CALL TO ORDER Mayor Gerwig called the meeting to order at 7:00 p.m. Council Members present: Anne Gerwig, Mayor; Michael Napoleone, Vice Mayor; John McGovern, Councilman; Michael Drahos, Councilman; and Tanya Siskind, Councilwoman. Advisors to the Council: Paul Schofield, Manager; Laurie Cohen, Attorney; Jim Barnes, Assistant Manager; Tanya Quickel, Director of Administrative and Financial Services; and Chevelle D. Addie, Village Clerk. 2. PLEDGE OF ALLEGIANCE Mayor Gerwig led the Pledge of Allegiance. 3. INVOCATION Deacon Vince Muller, St. Therese de Lisieux Catholic Church, Wellington, delivered the Invocation. 4. APPROVAL OF AGENDA Mr. Schofield indicated staff recommended approval of the Agenda as amended. 1. Under Presentations and Proclamations, add Leukemia and Lymphoma Society Awareness Program as Item 5A . A motion was made by Vice Mayor Napoleone, seconded by Councilman Drahos, and unanimously passed (5-0), to approve the Agenda as amended. 5. PRESENTATIONS AND PROCLAMATIONS A. LEUKEMIA AND LYMPHOMA SOCIETY AWARENESS PROGRAM High school students Jonathan Farrell and Max Epstein provided a brief presentation on their fundraising campaign for the Leukemia & Lymphoma Society (LLS) and raising awareness of blood cancers. Council gave comments. 6. CONSENT AGENDA Village of Wellington Page 1 Village Council Action Summary - Final January 13, 2020 Mr. Schofield indicated staff recommended approval of the Consent Agenda as presented. Mr. Schofield stated there were no comment cards on the Consent Agenda. A motion was made by Vice Mayor Napoleone, seconded by Councilwoman Siskind, and unanimously passed (5-0), to approve the Consent Agenda as presented. Public Comment: 1. Scott Zucker spoke regarding the Peaceful Waters Boardwalk replacement. He stated they feel the replacement should be done in a manner that benefits the greater Wellington community. Public Hearing A motion was made by Councilman McGovern, seconded by Councilwoman Siskind, and unanimously passed (5-0), to open the Public Hearing. Public Comment: 1. Haakon Gangnes spoke regarding the Land Development Regulations (LDR) and the Equestrian Preserve Committee. Mr. Schofield spoke regarding the Equestrian Preserve Committee. There being no further public comments, a motion was made by Councilman Drahos, seconded by Vice Mayor Napoleone, and unanimously passed (5-0), to close the Public Hearing. REGULAR AGENDA 9. PUBLIC FORUM There were no public comments for Public Forum. 10. ATTORNEY'S REPORT MS. COHEN: Ms. Cohen presented the following report: Ms. Cohen stated the Village has received the order from the court granting Wellington's preliminary injunction in the Pine Tree matter. 11. MANAGER'S REPORT MR. SCHOFIELD: Mr. Schofield presented the following report: Village of Wellington Page 5 Village Council Action Summary - Final January 13, 2020 The next Regular Council Meeting will be held on Tuesday, January 28, 2020 at 7:00 p.m. The Annual Landowners Meeting for the Acme Improvement District will immediately follow the conclusion of the Council Meeting. Mr. Schofield stated there are no advertised items scheduled for the Tuesday, February 11, 2020 Council Meeting and he recommended that the meeting be cancelled, as the Legislative Action Days are being held on February 11th and 12th in Tallahassee. It was Council Consensus to cancel the February 11, 2020 Council meeting. 12. COUNCIL REPORTS MAYOR GERWIG: Mayor Gerwig presented the following report: Mayor Gerwig congratulated Vice Mayor Napoleone and Councilman Drahos who were re-elected. Mayor Gerwig stated she was not able to make Somerset Academy's grand re-opening due to an emergency. Mayor Gerwig asked if the Directions workshop has been scheduled and stated she felt that they had a good workshop last year. Mr. Schofield stated he will provide a list of topics to Council. Mr. Drahos stated he liked last year's format also. Ms. Siskind stated last year's format was productive and felt they accomplished alot. She stated she would like for this year's format for the workshop to be kept as close to that as possible. Mayor Gerwig stated she understands the public's concern about the wildlife issue. Mayor Gerwig stated the equestrian season has started and asked if there is anything being done to promote people using Uber, etc. and not drinking and driving. Mayor Gerwig asked if there was someone who had wanted to make a public comment. Vice Mayor Napoleone stated there was a comment card with a question about what will be done with the money that was budgeted for the election. Village of Wellington Page 6 Village Council Action Summary - Final January 13, 2020 Mr. Schofield responded that the money that was budgeted for the election will go back into the general fund. Mr. Schofield stated PBSO has been diligent about the types of things that happen after hours during equestrian season. He referenced Operation Stallion 3 and how the businesses are recommending Uber, Lyft and ride-sharing services, etc. COUNCILWOMAN SISKIND: Councilwoman Siskind presented the following report: Councilwoman Siskind congratulated Mayor Gerwig, Vice Mayor Napoleone and Councilman Drahos on being re-elected and stated she is looking forward to continuing to work with them. Councilwoman Siskind stated she is looking forward to spending time in Tallahassee for Palm Beach County Day starting tomorrow. COUNCILMAN MCGOVERN: Councilman McGovern presented the following report: Councilman McGovern spoke regarding the Western Communities Council's upcoming meeting (January 27, 2020) and stated there has been a little bit of a resurgence of the discussion about whether the Western Communities Council should be put on hiatus or scaled back until it is needed. He stated the State Road 7 issue has re-presented itself. He asked if Council has anything that they thought should be discussed at the January 27th meeting. Mayor Gerwig stated the issue of manure should be discussed. Councilman McGovern discussed concerns from residents regarding garbage collection during holidays. He asked for an update regarding the Wellington Trace Resurfacing Project that started yesterday. Mr. Barnes provided an update. Councilman McGovern congratulated Mayor Gerwig, Vice Mayor Napoleone and Councilman Drahos on being re-elected and stated he is looking forward to continuing to work with them. Village of Wellington Page 7 Village Council Action Summary - Final January 13, 2020 COUNCILMAN DRAHOS: Councilman Drahos presented the following report: Councilman Drahos commented about the Mall at Wellington Green Center Courtyard having advertisements promoting another community's future equestrian venue. He asked that Mr. Schofield set up a meeting with the new representative of the Mall. Mr. Barnes provided an update on this issue. VICE MAYOR NAPOLEONE: Vice Mayor Napoleone presented the following report: Vice Mayor Napoleone thanked everyone for allowing him the opportunity to continue to serve on Council. He commented about the equestrian crossings. He wished everyone Happy New Year 2020. Mr. Schofield spoke regarding the crossings. 13.
