1. CALL TO ORDER
Mayor Gerwig called the meeting to order at 4:00 p.m.
Council Members in Attendance: Anne Gerwig, Mayor; John McGovern,
Vice Mayor; Michael Drahos, Councilman; Michael Napoleone,
Councilman; and Tanya Siskind, Councilwoman.
2. PLEDGE OF ALLEGIANCE
Mayor Gerwig led the Pledge of Allegiance.
3. REVIEW OF COUNCIL AGENDA
Mr. Barnes introduced the agenda for the June 8, 2021, Regular Council
Meeting for review.
A. 21-4443 REPRESENTATIVE MATT WILLHITE: LEGISLATIVE UPDATE
Mr. Barnes introduced the item. He said that this is the Legislative
Session Update by Representative Matt Willhite, District 86. He said
that Representative Matt Willhite will be there to give the update.
B. 21-4464 MINUTES OF THE REGULAR WELLINGTON COUNCIL MEETING OF
MAY 11, 2021
Mr. Barnes introduced the item. He said that this is the Council Approval
of the Minutes of the Regular Wellington Council Meeting of May 11,
2021. He told the Council that if they have any recommended changes or
additions to get those to the Clerk to make those changes accordingly.
C. 20-4250 AUTHORIZATION TO RENEW AN EXISTING CONTRACT FOR
INSURANCE BROKERAGE SERVICES
Mr. Barnes introduced the item. He said that this is the Authorization to
Renew an Existing Contract with The Gehring Group, Inc. to provide
Insurance Brokerage Services, at an annual cost of approximately
$250,373.58, Based on Current Annual Premiums.
Mr. De La Vega explained the item. This will be the third renewal option
and they are requesting approval of the renewal.
D. 21-4404 AUTHORIZATION TO AWARD A CONTRACT TO E&F FLORIDA
ENTERPRISES, INC. D/B/A CREATIVE CONTRACTING GROUP TO
REMOVE AND INSTALL CONCESSION STAND DOORS AT OLYMPIA
PARK AND TIGER SHARK COVE PARK
Mr. Barnes introduced the item. He said that this is the Authorization to

Award a Contract to E&F Florida Enterprises, Inc. D/B/A Creative
Contracting Group to remove and install Concession Stand Doors at
Olympia Park and Tiger Shark Cove Park in the amount of $118,700.00.

E. 21-4406 AUTHORIZATION TO CONTINUE UTILIZING A U.S. COMMUNITIES
CONTRACT, AS A BASIS FOR PRICING, FOR THE PURCHASE AND
DELIVERY OF REFUSE CARTS
Mr. Barnes introduced the item. He said that this is the Authorization to
Continue Utilizing a U.S. Communities Contract with Rehrig Pacific
Company, as a basis for pricing, for the Purchase and Delivery of Refuse
Carts, in the amount of approximately $50,000 annually.

F. 21-4424 AUTHORIZATION TO CONTINUE UTILIZING INDEPENDENT
CONTRACTOR AGREEMENTS WITH TENNIS PROFESSIONALS TO
PROVIDE TENNIS INSTRUCTION
Mr. Barnes introduced the item. He said that this is the Authorization to
Continue Utilizing Independent Contractor Agreements with Tennis
Professionals to provide Tennis Instruction.
Mr. De La Vega explained the item.
G. 21-4426 AUTHORIZATION TO UTILIZE AN EXISTING ANNUAL PUBLIC WORKS
CONTRACT TO DESILT CANALS
Mr. Barnes introduced the item. He said that this is the Authorization to
Utilize an Existing Annual Public Works Contract to Desilt Portions of the
C24C, C-24B and C-2 between C-24 and C-24C Canals, at an
estimated cost of $89,900.
Mr. De La Vega explained the item.
Councilman Napoleone asked what it meant to desilt the canals.
Mr. Barnes explained that we clean about a mile a year of canal to
maintain the water volume that flows to the pump stations.
Mayor Gerwig asked what is done with the silt.
Mr. Wagner explained that they take it out, bring to our storage yard and
dry it out so that it can be used in other locations as fill.
H. 21-4455 AUTHORIZATION TO AMEND AN EXISTING CONTRACT TO ADD

ADDITIONAL LANDSCAPE MAINTENANCE SERVICES TO EXISTING
SERVICE AREAS
Mr. Barnes introduced the item. He said that this is the Authorization to
Amend an Existing Contract (#024-17/DZ), to add Additional Landscape
Maintenance Services to Areas located at Wellington Environmental
Preserve/Section 24 and Peaceful Waters Sanctuary, with Mainguy
Landscape Services, in the amount of $67,200 annually.

I. 21-4434 RESOLUTION NO. R2021-29 AND RESOLUTION NO. R2021-30 FOR
FISCAL YEAR 2020/2021 BUDGET AMENDMENTS TO ADD
MAINTENANCE SERVICES AND STAFF, AND INCREASE THE
DISCRETIONARY SALES SURTAX REVENUE BUDGET
A. RESOLUTION NO. R2021-29 (SPORTS FACILITY AND
CUSTODIAL MAINTENANCE EXPENSES)
A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL AMENDING
THE GENERAL FUND AND THE UTILITY FUND BUDGETS FOR
FISCAL YEAR 2020/2021 BY ALLOCATING FUND BALANCE FOR
SPORTS FACILITY AND CUSTODIAL MAINTENANCE EXPENSES;
AND PROVIDING AN EFFECTIVE DATE.
B. RESOLUTION NO. R2021-30 (THE TOWN CENTER PHASE II
PROJECT)
A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL AMENDING
THE FISCAL YEAR 2020/2021 SALES SURTAX CAPITAL FUND
BUDGET TO INCREASE SURTAX REVENUE AND ALLOCATE THE
FUNDS FOR THE TOWN CENTER PHASE II PROJECT; AND
PROVIDING AN EFFECTIVE DATE.
Mr. Barnes introduced the item. He said that this is the Approval of
Maintenance Services and Staff Additions, and Resolution No.
R2021-29 to Amend the Budget from Unassigned Fund Balances, and
Approval of Resolution No. R2021-30 to increase the Sales Surtax
Revenue Budget and allocate the Additional Revenue to Project
Expense.

Mr. Barnes introduced the item. He said that this is the Approval of
Resolution No. R2021-27 Authorizing the Mayor to enter into an
agreement with the Florida Department of Environmental Protection for
the Land and Water Conservation Fund Grant and Approval of
Resolution No. R2021-28 for a Budget Amendment to allocate the
$400,000 in Grant Monies to the Governmental Capital Fund Revenue
and Expenditures.

K. 21-4490 OUTSIDE LEGAL FEES AND COSTS – JOHNSON, ANSELMO,
MURDOCH, BURKE, PIPER & HOCHMAN, P.A. AND RESOLUTION
NO. R2021-31 FOR FISCAL YEAR 2020/2021 BUDGET AMENDMENT
TO INCREASE THE LEGAL DEPARTMENT OUTSIDE SERVICES

A. APPROVAL OF OUTSIDE LEGAL FEES AND COSTS – JOHNSON,
ANSELMO, MURDOCH, BURKE, PIPER & HOCHMAN, P.A.
B. RESOLUTION NO. R2021-31 - A RESOLUTION OF WELLINGTON,
FLORIDA’S COUNCIL AMENDING THE FISCAL YEAR 2020/2021

Mr. Barnes introduced the item. He said that this is the Approval of
Continued Use of Outside Professional Legal Services to Assist in
Matters Relating to the 1) PR Raintree and Greener Pastures Too, LLC
and 2) Pine Tree Water Control District Case; and Approval of
Resolution No. R2021-31 for a Fiscal Year 2020/2021 Budget
Amendment in the amount of $75,000 from General Fund Reserves to
increase the Legal Department Outside Services Budget.

4. WORKSHOP
A. 21-4503 PRESENTATION REGARDING K-PARK - STEPHEN BASORE
Mr. Barnes introduced the item. He said that this workshop item is a
Presentation regarding the K-Park site. He said that Mr. Stephen
Basore would be presenting the item.
Mr. Basore introduced his family and explained the concept of the
"you-pick" idea they have for the K-Park property.
Mrs. Basore presented a PowerPoint and discussed the core mission,
new perspectives on past economic drivers, disconnect to reconnect,
wide open spaces to nourish body & mind, the different phases of
activities/events, the physical placement of the structures and their uses,
parking, and expectations.
B. 21-4502 SOUTH SHORE/WELLINGTON COMMUNITY PARK APPRAISALS
Mr. Barnes introduced the item. He said that the next workshop item is
the Discussion on the South Shore/Wellington Community Park
Appraisals. He explained that Council instructed them to receive
updated appraisals on the property to help make a determination on
options for this property.
Mr. O'Dell gave detail on the three appraisals that they received. He
presented a PowerPoint for Council with the information on each
appraisal.
There was discussion on whether or not selling would be worth it. There
was a consensus to have staff put an RFP out and later schedule a
meeting to discuss the outcome.

6. MANAGER COMMENTS
Mr. Barnes informed the Council that the PBSO Explorer Program will be
conducting an exercise out in the parking lot that day and they are
welcome to go view that.
