CALL TO ORDER Mayor Gerwig called the meeting to order at 3:30 p.m. Council Members present: Anne Gerwig, Mayor; Michael Napoleone, Vice Mayor; John McGovern, Councilman; Michael Drahos, Councilman; and Tanya Siskind, Councilwoman. Advisors to the Council: Paul Schofield, Manager; Laurie Cohen, Attorney; Jim Barnes, Assistant Manager; Tanya Quickel, Deputy Village Manager; and Chevelle D. Addie, Village Clerk. 2. PLEDGE OF ALLEGIANCE Mayor Gerwig led the Pledge of Allegiance. 3. APPROVAL OF SPECIAL AGENDA Mr. Schofield indicated staff recommended approval of the Agenda as amended. 1. Add Letter to Senator Rick Scott regarding CDBG funds for discussion as Item 4E. 2. Add a brief summary of actions taken and status to date. A motion was made by Councilman McGovern, seconded by Councilman Drahos, and unanimously passed (5-0), to approve the Agenda as amended. 4. SPECIAL AGENDA A. 20-3733 AUTHORIZATION TO UTILIZE A CITY OF WEST PALM BEACH CONTRACT, AS A BASIS FOR PRICING, FOR SUPPLEMENTAL LABOR AT THE WATER AND WASTEWATER TREATMENT PLANTS This item was approved. B. 20-3734 AUTHORIZATION TO RENEW EXISTING CONTRACTS FOR THE PURCHASE OF SOD This item was approved. C. 20-3735 AUTHORIZATION TO UTILIZE DISASTER FUNDS This item was approved. Village of Wellington Page 1 Village Council Action Summary - Final March 18, 2020 There was a discussion regarding the succession plan for executive management. The succession plan of Mr. Schofield, Mr. Barnes, Ms. Quickel, Mr. De La Vega and Ms. LaRocque (in that order) was approved. D. 20-3736 DISCUSSION OF PUBLIC FACILITIES ACCESS Mr. Schofield presented this item. He discussed Village facilities that are open and provided an update regarding programming. Mr. Schofield stated the Village has been mirroring what Palm Beach County is doing with their facilities. He recommended that the playgrounds and the pool be closed. Mr. Barnes provided an update regarding Village facilities, parks, restrooms, hand sanitizing stations and the tennis facility. It was Council consensus to close the Village playgrounds and pool, add signage, put hand sanitizing stations where we can, make sure there is soap for hand washing in the restrooms that are open and heightened cleaning of the restrooms. E. LETTER TO U.S. SENATOR RICK SCOTT Mr. Schofield introduced this item. Ms. Cohen stated this is a letter to U.S. Senator Rick Scott asking for expansion of the CDBG grant program to allow communities to combat COVID-19. This is a request for increased funding and for flexibility in how the funds can be used. It was Council consensus to submit the letter. Mayor Gerwig inquired if there is anything that the Village Council can do personally to get involved. Mr. Schofield stated the Village's volunteer efforts are being provided through the Community Services Department. He stated there are teams out in the neighborhoods and the teams will be out there as long as it is safe to do so. Mr. Schofield stated the Village has done a great deal of outreach to our special needs populations. There was a brief discussion amongst Council and Mr. Schofield regarding N95 masks and childcare for first responders and medical personnel. In addition, there was discussion about what the mall is doing, updated, accurate information on the website regarding COVID-19 and Village of Wellington Page 2 Village Council Action Summary - Final March 18, 2020 what the Village is doing, social distancing, the Governor's and Palm Beach County orders, and public service announcements. Captain Rolando Silva, Palm Beach County Sheriff's Office, provided an update regarding policy changes and meetings with community partners. Councilman Drahos stated the village received input from residents and he wanted the residents to know that the Village is doing all it can to be as prepared and proactive as possible. 5. PUBLIC FORUM There were no comment cards for Public Forum. 6. ATTORNEY'S REPORT MS. COHEN: Ms. Cohen presented the following report: Ms. Cohen stated all non-essential hearings have been canceled at the courthouse. She stated the Legal Department continues to work with all village departments during this emergency. She discussed that a law firm has written to the Governor asking for an executive order to suspend the requirement regarding a quorum being physically present for meetings . She briefly discussed requirements that would need to be in place if the Council holds a remote type of meeting. 7. MANAGER'S REPORT MR. SCHOFIELD: Mr. Schofield presented the following report: Mr. Schofield provided information regarding federal, state and county emergency orders and the emergency operations centers levels of activation for federal, state, county and the village. He also presented a facilities status of what is open and closed. Mr. Schofield discussed village programming cancellations and change of operations. In addition, he discussed the compliance of restaurants and businesses in regards to the Governor's order. He stated the school district is providing meals to students and families . The Boys & Girls Club is providing meals also. Mr. Schofield stated the village is working with homeowner associations and neighborhood watch groups. As part of agency coordination, the village is working with Palm Beach County's Emergency Operations Center and is in contact with the state's emergency operations center. He stated the village is in regular Village of Wellington Page 3 Village Council Action Summary - Final March 18, 2020 contact with Royal Palm Beach and Greenacres. The village is also working with the Palm Beach County Sheriff's Office for emergency operations. Mr. Schofield stated information will be updated daily. Mayor Gerwig congratulated everyone who was elected yesterday and kudos to those who ran in general. She stated the election was smooth at the polling locations in the village. 8. COUNCIL REPORTS There were no further Council comments. 9.
