services with direction to staff to put this out to bid next year. 9. PUBLIC FORUM Mr. Schofield indicated no public comment cards were received. 10. ATTORNEY'S REPORT MS. COHEN: Ms. Cohen presented the following report: Ms. Cohen stated the Village received word from FMIT that the second lawsuit that was filed by Rustic Ranches residents will be covered by the Village's insurance and has been assigned to excellent insurance counsel. Ms. Cohen stated that she and Ms. Bausch will be attending the International Municipal Lawyers Association' conference in Atlanta beginning Thursday and will return to the office on Monday. She stated she will be available by phone, email or text. 11. MANAGER'S REPORT MR. SCHOFIELD: Mr. Schofield presented the following report: The next Regular Council meeting will be held on Tuesday, September 24, 2019 at 7:00 p.m. in the Council Chambers. The 9/11 Remembrance Ceremony will take place on Wednesday, September 11, 2019 at 6:00 p.m. at the Patriots Memorial. The Rotary Club will hold the Annual World Peace Day Celebration on Sunday, September 22, 2019 at 3:00 p.m. at Peace Pole Park. Mr. Schofield notified Council that FEMA has validated the Village's claims regarding Hurricane Irma and the Village will receive approximately $3.5 million. He stated the legislative delegation is meeting with staff tomorrow and staff has some funding requests. Representative Matt Willhite has agreed to sponsor the bills. 12. COUNCIL REPORTS COUNCILWOMAN SISKIND: Councilwoman Siskind presented the Village of Wellington Page 5 Village Council Action Summary - Final September 10, 2019 following report: Councilwoman Siskind stated there is a Bahamas Hurricane Relief effort between the Village of Wellington and the high schools. Supplies can be dropped off at the game between Wellington Community High School and Palm Beach Central High School on Friday night (September 13, 2019) . The Village will collect the supplies. Mr. Schofield stated the information is on the website. She commended and thanked Palm Beach County Fire-Rescue for their Bahamas relief efforts at Lowe's over the weekend. COUNCILMAN MCGOVERN: Councilman McGovern presented the following report: Councilman McGovern stated he looks forward to a full report on Hurricane Dorian. He commended Mr. Schofield and staff for having the Village prepared for the storm. He extended congratulations to Ben Boynton for a successful two year term as president of the Business Development Board. Regarding Hurricane Dorian, Mayor Gerwig stated she was impressed that Ms. LaRocque had boots placed on the generators that were at the lift stations. COUNCILMAN DRAHOS: Councilman Drahos presented the following report: Councilman Drahos commended Mr. Schofield and staff for having the Village prepared for the storm and stated the Communications Department did an excellent job as well regarding updates and getting the message out. Councilman Drahos welcomed everyone to the 9/11 Remembrance Ceremony being held tomorrow. VICE MAYOR NAPOLEONE: Vice Mayor Napoleone presented the following report: Vice Mayor Napoleone commended Mr. Schofield and the Emergency Village of Wellington Page 6 Village Council Action Summary - Final September 10, 2019 Management Team for all of the work they did getting the Village prepared for the storm. Vice Mayor Napoleone stated he hopes everyone will come to the football game on Friday night. He stated he looks forward to seeing everyone at the 9/11 Remembrance Ceremony tomorrow. MAYOR GERWIG: Mayor Gerwig presented the following report: Mayor Gerwig stated she was impressed by the staff's response to Hurricane Dorian. She stated she was really impressed by the residents who were reaching out and helping each other. Mayor Gerwig asked that the evaluations for the Village Manager and the Village Attorney be circulated to Council. She asked that Council return the evaluations to staff by October 1, 2019. Mayor Gerwig stated Ms. Cindy Nadelbach asked that Council recognize today as National Suicide Prevention Day and stated the tower is lit purple in honor of Chiari Malformation Awareness Month. Mayor Gerwig stated the Literacy Luncheon is Thursday. Vice Mayor Napoleone stated he is appointing Hank Brodie to the Senior Advisory Committee and Councilman McGovern stated he is appointing Al Bennett to the Senior Advisory Committee. 13.
