McGovern, Councilman Michael Drahos, Councilman Michael Napoleone, Councilman Village Council Workshop Action Summary - Final August 10, 2020 1. CALL TO ORDER Mayor Gerwig called the meeting to order at 4:00 p.m. via communications media technology. Council Members present remotely: Anne Gerwig, Mayor; Tanya Siskind, Vice Mayor; John McGovern, Councilman; Michael Drahos, Councilman; and Michael Napoleone, Councilman. 2. PLEDGE OF ALLEGIANCE Mayor Gerwig led the Pledge of Allegiance. 3. BUDGET WORKSHOP Ms. Quickel, Deputy Village Manager, stated that staff would be reviewing the Preliminary Capital Improvement Plan for FY 2021. A. UTILITIES CAPITAL OUTLAY INFORMATION Ms. Quickel discussed the Utilities Projects for FY2021. She reminded the Council that they have $9,185,000 budgeted for FY2021. She said that in the Force Main System they are looking at completing the Village Royale Force Main upsizing and designing for the Village Royale Lift Station improvements. For the Raw Water Supply Improvements, it includes the initiation of Wellfield Rehabilitation Phase IV, new well construction, and Lime Well Mechanical and Electrical improvements which will be a little over $2 million. The Water Treatment System includes completing Train 8 Construction, HSP Building Roofing Improvements, Water Treatment Plant Entryway Security and Disinfection Improvements. She said that will be $2,750,000 in the FY2021 budget. With the Water Reclamation Facility, there are Emergency Power upgrades and Aeration Basin upgrades that are approximately $3.7 million in the FY 2021 budget. She mentioned that with the New and Replacement Assets, in Governmental Funds they are looking at a total of $642,300 for new & replacement equipment, vehicles, and software. In Utility Funds, they are looking at an additional $215,000, which includes new & replacement vehicles and other equipment. Village of Wellington Page 1 Village Council Workshop Action Summary - Final August 10, 2020 Ms. Quickel said that concluded her presentation of the CIP Workshop. B. GOVERNMENTAL CAPITAL OUTLAY INFORMATION Ms. Quickel explained that they were adding $14 million in total Capital Project Funding in FY 2021, of that, $9.2 million is in Utility Capital Projects and the other $5 million in Governmental Capital Projects. For the Acme Renewal and Replacement Program, which began in 2014, they are in progress right now with the C4 Canal at the Greenbriar Culvert Replacement and for FY 2021, they plan on doing culvert replacements at South Road & C24D Canal, Greenview Shores and Paddock Drive, Wellington Trace and C3 Canal. She said that the funding on that is approximately $740,000 a year. They are also looking at Pump Station Rehabilitation of Pump Station #2 and in FY 2021, they will begin the replacement of pump bearings and they have a FEMA Mitigation Grant Application that has been approved by the local mitigation strategy group for almost $2.1 million. She said that would be used to rebuild the pump station in its entirety, if that is approved. For the Section 24 Trail Improvements, which is the Marjorie Stoneman Douglas Preserve, they have applied for the Recreation Trails Program grant to rebuild trail piers with upgraded materials. She said that the Village's portion would be $400,000 and they will match that amount as this is a fairly significant replacement. She said that they are going to continue funding for the Neighborhood Entrance Sign Project. She said that next year they are looking at completion of signage for The Pines of Wellington, Pinewood Doubletree Trail and Eastwood neighborhoods including landscaping and lighting. She mentioned that it will be funded at $80,000 in addition to the carry forward funding. With the Neighborhood Park Improvements Program, currently they have in progress the Brampton Park Improvements replacing safety surface and replacing playground. She said that in FY 2021, they plan on completing improvements to other neighborhood parks and replacing boardwalk at Rotary Peace Pole Park. She said that currently, in process, the Village has been awarded a FRDAP Grant of $50,000 to use at Greenbriar Park for open play fields. Mayor Gerwig asked if the Neighborhood Park Improvements for Greenview Shores transferred to the high school project. Ms. Quickel stated that they have the $50,000 grant that has to be used for Greenbriar Park. Village of Wellington Page 2 Village Council Workshop Action Summary - Final August 10, 2020 Mayor Gerwig asked if that has to be used for open fields only at Greenbriar Park. Mr. Barnes stated that the components of that grant include the volleyball courts at Greenbriar, which they have two there now and are building two more. He said that there would be an open grass area and some benches. He said that these items are not related to the overall active park that was proposed for Greenbriar Park. This was a small $50,000 grant that was submitted specifically for the volleyball courts and related amenities next to the volleyball area. Ms. Quickel said that with the Neighborhood Pipe Lining Program that began last year, they have actually submitted a grant through the new Department of Economic Opportunity Program. The DEO Rebuild Florida Hazard Grant Mitigation Program (HGMP) is for the amount of almost $2.8 million to do all of the work that was originally a five-year program. She said that the application has been submitted and they will see where that goes. They are hoping they will hear back over the next few months. She said that in Communications and Technology Investment, they continue to fund that. She said that they have added $280,000 for next year to include carry forward funding. She mentioned that they have submitted another grant application to assist and plan for Broadband Infrastructure and Accessibility in the amount of $200,000. She said that this is part of the DEO Rebuild Florida HGMP. With the Greenbriar Road Improvements, the roundabout at Greenbriar and Ousley is currently getting underway now. She said that funding is carrying forward and that project is $625,000. For Turn Lanes and Traffic Engineering, they have included funding for planning for South Shore Boulevard and Pierson Road intersection improvements of almost $300,000. For the Parks Improvement Program, this is where they are looking to complete updates and enhancements to the Village community parks. Currently, in progress, they have field 21 and waiting to start fields 6 and 7. They have a Land and Water Grant (LWCF) that they have been awarded and they just have to wait on the documentation for the grant. She said that the project will be for a total of $800,000 and the Village should receive $400,000 for the grant reimbursement for the fields. She stated that next year they will continue with the modernization and update finishes in the parks and are budgeting $500,000 of new funding for that. Village of Wellington Page 3 Village Council Workshop Action Summary - Final August 10, 2020 With the Village-owned Facility Improvements, they have included $100,000 to look at potential updates in the Municipal Complex lobby. She said that they have applied for two other grants as part of the DEO Rebuild Florida HGMP. One is for the Wellington Community Center generator at almost $556,000 and the other is the hardening of the Public Works Facility at a little over $1 million. Councilman Napoleone asked what were the lobby updates for $100,000. Ms. Quickel explained that it particularly relates to the pandemic and the measures for social distancing and safety in the lobby. She said that they have put up various things, but they may look at some more permanent type of installations. Ms. Quickel mentioned that for the Town Center, they currently are in progress with the waterfront playground, which is funded by the LWCF for $200,000. She said that it would be coming on the next agenda for approval for a small playground that will be adjacent to the Promenade. She said that they also have the Florida Boating Improvement Grant application out for approval for two boat docks for $200,000 and are waiting to hear back from that. She mentioned that they are hoping to complete those in the next few months. The Wellington Community High School Sports Complex is currently underway. She said that right now they are anticipating completion of the stadium field and they will be coordinating with the Council to set up the grand opening. She said that it set for completion in August 2020. She stated that they have the final funding of the $1.5 million, which is surtax funds for that high school project. Ms. Quickel said that completed the presentation on the Governmental Capital Projects and was going to move on to the Utility Capital Projects. Mayor Gerwig asked about the Neighborhood signs. She asked if they had talked to the residents in Pinewood and the other proposed neighborhoods to get them to weigh in on these signs. Mr. Barnes stated that they have not spoken to the residents in these neighborhoods. Mayor Gerwig asked if the signs were ordered already. Mr. Barnes stated that they have not been ordered yet, but he will double Village of Wellington Page 4 Village Council Workshop Action Summary - Final August 10, 2020 check the status. He said that they have not been released for construction. Mr. Barnes said that normally when they order them, they get proofs to approve. Mayor Gerwig stated that she likes them and is not trying to mess up the plan, but said that it seems that they should get some resident input on the signs before they make a significant change. Mr. Schofield stated that they will be happy to do that. Mayor Gerwig stated that she knows it is hard because not everyone has the same opinion, but she said she thinks they look great. She said that this would give them more verification from the residents. Mr. Schofield stated that they have good contacts in the Pinewood neighborhood and they tend to be less vocal than others. He said that they will certainly talk to them in the next couple of weeks before anything gets ordered or installed. Councilman Drahos asked about the Pipe Lining Project. He asked if this was considered under the Government Capital Projects or Utility Capital Projects. Ms. Quickel stated that these were the storm water drainage pipe replacements, not utility or wastewater pipe replacements. Mr. Schofield mentioned that these tend to be the pipes under the roadways and many are in excess of 40 years old. He said that they are reaching the end of their useful life. The lining allows them to go in without having to excavate the road. They can go in and put a liner in and it is relatively a smooth process. It is much easier than having to go in and replace the pipe. He said that it is strictly storm water pipes and is not related to water or wastewater utilities in any way. Mayor Gerwig mentioned that the liners are just a more simple process that give a real significant surface. Mayor Gerwig asked about the walkways that are at Section 24. She asked if it is the pilings or just the surface. Ms. Quickel stated that it is the entire walkway. Mr. Barnes said that it is reconstruction similar to what they had to do at Peaceful Waters. He said that there are certain sections at the Boardwalk that are more deteriorated than the others and that is the area Village of Wellington Page 5 Village Council Workshop Action Summary - Final August 10, 2020 they are handling. He said some areas will get the Trex Treatment or a Trex equivalent, basically a synthetic material rather than BT wood. He said that some of the supports will remain BT wood. Mayor Gerwig stated that this was a pretty new project that they had and asked if it is just not wearing as well as they expected. Mr. Schofield stated that this material is about to be 10 years old and is not out of the ordinary to be replaced, especially when it is pressure treated wood at 10 years. Mayor Gerwig mentioned that the previous week there was a "Meeting of the Issues" forum. She said that in looking at the broadband numbers that Ms.Quickel was quoting with some grants, could they look into how the Village's services are lining up with the School District's needs for that. She said that they were signaling to the municipalities where they may have weaknesses. She said that is a really good area to see if they can maximize it. Ms. Quickel stated that it is a planning to review the infrastructure and what is out there. Mayor Gerwig asked if they were going to use the School District's questions about reaching students in our process. Ms. Quickel stated that they have a scope. Mayor Gerwig stated that the only new things she saw in the presentation was the Waterside playground and is really impressed, especially if they can get grant money for it. She asked as they are going in and looking at this grant money, if it does not come in, are they still proceeding with the project or are they holding off. Ms. Quickel stated that this grant has been awarded for the playground. She said that otherwise, they do not proceed with anything if they do not get the grants, nor do they budget for them, unless they are awarded. She said that when they get an agreement, they will bring that budget amendment to Council. Councilman Drahos asked about the $100,000 in updates for the Municipal Complex. He asked for more detail and would like to know what they are getting for that dollar amount. Ms. Quickel stated that is for next year and before anything happens, they will come back to Council with information.
