CALL TO ORDER Mayor Gerwig called the meeting to order at 7:00 p.m. Council Members present: Anne Gerwig, Mayor; John T. PLEDGE OF ALLEGIANCE Mayor Gerwig led the Pledge of Allegiance. 3. INVOCATION Pastor Peter Bartuska, Christ Community Church, Wellington, delivered the invocation. 4. APPROVAL OF AGENDA Mr. Barnes indicated staff recommended approval of the Agenda as amended. 1. Remove Consent Item 6D, Resolution No. R2021-23 (Code Compliance Fine Reduction for 2740 Danforth Terrace), from the agenda. 2. Remove Regular Item 8A, Authorization to execute a Lease Agreement between ACME Improvement District and Basore Family Farms, LLC, for the K-Park Site, from the agenda. A motion was made by Councilman McGovern, seconded by Councilwoman Siskind, and unanimously passed (5-0), to approve the Agenda as amended. 5. PRESENTATIONS AND PROCLAMATIONS A. 21-4481 PALM BEACH COUNTY SHERIFF’S OFFICE DISTRICT 8 WELLINGTON FY20 ANNUAL REPORT PRESENTATION Mr. Barnes introduced the item. Village of Wellington Page 1 Village Council Action Summary - Final June 22, 2021 Captain Rolando Silva presented the FY 2020 Annual Report for Wellington District 8 of the Palm Beach County Sheriff’s Office. Council gave comments and asked various questions in regards to the report. Captain Silva responded to Council's questions. Council extended their thanks to Captain Silva and his staff and commended him for the comprehensive report. 6. CONSENT AGENDA Mr. Barnes stated there were no comment cards on the Consent Agenda. Mr. Barnes indicated staff recommended approval of the Consent Agenda as amended. A motion was made by Councilman Napoleone, seconded by Councilman Drahos, and unanimously passed (5-0), to approve the Consent Agenda as amended. D. 21-4505 ORDINANCE NO. 2021-10 (GOLF CARTS) AN ORDINANCE OF THE VILLAGE OF WELLINGTON, FLORIDA, AMENDING CHAPTER 62 OF THE CODE OF ORDINANCES BY CREATING NEW ARTICLE V, SECTIONS 62-41 THROUGH 62-47, AUTHORIZING THE OPERATION OF GOLF CARTS ON DESIGNATED VILLAGE ROADS AND DESIGNATED MULTI MODAL PATHWAYS SUBJECT TO SPECIFIC RESTRICTIONS AND CONSISTENT WITH FEDERAL AND STATE LAW; PROVIDING FOR CONFLICT; PROVIDING FOR CODIFICATION; PROVIDING FOR SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE. Mr. Barnes introduced the item. Ms. Addie read the Ordinance by title. Mr. O'Dell and Ms. Bausch presented this item. They answered Council's questions. Public Hearing A motion was made by Vice Mayor McGovern, seconded by Councilman Napoleone, and unanimously passed (5-0) to open the public hearing. Public Comment: 1. David Samore spoke regarding golf cart usage. He briefly spoke of his time as a middle school principal and stated Council’s concerns regarding children 14 years of age is valid. He referenced his research on brain development in children. He also discussed his objections to reducing the speed limit on South Shore Drive. Mr. Samore urged Council to be careful. A motion was made by Councilman Napoleone, seconded by Councilwoman Siskind, and unanimously passed (5-0) to approve Ordinance No. 2021-10 (Golf Carts) as amended and discussed with Ms. Bausch on first reading. 8. REGULAR AGENDA A. 21-4517 AUTHORIZATION TO EXECUTE A LEASE AGREEMENT BETWEEN ACME IMPROVEMENT DISTRICT AND BASORE FAMILY FARMS, LLC. FOR THE K-PARK SITE This item removed from the agenda. B. 21-4522 VOTING DELEGATE FOR THE FLORIDA LEAGUE OF CITIES’ 95TH ANNUAL CONFERENCE Mr. Barnes introduced the item. He stated the Florida League of Cities’ 95th Annual Conference will be held August 12-14, 2021, in Orlando, FL. A motion was made by Councilman Napoleone, seconded by Councilwoman Siskind, and unanimously passed (5-0), to nominate Mayor Gerwig as the Voting Delegate for the Florida League of Cities' 95th Annual Conference. 9. PUBLIC FORUM Mr. Barnes indicated there were no public comment cards received. 10. ATTORNEY'S REPORT MS. COHEN: Ms. Cohen presented the following report: Ms. Cohen stated the Governor signed the Fireworks bill yesterday and it is now law in the Village of Wellington. She stated they will bring forth an ordinance to Council. Ms. Cohen stated they received an appeal in the Montemayor case. 11. MANAGER'S REPORT MR. BARNES: Mr. Barnes presented the following report: The Next Regular Council Meeting will be held on Tuesday, July 13, 2021 Village of Wellington Page 6 Village Council Action Summary - Final June 22, 2021 at 7:00 P.M. On June 29, 2021 at 5:00 p.m., the Neighborhood Watch “Snake Awareness Seminar with Busch Wildlife Sanctuary” is scheduled. Other upcoming seminars held in July and August will include topics of Coyotes and Iguanas. Persons can register online at wellingtonfl.gov/neighborhoodwatch for these events. The Village of Wellington’s Rental and Utility Assistance Program will close on June 30, 2021 at 5:00 p.m. Staff has been in contact with the County and will assist our residents in working with the County for those services. Village Offices will be closed on Monday, July 5, 2021, in observance of the Independence Day Holiday. The Village will host Garlic Fest on February 12, 2022 and February 13, 2022 at Village Park and Bacon & Bourbon on March 26, 2022 and March 27, 2022 at the Promenade. Staff is working on a three-year agreement for each event. Mr. Barnes explained what school posts meant regarding Captain Silva's report. 12. COUNCIL REPORTS VICE MAYOR MCGOVERN: Vice Mayor McGovern presented the following report: Vice Mayor McGovern thanked Feeding South Florida, partners and volunteers, staff, and PBSO. He said it was an amazing community coming together to get food to families. Vice Mayor McGovern thanked the Sickle Cell Foundation for partnering with the Village for the Redteenth event. He commended Paulette Edwards, Community Services Director, Michelle Garvey, Assistant Community Services Director, and Shalonda Warren, District 2 Commissioner, West Palm Beach, and Executive Director of the Sickle Cell Foundation of Palm Beach County & Treasure Coast, Inc. Mayor Gerwig stated West Palm Beach also partnered with the Village on this. Vice Mayor McGovern commended Mr. Barnes and team on the ribbon cutting at the Wellington Community High School fields/facility. He discussed the partnership with the School Board in getting this done. He Village of Wellington Page 7 Village Council Action Summary - Final June 22, 2021 said it was a wonderful accomplishment. COUNCILWOMAN SISKIND: Councilwoman Siskind presented the following report: Councilwoman Siskind congratulated the students who graduated from Palm Beach Central High School on Tuesday, June 15, 2021. Councilwoman Siskind asked if the skate park was complete. Mr. Barnes stated staff wants to make sure the punch list items are completed prior to the ribbon cutting. Councilwoman Siskind stated the last day of school for students was Friday. She wished them a safe and happy summer. COUNCILMAN DRAHOS: Councilman Drahos presented the following report: Councilman Drahos wished happy birthday to Vice Mayor McGovern. Councilman Drahos asked about the status of the Big Blue project. Mr. Barnes provided an update and stated staff has not accepted the project and are monitoring the contractor’s action. COUNCILMAN NAPOLEONE: Councilman Napoleone presented the following report: Councilman Napoleone commended all of the efforts for Feeding South Florida. Councilman Napoleone stated he heard great reviews about the Redteenth event. Councilman Napoleone inquired about the completion of the play area at the promenade. Mr. Barnes stated it will be another two weeks. MAYOR GERWIG: Mayor Gerwig presented the following report: Village of Wellington Page 8 Village Council Action Summary - Final June 22, 2021 Mayor Gerwig referenced a grant and asked Mr. Barnes to discuss the grant. Mr. Barnes explained the grant and the process. Mayor Gerwig stated the Redteenth event was awesome and suggested possibly starting the next Redteenth event later in the day. Mr. Barnes stated staff will continue to work with the partners, vendors, etc. 13.
