APPROVAL OF AGENDA Mr. Schofield indicated staff recommended approval of the Agenda as amended. 1) Move Consent Item 6G, Approval of An Interlocal Agreement between the Village of Wellington and the Treasure Coast Regional Planning Council for State Road 7/441 Corridor-Mall At Wellington Green Analysis, to the Regular Agenda as Item 8B . A motion was made by Councilman McGovern, seconded by Councilman Drahos, and unanimously passed (5-0), to approve the Agenda as amended. 5. PRESENTATIONS AND PROCLAMATIONS 6. Village of Wellington Page 3 Village Council Action Summary - Final July 14, 2020 Ms. Tricia Holloway, applicant/one of the owners of the W&W Equestrian Club, LLC., conducted a presentation. Staff and the applicant answered the Council's questions. Public Hearing: A motion was made by Councilman McGovern, seconded by Vice Mayor Siskind, and unanimously passed (5-0) to open the public hearing. Public Comment: 1. Robert Biancucci, HOA president, stated Lakefield South HOA supports the concept of the covered arenas that Winding Trails is proposing. 2. Mark Elie, Margaret Bidgood, Adam Steffens, Bonnie Silver, Nophar Silver, Aleyka and William Thomas and Jane Barber submitted written comment cards regarding Item 7A. Ms. Addie read the comment cards into the record. 3. Bonnie Silver spoke in support of having a covered arena. 4. Gemma Stephens spoke in support of having a covered arena. 5. Matthew Johnson stated there has been quite a few showings of the property and people who come are interested in having covered arenas. There being no further public comments, a motion was made by Councilman Drahos, seconded by Vice Mayor Siskind, and unanimously passed (5-0) to close the public hearing. A motion was made by Vice Mayor Siskind, seconded by Councilman Napoleone, and unanimously passed (5-0) to approve Ordinance No. 2020-10 (Covered Arenas in Subarea F of the Equestrian Overlay Zoning District (EOZD) Zoning Text Amendment (ZTA)) on first reading. 8. Mr. Schofield introduced the item. Ms. Nubin read each of the three Resolutions by title. Ms. Quickel presented the preliminary proposed Fiscal Year 2020/2021 budget and TRIM overview to Council. She also responded to Council's questions. Mr. Schofield summarized where staff is with the budget and briefly discussed the rate. He also reminded everyone that this item does not adopt the budget or approve spending. He said it sets the maximum rates that Council can adopt. A motion was made by Councilman McGovern, seconded by Vice Mayor Siskind, and unanimously passed (5-0), to approve Resolution No. R2020-29 (Adopting the Preliminary Ad Valorem Millage Rate for Wellington for Truth-in-Millage (TRIM) Purposes within the Jurisdictional Boundaries of Wellington) as presented. A motion was made by Councilman Napoleone, seconded by Councilman McGovern, and unanimously passed (5-0), to approve Resolution No. AC2020-01 (Adopting the Preliminary Non-Ad Valorem Assessment Rate for Acme Improvement District for Truth-in-Millage (TRIM) Purposes) as presented. A motion was made by Councilman McGovern, seconded by Vice Mayor Siskind, and unanimously passed (5-0), to approve Resolution No. R2020-30 (Adopting the Preliminary Non-Ad Valorem Assessment Rates for the Saddle Trail Park South Neighborhood Improvement District for Truth-in-Millage (TRIM) Purposes within the Jurisdictional Boundaries of Wellington) as presented. Mr. Schofield introduced the item. Mayor Gerwig recused herself from the item. Mr. Stillings presented this item. A motion was made by Councilman Napoleone, seconded by Councilman Drahos, and passed (4-0), with Mayor Gerwig recused, to Approve an Interlocal Agreement between the Village of Wellington and the Treasure Coast Regional Planning Council for State Road 7/441 Corridor-Mall At Wellington Green Analysis. 9. COHEN: Ms. Cohen presented the following report: Ms. Cohen stated that she sent Council some recent emails regarding the status of cases. 11. MANAGER'S REPORT MR. SCHOFIELD: Mr. Schofield presented the following report: The Next Regular Council Meeting will be held on Tuesday, August 11, 2020 at 7:00 P.M. 12. COUNCIL REPORTS Council made remaining appointments to the Tree Board (Kathy Sienna), Architectural Review Board (Twig Morris) and Senior Advisory Board (Alan Bottoroff). Council asked staff to reach out to Miguel Alonso regarding the Construction Board. COUNCILMAN MCGOVERN: Councilman McGovern presented the following report: Councilman McGovern stated the initial plan for school re-opening will be discussed tomorrow during the school board meeting. The meeting begins at 2:00 p.m. and they are taking public comments. He stated the meeting can be viewed on palmbeachschools.org, Comcast Channel 235 and AT&T U-verse Channel 99. Councilman McGovern stated the Village is doing better than most communities on the census. He stated Royal Palm Beach is currently ahead of the Village. He stated the Village has 67.4% participation in the completion of the census. Councilman McGovern stated COVID numbers have tripled in one month and encouraged everyone to remain vigilant in wearing masks, social distancing and staying away from crowds. COUNCILMAN DRAHOS: Councilman Drahos presented the following report: Councilman Drahos stated that he commends Mr. Schofield for being Village of Wellington Page 7 Village Council Action Summary - Final July 14, 2020 available tonight for the meeting but encouraged him to rest. Councilman Drahos referenced the testing site that was previously opened in Wellington and asked Mr. Barnes to provide the history of the site and where we currently stand on this. Mr. Barnes provided an overview regarding the testing site. Mr. Drahos asked that staff actively search for a way to bring a site back to Wellington. Mayor Gerwig commented that test results take a long time to come back. COUNCILMAN NAPOLEONE: Councilman Napoleone presented the following report: Councilman Napoleone encourage everyone to wear their masks, social distance and stay safe. VICE MAYOR SISKIND: Vice Mayor Siskind presented the following report: Vice Mayor Siskind stated that when the Village goes through the study with TCRPC, Mr. Mantrozos would like to be included if the Village forms a committee regarding the K-Park site. Mr. Schofield stated Council will be involved in putting together focus groups. Vice Mayor Siskind commended and thanked Ms. Quickel and her team for their work on the budget. Vice Mayor Siskind stated she hopes Mr. Schofield is feeling better. MAYOR GERWIG: Mayor Gerwig presented the following report: Mayor Gerwig stated that Feeding South Florida was today and thanked the Mall for their participation. She stated the Crowned Pearls and the Rotary Club have been partners since this began. She also commended staff for all of their work. Mayor Gerwig encouraged everyone to wear their masks.
