CALL TO ORDER Mayor Gerwig called the meeting to order at 7:00 p.m. Council Members present: Anne Gerwig, Mayor; John T. McGovern, Vice Mayor; Michael Drahos, Councilman; Michael Napoleone, Councilman and Tanya Siskind, Councilwoman. Advisors to the Council: Jim Barnes, Manager; Laurie Cohen, Attorney; Tanya Quickel, Deputy Village Manager; Ed De La Vega, Assistant Village Manager; and Chevelle D. Addie, Village Clerk. 2. PLEDGE OF ALLEGIANCE Mayor Gerwig led the Pledge of Allegiance. 3. INVOCATION Deacon Vincent Muller, St. Therese de Lisieux Catholic Church, delivered the invocation. At this time, Mayor Gerwig read Jay Miller’s obituary into record and held a moment of silence for him. 4. APPROVAL OF AGENDA Mr. Barnes indicated staff recommended approval of the Agenda as presented. A motion was made by Councilman Napoleone, seconded by Councilwoman Siskind, and unanimously passed (5-0), to approve the Agenda as presented. 5. PRESENTATIONS AND PROCLAMATIONS A. 21-4443 REPRESENTATIVE MATT WILLHITE: LEGISLATIVE UPDATE Mr. Barnes introduced the item. Representative Willhite stated the legislature passed an $11 billion budget and reviewed the actions that were taken during this legislative session. Representative Willhite introduced his legislative staff: Tom Valeo, Legislative Assistant, and Melissa Santoro, District Secretary. Council gave comments and Representative Willhite responded to questions from Council. Council thanked Representative Willhite for his presentation. 6. CONSENT AGENDA Mr. Barnes stated there were no comment cards on the Consent Agenda. Mr. Barnes indicated staff recommended approval of the Consent Agenda as presented. A motion was made by Councilman Napoleone, seconded by Vice Mayor McGovern, and unanimously passed (5-0), to approve the Consent Agenda as presented. AND RESOLUTION NO. R2021-31 FOR FISCAL YEAR 2020/2021 BUDGET AMENDMENT TO INCREASE THE LEGAL DEPARTMENT OUTSIDE SERVICES BUDGET A. APPROVAL OF OUTSIDE LEGAL FEES AND COSTS – JOHNSON, ANSELMO, MURDOCH, BURKE, PIPER & HOCHMAN, P.A. B. RESOLUTION NO. R2021-31 - A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL AMENDING THE FISCAL YEAR 2020/2021 GENERAL FUND LEGAL DEPARTMENT OPERATING BUDGET TO ALLOCATE FUND BALANCE OF $75,000 FOR ADDITIONAL OUTSIDE LEGAL SERVICES; AND PROVIDING AN EFFECTIVE DATE. Mr. Barnes introduced the item. Ms. Cohen presented the item and responded to Council's questions. A motion was made by Councilman Napoleone, seconded by Councilwoman Siskind, and unanimously passed (5-0) to approve continued use of outside legal services provided by Johnson, Anselmo, Murdoch, Burke, Piper & Hochman, P.A. A motion was made by Councilman Napoleone, seconded by Village of Wellington Page 4 Village Council Action Summary - Final June 8, 2021 Councilwoman Siskind, and unanimously passed (5-0) to approve Resolution No. 2021-31 (A Resolution of Wellington, Florida’s Council amending the Fiscal Year 2020/2021 General Fund Legal Department Operating Budget to allocate Fund Balance of $75,000 for Additional Outside Legal Services). 9. PUBLIC FORUM Mr. Barnes indicated there were no public comment cards received. 10. ATTORNEY'S REPORT MS. COHEN: Ms. Cohen presented the following report: Ms. Cohen stated she had no report. 11. MANAGER'S REPORT MR. BARNES: Mr. Barnes presented the following report: Mr. Barnes confirmed that there was Council consensus regarding the discussion about direction on the South Shore Park property, that the Village will not move forward with a sale, will maintain the park use and allow staff to move forward to investigate the feasibility of a public private partnership effort to provide required improvements at the facility. Mr. Barnes stated staff will issue a Request for Proposal (RFP). The Next Regular Council Meeting will be held on Tuesday, June 22, 2021, at 7:00 P.M. The Village will host a Virtual Hurricane Preparedness and Flood Control Workshop tomorrow, June 9, 2021, at 10:00 a.m. It is a free event and residents can register on the Village's website. He reminded the Council of the June 16, 2021 ribbon cutting to be held at 8:30 a.m. for the Wellington Community High School Field/Facility Site. After the ribbon cutting, Wellington Community High School is having a field day for the students. The Redteenth event, hosted in partnership with the Sickle Cell Foundation, will be held on June 19, 2021 from 12 noon until 6:00 p.m. at the Wellington Amphitheater and residents can register on the Village's website. Mayor Gerwig inquired if there would be vaccines given at the event. Village of Wellington Page 5 Village Council Action Summary - Final June 8, 2021 Mr. Barnes stated vaccines would be available. The Village will have a July 4th event from 6:00 p.m. until 10:00 p.m. at Village Park. There was brief discussion regarding the activities and parking. Vice Mayor McGovern asked Mr. Barnes to provide an update regarding Feeding South Florida. Mr. Barnes stated the last date for Feeding South Florida will be June 15, 2021 and provided a quick update. Councilman Napoleone requested a timeline update for the improvements to the skate park and progress of the playground and shade area at the Wellington Community Center. Mr. Barnes and Mr. De La Vega provided an update. Councilman Drahos inquired about the project/sod on Big Blue Trace. Mr. Barnes discussed project concerns and punch list items that staff had discussed with the contractor. Mr. De La Vega stated the contractor has 30 days to correct the items. Mr. Barnes stated Mr. Reinsvold has been in contact with the HOAs regarding the project. He informed Council that staff has not accepted the project nor released the all of funds or performance bonds for the project. 12. COUNCIL REPORTS COUNCILMAN NAPOLEONE: Councilman Napoleone presented the following report: Councilman Napoleone congratulated the Wellington Community High School and Palm Beach Central High School graduates and students. He also extended congratulations to Councilwoman Siskind on her son's graduation. COUNCILMAN DRAHOS: Councilman Drahos presented the following report: Councilman Drahos stated he had no report. VICE MAYOR MCGOVERN: Vice Mayor McGovern presented the Village of Wellington Page 6 Village Council Action Summary - Final June 8, 2021 following report: Vice Mayor McGovern thanked staff, residents and the American Legion for the Memorial Day Ceremony. He said it was special to be back at the Memorial for the event. Vice Mayor McGovern stated the Traffic Safety Committee of the Palm Beaches gave Distinguished Service Awards to the Palm Beach Sheriff’s Office (PBSO) District 8 and Wellington Communications staff for two initiatives: Operation Bent Metal and Public Information for the "Flashing Yellow Traffic Light" Campaign. He congratulated PBSO and the Village’s Communications Department for this honor. Vice Mayor McGovern congratulated the Wellington Community High School graduates and extended congratulations to Councilwoman Siskind on her son's graduation. He discussed the format of the graduation ceremony. He stated he is looking forward to celebrating with the Palm Beach Central High School graduates on Tuesday, June 15, 2021. Vice Mayor McGovern stated there is a vacancy on the Senior Advisory Committee and encouraged everyone who is interested to apply. COUNCILWOMAN SISKIND: Councilwoman Siskind presented the following report: Councilwoman Siskind congratulated the students who graduated from Wellington Community High School. She said she is looking forward to the Palm Beach Central High School graduation on Tuesday, June 15, 2021. Councilwoman Siskind thanked Principal Hayden for recognizing the Village for the partnership with Wellington Community High School and all Wellington schools. MAYOR GERWIG: Mayor Gerwig presented the following report: Mayor Gerwig stated there has been a lot of coverage regarding the slip of test scores due to COVID-19 and funding for schools. She stated the Keely Spinelli grants are very important this year. Mayor Gerwig said the last Feeding South Florida is Tuesday. She commended the volunteers and stated it has been a great effort. She Village of Wellington Page 7 Village Council Action Summary - Final June 8, 2021 asked that the Village recognize volunteers. She said Community Services is working to make sure the needs of Wellington communities are being met. Mayor Gerwig stated someone emailed her regarding music at the events. Mr. Barnes stated staff is working on attaining other bands for the amphitheater. Mayor Gerwig inquired about the water levels. Mr. Barnes stated at this point the canals are low and said the Village will continue to monitor the numbers. Vice Mayor McGovern asked if there had been any water restrictions. Mr. Barnes replied that there are no restrictions. Mayor Gerwig stated she would like to tour the new water reclamation treatment facility. Vice Mayor McGovern stated it is an exceptional project that was completed on time, under budget and during COVID-19. He commended Ms. LaRocque, the contractor and their teams on the new facility. Mr. Barnes stated staff would arrange a tour for the Mayor. He informed Council that the Village is continuing to see higher costs for the construction projects and the Village may see delays and cost increases as they come in over time. Mayor Gerwig commended the contractors, utilities and engineering staff that worked on the project. Mayor Gerwig commended her husband, Mr. Alan Gerwig, on winning ASCE Engineer of the Year for Palm Beach County. 13.
