APPROVAL OF AGENDA Mr. Schofield indicated staff recommended approval of the Agenda as amended. 1) Remove Consent Item 6B, Authorization to Award A Contract For Lobbying Services, from the Agenda. 2) Move Consent Item 6G, Resolution No. R2020-32 (Community Development Block Grant Fiscal Year 2020/2021 Annual Action Plan), to Public Hearings as Item 7C. A motion was made by Councilman McGovern, seconded by Councilman Napoleone, and unanimously passed (5-0), to approve the Agenda as amended. 5. Mr. Schofield introduced the item. Ms. Addie read each of the Resolutions by title. Ms. Quickel presented to Council the five resolutions adopting the budgets and rates for FY 2021 for Acme, Utilities, Solid Waste, Lake Wellington Professional Centre, and Saddle Trail. She also reviewed the proposed FY 2021 Non-Ad Valorem and Enterprise Budgets, Budget Objectives, and Rates & Assessments accordingly. Mr. Schofield and Ms. Quickel responded to Council's questions. Mayor Gerwig asked if there were any more Council comments or questions. There being no further comments or questions, a motion was made by Councilman McGovern, seconded by Councilman Drahos, and unanimously passed (5-0), to approve Resolution No. AC2020-02 as presented. Mayor Gerwig commended Ms. Quickel and her team for a really good presentation and for their great work on the budget. Ms. Quickel thanked Christine Wadleigh, Rubi Cabret and the department directors for their help with the budget. At this point at 7:23 p.m., Council took Public Comment from Alexander Terry who spoke regarding speeding on Wellington Trace. There was brief discussion from Council on the topic of speeding. Mr. Schofield stated the Village is doing a speed study again and there is a plan. He informed Council that he or Mr. Barnes will meet with Mr. Terry this week. B. 20-3909 ORDINANCE NO. 2020-11 (VACATION RENTALS) AN ORDINANCE OF WELLINGTON, FLORIDA’S COUNCIL, MODIFYING ARTICLE 6 OF THE LAND DEVELOPMENT REGULATIONS RELATED TO VACATION RENTALS BY ADDING VACATION RENTALS TO TABLE 6.2-1: USE REGULATIONS SCHEDULE; AMENDING SEC.6.2.2.A BY CR E A T I N G SUPPLEMENTARY REGULATIONS FOR VACATION RENTALS; PROVIDING A CONFLICTS CLAUSE; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. Mr. Schofield introduced the item. Ms. Addie read the Ordinance by title. Mr. Stillings and Ms. Cramer presented the item. Staff answered the Council's questions. C. 20-3925 RESOLUTION NO. R2020-32 (COMMUNITY DEVELOPMENT BLOCK GRANT FISCAL YEAR 2020/2021 ANNUAL ACTION PLAN) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL APPROVING AND ADOPTING THE FY 2020/2021 ANNUAL ACTION PLAN FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM; AUTHORIZING THE VILLAGE MANAGER TO FORWARD THE FY 2020/2021 ANNUAL ACTION PLAN TO THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT; AND PROVIDING AN EFFECTIVE DATE. This item was formerly Consent Item 6G. Mr. Schofield introduced the item. Ms. Addie read the resolution by title. Ms. Edwards and Mr. Stillings presented this item. PUBLIC FORUM Mr. Schofield indicated no public comment cards were received. 10. ATTORNEY'S REPORT MS. COHEN: Ms. Cohen presented the following report: Ms. Cohen stated she had no report. 11. MANAGER'S REPORT MR. SCHOFIELD: Mr. Schofield presented the following report: The Next Regular Council Meeting will be held on Tuesday, August 25, 2020, at 7:00 PM. The Primary Election will be held on Tuesday, August 18, 2020. Mr. Schofield stated the Village needed to appoint a Voting Delegate for the Florida League of Cities Annual Business Conference. A motion was made by Councilman Napoleone, seconded by Councilman Drahos, and unanimously passed (5-0), to appoint Mayor Anne Gerwig as the voting delegate for the Florida League of Cities. 12. COUNCIL REPORTS Councilman Napoleone stated Council has been receiving emails and asked Mr. Schofield to clarify that the COVID restrictions the Village is under are identical to the restrictions at the County and that the Village has not imposed anything more restrictive that what the County has done. Mr. Schofield stated that the restrictions for COVID come from Palm Beach County’s emergency orders. He stated the Village can adopt regulations that are more stringent than the County but not less stringent than the County. Mayor Gerwig stated there is frustration regarding the COVID restrictions and there is a desire for things to be back to normal. However, the restrictions are in place for a reason and are in compliance with Village of Wellington Page 7 Village Council Action Summary - Final August 11, 2020 emergency orders. Councilman Drahos stated there are things Wellington is doing to enhance the quality of life even under the COVID restrictions. He mentioned virtual bingo, the virtual 5K Run and the Drive-In Movie night. Councilman Drahos inquired about the Drive-In Movie night and asked if the Village will continue with this type of programming in the future. Mr. Schofield stated the Drive-In Movie night event was sold out and went well. Councilman McGovern asked if the Drive-In Movie nights will continue this weekend. Mr. Barnes stated that staff is working on establishing a larger footprint and working on logistics regarding scheduling of the event. He stated staff is reviewing different options for attendance and to accommodate more vehicles. Councilman Drahos commended staff for the creative programming and continuing to provide the programs to the residents. Councilman McGovern asked for an update on the re-opening of the testing site tomorrow. Mr. Barnes stated the testing site will be re-established at the Wellington Community Center and there will be an online scheduling system. He stated the County is providing the kits and covering the costs that are incurred by the private third party provider that is doing the testing. Mr. Barnes stated the testing starts tomorrow; and the days and hours are Monday through Thursday, from 10:00 a.m. until 2:00 p.m. He indicated the turnaround time for test results will be approximately 48-72 hours. Mr. Schofield stated this contract is extendable if necessary. Councilman McGovern confirmed that the test is free and the Wellington testing facility is open to everyone within the western communities. Mayor Gerwig acknowledged and thanked Premier Health and the County for partnering with the Village on the testing site. She stated that the Feeding South Florida effort has been amazing and thanked Christ Community Church, the Crowned Pearls and the Rotary Club for their assistance and volunteerism. She stated residents have also been helping out. She also acknowledged and thanked the ladies that sewed the masks for those throughout the county at no charge. Mayor Gerwig Village of Wellington Page 8 Village Council Action Summary - Final August 11, 2020 asked that staff keep a list of the partners so that they can be acknowledged when this is over. Councilman McGovern also commended partners for their help at the hospital. Councilman Napoleone stated Ms. Edwards is spearheading the coordination with the Wellington Community Foundation with the monies left over from the pantry fund to provide meals to hospital staff to continue to show thanks and appreciation. He stated when it is finalized, he will post the information on social media. Councilman McGovern stated the Back to School Drive-Thru event will be held on Saturday, August 15, 2020. Mr. Barnes stated it is the same backpack event as in years passed with the same host of great supporters. However, due to COVID this year, it is a drive-thru event with a registration portal for the event. He stated the goal is to serve students who are residents and those students who attend Wellington schools. Mr. Barnes stated the event will take place at Village Park. Councilman McGovern asked if persons need to pre-register for the backpack event. Mr. Barnes replied yes and stated the information is on the Village ’s website, signage and on social media. Vice Mayor Siskind waived further comment. She stated everything has already been said by others. Councilman Napoleone stated Twig Morris, Architectural Review Board member, resigned; and Miguel Alonso had applied previously. Councilman McGovern stated Mr. Alonso is a good choice to serve. There was Council consensus to appoint Miguel Alonso. Councilman McGovern asked about the AT (Administrative Transmittal) regarding the Ousley Farm road closures. He asked if the information will be placed on social media since it will start on Monday. Mayor Gerwig asked that all of the information regarding the roundabout be placed on the website. Mr. Schofield stated staff will provide the information and spoke regarding the intersection. He stated the roundabout will slow drivers down and this is far safer than stop signs and traffic lights. Village of Wellington Page 9 Village Council Action Summary - Final August 11, 2020 Councilman McGovern referenced the number of COVID cases in Wellington. He stated that cases are still going up and urged everyone to keep doing the things that are necessary i.e. wearing masks, socially distancing and avoiding crowds and washing hands. Mayor Gerwig asked for an update regarding the census and encouraged residents to complete the census. 13.
