CALL TO ORDER Vice Mayor McGovern called the meeting to order at 7:00 p.m. Council Members present: John T. Advisors to the Council: Jim Barnes, Manager; Laurie Cohen, Attorney; Tanya Quickel, Deputy Village Manager; Ed De La Vega, Assistant Village Manager; and Chevelle D. Addie, Village Clerk. 2. PLEDGE OF ALLEGIANCE Vice Mayor McGovern led the Pledge of Allegiance. 3. INVOCATION Pastor Barry Ogden, Sound Church, delivered the invocation. 4. APPROVAL OF AGENDA Mr. Barnes indicated staff recommended approval of the Agenda as amended. 1. Move Presentation Item 5B, Presentation by Ava Parker, President, Palm Beach State College, to Presentations and Proclamations as Item 5A. Therefore, Item 5A, Fiscal Year 2022 Keely Spinelli Grant Awards, will become Item 5B. 2. Move Consent Item 6I, Resolution No. R2021-52 (Code Compliance Lien Reduction for 1141-1143-1145-1147 Goldenrod Rd), to the Regular Agenda as Item 8B. A motion was made by Councilman Napoleone, seconded by Councilwoman Siskind, and unanimously passed (4-0), to approve the Agenda as amended. 5. PRESENTATIONS AND PROCLAMATIONS A. 21-4675 PRESENTATION BY AVA PARKER, PRESIDENT, PALM BEACH STATE COLLEGE This item was formerly Consent Agenda Item 5B. Ms. Ava Parker, President of Palm Beach State College, provided an overview of the programs and initiatives of Palm Beach State College. Council gave comments. B. 21-4602 FISCAL YEAR 2022 KEELY SPINELLI GRANT AWARDS This item was formerly Consent Agenda Item 5A. Mr. Barnes introduced the item. Ms. Paulette Edwards, Community Services Director, spoke regarding the Keely Spinelli grant awards that had been utilized by the schools. She stated the Education Committee was present and provided an overview of the program. She said the grants support the lowest 25th percentile of students in reading and math. She stated the running total is $3.4 million. Council provided comments regarding the Keely Spinelli grant awards and Wellington schools. At this point, Ms. Edwards asked the principals of the Wellington schools to come forward as Council distributed the Keely Spinelli grant awards. Ms. Addie read the Principals Month Proclamation into the record. The Education Committee presented flowers and the proclamation to the principals. Mr. Mike Burke, Palm Beach County Schools Superintendent, introduced Karen Whetsell, Secondary Instructional Superintendent, Vivian Green, Instructional Superintendent, Valerie Zuloaga-Haines, Palm Beach County School District Regional Superintendent and Ms. Marcia Andrews, School Board Member/District 6. He acknowledged and thanked the principals and the Village for their partnership. Ms. Marcia Andrews, School Board Member/District 6, brought greetings from the entire School Board and gave brief comments. Valerie Zuloaga-Haines, Palm Beach County School District Regional Superintendent, recognized and thanked the Village for their partnership. Ms. Edwards recognized the Christopher Aguirre Memorial Foundation Village of Wellington Page 2 Village Council Action Summary - Final October 12, 2021 and stated they have a special check presentation for under privileged families at Wellington and New Horizons Elementary Schools. Mr. Anthony Aguirre, Director of the Christopher Aguirre Memorial Foundation, gave comments regarding the checks and presented the checks to the principals of Wellington and New Horizons Elementary Schools. Vice Mayor McGovern thanked everyone for coming tonight. He recognized the Education Committee members. He also acknowledged the community partners who work with the Village. 6. CONSENT AGENDA Mr. Barnes stated there were no comment cards on the Consent Agenda. Mr. Barnes indicated staff recommended approval of the Consent Agenda as amended. The Village is required to do this each year following the adoption of the capital budget to incorporate the updated schedule of projects. In addition, it incorporates the school district reference for their fiscal year budget. Staff recommends approval as presented. Mr. Scott Epstein, property owner, spoke regarding the properties and the violations. A motion was made by Councilman Napoleone, seconded by Councilman Drahos, and unanimously passed (4-0) to deny the request for reduction from the property owner and impose the reduction recommended by staff of $29,129.79. 9. PUBLIC FORUM Mr. Barnes indicated no public comment cards were received. 10. ATTORNEY'S REPORT MS. COHEN: Ms. Cohen presented the following report: Ms. Cohen stated she had no report. 11. MANAGER'S REPORT MR. BARNES: Mr. Barnes presented the following report: The Next Regular Council Meeting will be held on Tuesday, October 26, 2021 at 7:00 p.m. An additional garbage guidelines workshop via Zoom has been scheduled for November 3, 2021. Mr. Barnes provided Curative Test Site statistics. In addition, he said related to the test site, staff is reviewing an opportunity to convert that site to a rapid onsite test site with results in two to three hours (mobile lab concept-rapid PCR test). Curative is offering this as a pilot program. Vice McGovern asked that staff keep Council apprised of the progress of this. Councilman Drahos stated Curative is doing an awesome job and a two to three hour test result will be an incredible convenience. COUNCIL REPORTS COUNCILWOMAN SISKIND: Councilwoman Siskind presented the following report: Councilwoman Siskind stated that she is on the Board of Directors for the Palm Beach County Education Foundation and they are having a 10K run on Sunday, October 31, 2021. Councilwoman Siskind congratulated Alexander De Armas, who became an Eagle Scout. She stated the ceremony was beautiful. COUNCILMAN NAPOLEONE: Councilman Napoleone presented the following report: Councilman Napoleone commented that he would miss fall festival because he will be camping with the cub scouts. Councilman Napoleone stated there is an open seat on the Tree Board that is an At-Large seat. COUNCILMAN DRAHOS: Councilman Drahos presented the following report: Councilman Drahos stated Young Professionals of Wellington would have their Wicked 7 Halloween Costume Party on October 23, 2021 from 7:00 p.m. to 11:00 p.m. at Wellington National Golf Club. VICE MAYOR MCGOVERN: Vice Mayor McGovern presented the following report: Vice Mayor McGovern asked about the Fall Festival this Saturday at Village Park from 3:00 p.m. to 10:00 p.m. Mr. Barnes provided information. Vice Mayor McGovern spoke regarding Google Meet discussions about resolving traffic around schools. He stated three of the schools are experiencing more students due to Arden development. Vice Mayor McGovern stated Arden needs to be districted for their own schools due to this significant influx of students. He asked that staff research and present a resolution to the school board that Arden be moved to other schools or have their own schools. Councilman Drahos and Councilman Napoleone stated they agree. Councilwoman Siskind stated she agrees that other solutions should be reviewed. 13.
