CALL TO ORDER Alexander Domb, who is Mayor for the day, called the meeting to order at 7:00 p.m. Council Members present: Anne Gerwig, Mayor; Michael Napoleone, Vice Mayor; John McGovern, Councilman; Michael Drahos, Councilman; and Tanya Siskind, Councilwoman. PLEDGE OF ALLEGIANCE Children from the audience led the Pledge of Allegiance. 3. INVOCATION Deacon Al Payne, St. Therese de Lisieux Catholic Church, Wellington, delivered the Invocation. 4. APPROVAL OF AGENDA At this point, Mayor Gerwig took her place at the dais to continue the meeting. She introduced Mr. Domb and stated he bought "Mayor for The Day" as part of a fundraiser for the Boys & Girls Club. Mr. Schofield indicated staff recommended approval of the Agenda as amended. 1. Add to Presentations and Proclamations, as Item 5A, a nomination for the Founders' Plaque and direction to staff to work with the Wellington Historical Society to develop criteria for nominations. 2. Remove Item 6F, Approval of an Agreement with Wellington The Magazine to Produce and Publish the Village of Wellington's 25th Silver Anniverary Magazine; and Providing an Effective Date, from the agenda . A motion was made by Vice Mayor Napoleone, seconded by Councilman Drahos, and unanimously passed (5-0), to approve the Agenda as amended. 5. PRESENTATIONS AND PROCLAMATIONS Village of Wellington Page 1 Village Council Action Summary - Final March 10, 2020 A. NOMINATION FOR FOUNDERS' PLAQUE AND DISCUSSION FOR DEVELOPMENT OF CRITERIA Mr. Schofield introduced the item. Councilman McGovern provided comments regarding the addition of former Mayor Kathy Foster's name to the Founder's Plaque. Council discussion ensued regarding the Founders' Plaque. A motion was made by Councilman McGovern, seconded by Vice Mayor Napoleone, and unanimously passed (5-0), to add former Mayor Kathy Foster to the Founders' Plaque. Former Mayor Kathy Foster thanked Council for the addition of her name to the Founders' Plaque. It was Council direction for Mr. Schofield to work with the Historical Society to discuss the process for names that had not previously been discussed to be added to the plaque. B. 20-3585 PRESENTATION BY MR. DAVID GRAD, STEM/DIGITAL ART AND DESIGN TEACHER AT POLO PARK MIDDLE SCHOOL Mr. Schofield introduced the item. Mr. David Grad, STEM/Digital Art and Design Teacher, Polo Park Middle, provided information and students conducted a brief presentation. Council commended and congratulated the students, parents, teachers and principal. C. 20-3665 PRESENTATION OF ELBRIDGE GALE LEGO LEAGUE ROBOTICS TEAM Mr. Schofield introduced the item. Mr. Barnes presented this item. A brief video was shown of the LEGO Robotics competition. Sarah Hamilton and Kristen Ruehlsten, mothers of some of the team, spoke on behalf of the coaches. Mrs. Hamilton explained that this team was the only team in South Florida chosen to participate in the world competition. Council commended and congratulated the students, parents, teachers and principal. 6. CONSENT AGENDA Mr. Schofield indicated staff recommended approval of the Consent Agenda as amended. A motion was made by Vice Mayor Napoleone, seconded by Councilwoman Siskind, and unanimously passed (5-0), to approve the Consent Agenda as amended. REGULAR AGENDA 9. PUBLIC FORUM Randall Marques spoke regarding speeding at the corner of Appaloosa and Greenbriar on the north side. He asked if there were future plans to pave the north side. 10. ATTORNEY'S REPORT MS. COHEN: Ms. Cohen presented the following report: Ms. Cohen spoke regarding Palm Beach Point. 11. MANAGER'S REPORT MR. SCHOFIELD: Mr. Schofield presented the following report: The Next Regular Council Meeting will be held on Tuesday, March 24, 2020 at 7:00 PM in the Council Chambers. Mr. Schofield stated that is also the week of Spring Break. There is only one agenda item that is scheduled for that meeting and the item can be moved to the first meeting in April. There was Council Consensus to cancel the March 24, 2020 Council meeting. Village of Wellington Page 6 Village Council Action Summary - Final March 10, 2020 The Presidential Preference Primary is scheduled for Tuesday, March 17, 2020. Residents can find their polling location on their Voter Registration Card or contact the Supervisor of Elections Website: pbcelections.org. The Bacon and Bourbon Festival returns on Saturday and Sunday, March 21st and 22nd in the greenspace next to the Wellington Community Center. The event runs from 11:00 a.m. to 10:00 p.m. on Saturday and 11:00 a.m. to 6:00 p.m. on Sunday. There are two projects residents in the north end of the Village have received notices on: the South Florida Water Management District (SFWMD) will begin clearing vegetation off of their right of way along the West Palm Beach canal. Secondly, Florida, Power & Light (FPL) will install another line in the transmission corridor that runs east and west just south of the West Palm Beach canal. Mr. Schofield stated he will be out of town next Wednesday through Friday. Mr. Schofield provided an update regarding COVID-19. Mr. Schofield introduced Kelly Avery, Assistant Village Clerk. Ms. Avery is replacing Rachel Callovi who is retiring at the end of the month. 12. COUNCIL REPORTS VICE MAYOR NAPOLEONE: Vice Mayor Napoleone presented the following report: Vice Mayor Napoleone spoke regarding the Pinewood Derby and also congratulated Scout Brady Gilchrist and stated he was the fastest scout car in the Pinewood Derby. Vice Mayor Napoleone stated there are two upcoming events: Wellington Historical Society is having their Who's Who's picnic on Saturday from 11a.m. to 2 p.m. and asked if it is possible to provide information. In addition, he stated the third Annual Day for Autism will be held on March 28, 2020. COUNCILMAN DRAHOS: Councilman Drahos presented the following report: Councilman Drahos stated the Day for Autism is an excellent program Village of Wellington Page 7 Village Council Action Summary - Final March 10, 2020 and has an awesome turnout from PBSO and Palm Beach County Fire Rescue. Councilman Drahos stated he attended Marchtoberfest this weekend and he was able to see the progress being made on the boardwalk. He stated it looks fantastic and has exceeded his expectations. Councilman Drahos asked when the boardwalk will be completed. COUNCILMAN MCGOVERN: Councilman McGovern presented the following report: Councilman McGovern congratulated and thanked Vice Mayor Napoleone for the win at the Pinewood Derby. He stated it was a great event and thanked the Boy Scouts for inviting Council every year. Councilman McGovern stated not only is the Presidential Preference Primary next Tuesday but early voting is happening right now in the Village at the Wellington Branch Library from 10:00 a.m. to 6:00 p.m. daily. The entire list of early voting sites is on the Palm Beach County Supervisor of Elections website. Mayor Gerwig stated early voting is countywide and you can vote at any early voting location. Councilman McGovern stated Relay for Life is this weekend at the fairgrounds starting at 2:00 p.m. He stated there will be a workshop this Friday from 9:00 a.m. to 11:00 a.m. regarding Flood Control and the upcoming hurricane season with Tom Lundeen, Village Engineer, and Laura Corry, from South Florida Water Management District (SFWMD) at the Wellington Community Center. Councilman McGovern provided the website for the latest information regarding COVID-19. COUNCILWOMAN SISKIND: Councilwoman Siskind presented the following report: Councilwoman Siskind thanked the Public Safety and Education Committees for a great meeting last week. She commended the committee members for all of the work that they do. Village of Wellington Page 8 Village Council Action Summary - Final March 10, 2020 Councilwoman Siskind congratulated Vice Mayor Napoleone for the win at the Pinewood Derby. Councilwoman Siskind stated she will attend Relay for Life this weekend. Councilwoman Siskind stated Community Partners will have an event at Beauty and The Beef tomorrow night from 5:00 p.m. to 7:30 p.m. MAYOR GERWIG: Mayor Gerwig presented the following report: Mayor Gerwig stated she will attend Relay for Life for an hour on Saturday because she has a prior engagement. She informed the public that the event runs from 2:00 p.m. to 10:00 p.m. Mayor Gerwig stated she was not able to attend the Pinewood Derby because she participated in a memorial motorcycle ride for Florida Highway Patrol Trooper Joseph Bullock who was killed in the line of duty. Mayor Gerwig thanked Alexander Domb, who was Mayor for the Day, for participating in the fundraiser for the Boys and Girls Club. Mayor Gerwig stated that she met with residents of Paddock Park regarding the pathway plan and village water. Mr. Schofield stated he will ask Tim Stillings to conduct a community meeting. Mayor Gerwig commented regarding the Place of Hope Human Trafficking event that was held at the Wellington Community Center last night. 13.
