APPROVAL OF AGENDA Mr. Barnes indicated staff recommended approval of the Agenda as amended. 1) Remove Consent Item 6E, An Amendment to the Restrictive Covenant between W&W Equestrian Club, LLC and Wellington for Winding Trails, from the agenda. 2) Remove Regular Item 8A, Authorization to execute a Lease Agreement between ACME Improvement District and Basore Family Farms, LLC, for the K-Park Site, from the agenda. A motion was made by Vice Mayor McGovern, seconded by Councilwoman Siskind, and unanimously passed (5-0), to approve the Agenda as amended. 5. Mr. Barnes introduced the item. Ms. Quickel presented the preliminary proposed Fiscal Year 2021/2022 budget and TRIM overview to Council. She also responded to Council's questions. No comment cards were received from the public. Ms. Addie read each of the three Resolutions by title. A motion was made by Vice Mayor McGovern, seconded by Councilwoman Siskind, and unanimously passed (5-0), to approve Resolution No. AC2021-09 (Adopting the Preliminary Non-Ad Valorem Assessment Rate for Acme Improvement District for Truth-in-Millage (TRIM) Purposes) as presented. PUBLIC FORUM Mr. Barnes indicated no public comment cards were received. 10. ATTORNEY'S REPORT MS. COHEN: Ms. Cohen presented the following report: Ms. Cohen stated she had no report. 11. MANAGER'S REPORT MR. BARNES: Mr. Barnes presented the following report: The Next Regular Council Meeting will be held on Tuesday, August 10, 2021 at 7:00 p.m. Mr. Barnes stated he will be on vacation the last week of July. On July 14, 2021 at 5:00 p.m., the Neighborhood Watch “Coyote Awareness Seminar with Florida Fish and Wildlife” is scheduled. There will be an upcoming Iguana and Nile Monitor Seminar with Florida Fish and Wildlife on August 11, 2021. Persons can register online at wellingtonfl.gov/neighborhoodwatch for these events. Councilman Napoleone stated the snake seminar was good. Mr. Barnes stated it was also well attended and it was recorded. Mr. Barnes indicated the Back to School Block Party Backpack Stuffing Event would be held on 7/19/2021. Sponsors and Council are welcome to participate in the backpack-stuffing event to be held at the Wellington Community Center between 10 a.m. to 12 noon in the Grande Ballroom. The Annual Back 2 School Backpack event will occur on July 24, 2021 from 9:00 a.m. to 11:00 a.m. In order to allow residents to have a more personal experience with the sponsors, Wellington staff and the Palm Beach County Sheriff's Office (PBSO) this year, the event will take place in three neighborhoods throughout the Village: 1) Goldenrod/Periwinkle, 2) Folkestone/Hawthorne, and 3) 12th Fairway/White Pine. In each neighborhood, staff will be providing backpacks and uniforms (donated by the Wellington Community Foundation) to equip Wellington students with the essentials to start the school year. The Community Services Department will utilize the van to transport Council members to each Village of Wellington Page 7 Village Council Action Summary - Final July 13, 2021 location (if desired). Mayor Gerwig asked when the SWAG graduation would be held. Councilwoman Siskind stated that the graduation would be held on August 3, 2021 from 6:00 p.m. to 8:00 p.m. She said there is also an Education Committee meeting that night for the distribution of the Keely Spinelli Grants. In addition to the July 24, 2021 event, 2,500 backpacks will be distributed to all Wellington elementary schools prior to the first day of school on August 10, 2021. The goal is to provide each child, who is on free and reduced lunch, a backpack for the 2021-2022 school year. The sponsors are the Wellington Community Foundation, Christopher Aguirre Memorial Foundation, Baptist Health, and Joe DiMaggio Children's Hospital. 12. COUNCIL REPORTS COUNCILMAN NAPOLEONE: Councilman Napoleone presented the following report: Councilman Napoleone stated he had no report. He wished everyone a safe and happy summer. COUNCILMAN DRAHOS: Councilman Drahos presented the following report: Councilman Drahos stated he had no report. VICE MAYOR MCGOVERN: Vice Mayor McGovern presented the following report: Vice Mayor McGovern offered condolences to Neil Hirsch’s family on his passing. He stated Mr. Hirsch was a great benefactor to the Boys and Girls Club and a great many causes. Vice Mayor McGovern thanked the Parks and Recreation Department and PBSO for a great 4th of July event and commended PBSO for the change to the entry and exit plan. Vice Mayor McGovern welcomed the new partnership, the Global Equestrian Group, in addition to Mr. Bellissimo and his team, who have come to the Village to purchase PBIEC. COUNCILWOMAN SISKIND: Councilwoman Siskind presented the following report: Village of Wellington Page 8 Village Council Action Summary - Final July 13, 2021 Councilwoman Siskind commented regarding Dr. Fennoy’s resignation and thanked him for his hard work and dedication to Palm Beach County schools. MAYOR GERWIG: Mayor Gerwig presented the following report: Mayor Gerwig referenced Dr. Fennoy’s resignation and stated the pandemic and issues that everyone has faced has made it difficult in education. She stated stress levels have been multiplied for students and trying to meet their needs. Mayor Gerwig said that she read that there have been turnovers nationwide in school superintendents and educators. Mayor Gerwig thanked Councilwoman Siskind for attending a wake with her for Kris Riedell's 18 year old son. She commented regarding a naming opportunity for the “League of Yes” at a future date. Mayor Gerwig stated she would like to hold a moment of silence for Neil Hirsch at the beginning of the next Council Meeting. 13.
