CALL TO ORDER Mayor Gerwig called the meeting to order at 7:00 p.m. Council Members present: Anne Gerwig, Mayor; Michael Drahos, Vice Mayor; John T. McGovern, Councilman; Michael Napoleone, Councilman and Tanya Siskind, Councilwoman. Advisors to the Council: Jim Barnes, Manager; Laurie Cohen, Attorney; Tanya Quickel, Deputy Village Manager; Ed De La Vega, Assistant Village Manager; and Chevelle D. Addie, Village Clerk. 2. PLEDGE OF ALLEGIANCE Mia Matthews, a student, led the Pledge of Allegiance. 3. INVOCATION Deacon Pete Del Valle, St. Therese de Lisieux Catholic Church, delivered the invocation. 4. APPROVAL OF AGENDA Mr. Barnes indicated staff recommended approval of the Agenda as amended. 1. Add Walk-On Item, Receipt of Unsolicited Proposal from Wellington Athletics, LLC, to the Regular Agenda as Item 8A. A motion was made by Councilman McGovern, seconded by Councilwoman Siskind, and unanimously passed (5-0), to approve the Agenda as amended. 5. PRESENTATIONS AND PROCLAMATIONS A. 22-5093 RECOGNITION OF PALM BEACH CENTRAL HIGH SCHOOL STUDENT AUTHOR RYAN SNIDER Mr. Barnes introduced the item. Ian Williams presented this item and introduced Ryan Snider. Ryan Snider provided an overview of the process of writing his book and thanked Council for the recognition. Mr. Williams then introduced Reid Snider who serves on the Wellington Youth Council and has been appointed as Vice President of the Palm Beach County Association for Student Councils. Reid Snider gave comments regarding his Vice Presidency and spoke of his desire to give back to the community. Council commended their parents and presented Special Recognition Certificates to both Ryan and Reid Snider. Mr. Barnes introduced Mr. Edgecombe. Mr. Edgecombe gave comments and acknowledged the Snider family. B. 22-5102 RECOGNITION OF WELLINGTON HIGH SCHOOL STUDENT TESSIE GORON Mr. Barnes introduced the item. Ian Williams presented this item and introduced Tessie Goron. Tessie Goron provided an overview of the Philanthropy Tank competition and her project. She thanked Council for the recognition. Council asked questions, congratulated Ms. Goron and presented her with a Special Recognition Certificate. C. 22-5097 PRESENTATION AND RECOGNITION OF WELLINGTON’S PUBLIC SAFETY COMMITTEE ESSAY CONTEST WINNERS Mr. Barnes introduced the item. Ms. Nicole Coates, Director of Emergency Management and Liaison to the Public Safety Committee, introduced the Public Safety Committee Members who attended. She stated they had done some tremendous work over the past year. The Committee selected one winner each from the Elementary, Middle and High School categories. Ms. Coates acknowledged Jet Hauling who sponsored the contest and provided the gift cards. Ms. Jacqueline Hutman provided a quick synopsis of the essays that were submitted on various topics of safety. They also thanked the parents and recognized the Public Safety Committee. D. 22-5042 REPRESENTATIVE MATT WILLHITE: LEGISLATIVE UPDATE Mr. Barnes introduced the item. Representative Willhite reviewed the actions that were taken during this legislative session and commented on the special sessions. He introduced his legislative staff: Melissa Santoro, District Secretary. He said if the Village needs anything please feel free to reach out to them. Council thanked Representative Willhite for his presentation. E. 22-5055 PALM BEACH COUNTY SHERIFF’S OFFICE DISTRICT 8 WELLINGTON FY21 ANNUAL REPORT PRESENTATION Mr. Barnes introduced the item. Captain Rolando Silva presented the FY 2021 Annual Report for Wellington District 8 of the Palm Beach County Sheriff’s Office. Council gave comments and asked various questions in regards to the report. Captain Silva responded to Council's questions. Council extended their thanks to Captain Silva and his staff and commended him for the comprehensive report. 6. CONSENT AGENDA Mr. Barnes stated there were no comment cards on the Consent Agenda. Mr. Barnes indicated staff recommended approval of the Consent Agenda as presented. A motion was made by Councilman Napoleone, seconded by Councilwoman Siskind, and unanimously passed (5-0), to approve the Consent Agenda as presented. A. 22-5088 MINUTES OF THE REGULAR WELLINGTON COUNCIL MEETINGS OF APRIL 12, 2022 AND APRIL 26, 2022 This item approved on Consent. C. 21-4896 AUTHORIZATION TO AWARD CONTRACTS FOR THE PURCHASE OF MULCH, PINE STRAW AND GROUND PREPARATION, FOR MAINTENANCE PROJECTS, VILLAGE-WIDE This item approved on Consent. D. 22-5089 AUTHORIZATION TO AWARD A TASK ORDER TO KIMLEY-HORN AND ASSOCIATES, INC. TO PROVIDE ENGINEERING CONSULTING SERVICES FOR THE WATER TREATMENT PLANT (WTP) CHEMICAL SYSTEM PHASE II IMPROVEMENT PROJECT This item approved on Consent. 7. PUBLIC HEARINGS There were no Public Hearing Items. 8. REGULAR AGENDA There were no Regular Agenda Items. A. RECEIPT OF UNSOLICITED PROPOSAL FROM WELLINGTON ATHLETICS, LLC. Mr. Barnes introduced and presented this item. Ms. Cohen spoke briefly regarding advertisement and the reason for the change. She stated the Village is required to go through this process . Ms. Cohen stated staff needs direction to enter into a comprehensive agreement and the 21-day notice period is appropriate under the circumstances. She asked Council to direct staff to proceed with the notice requirements. She indicated that any agreement would come back to Council. Mr. Barnes stated there is currently no budget or financial impact at this time. A motion was made by Councilman Drahos, seconded by Councilman Napoleone, and unanimously passed (5-0), to move Village of Wellington Page 4 Village Council Action Summary - Final May 10, 2022 forward in the review process and to comply with the notice provisions set forth in Florida Statute 255.065 by meeting the 21-day notice period. 9. PUBLIC FORUM Mr. Barnes indicated there was one comment card received. Public Comment: 1. Brad Johnson proposed a stipend for board and committee members. Mayor Gerwig congratulated Mr. Johnson on his upcoming graduation that would be held on May 22, 2022. 10. ATTORNEY'S REPORT MS. COHEN: Ms. Cohen presented the following report: Ms. Cohen stated she had no report. 11. MANAGER'S REPORT MR. BARNES: Mr. Barnes presented the following report: · Next Council Meeting will be Tuesday, June 14, 2022 at 7:00 p.m. · Village Offices will be closed on Monday, May 30, 2022, in observance of Memorial Day. The Communications Department will work with Ms. Aldrich in the coming weeks to schedule Council Hurricane Public Service Announcements. This is a part of our efforts to plan for community outreach before, during, and after a storm. · Aero Club Drive widening: The contractor has completed the shoulder-widening portion of the project. Upcoming activities over the next two weeks include full width milling and placement of the final lift of asphalt. Work along the shoulder for restoration of the swale will begin this week as well. · Town Center Phase 2: Phase 1 of the project continues with no delays reported to date. Currently the contractor is rough grading the parking area. Over the next two weeks, the contractor will continue to grade out the parking lot and begin adding base material. We have agreed to cease Amphitheatre activities beginning on June 30, 2022, in anticipation of commencement of Phase 2 of the construction project. · Aero Club/Big Blue Landscaping: The contractor is currently obtaining the building permit to begin the irrigation portion of the project. Over the next two weeks, we hope to see construction activity on the Aero Club portion of the project. Village of Wellington Page 5 Village Council Action Summary - Final May 10, 2022 · The Utility is focused on planning and execution efforts to ensure the Lime Plant can come out of service on June 1, 2022 as required to complete the WTP Renewal and Replacement work with Wharton Smith. The plant will be out of service for 3 months. · The Utility is planning for the mobilization of Badger Meter to commence Phase II of the endpoint replacement program. · The Utility is planning for the system wide testing of all fire hydrants . This work is scheduled to commence this week. The hydrants are being tested by a third party contractor and will take approximately 2 months. · Cybersecurity remains on high alert as the cyber-attacks have only increased every week and show no signs of slowing. Please remember to “THINK BEFORE YOU CLICK”. Links in emails are not trustworthy. Go to the site manually and log in or do a web search for the article referenced. Small things like this could save the Village from an unpleasant cyber security incident. Report anything that does not seem right to IT or have them help you review a questionable email before opening it. We would rather spend 5 minutes reviewing an email than 5 days cleaning up after a cyber-incident. · Pressure cleaning, scrapping, priming and painting of the wall on Big Blue and South Shore. The air conditioning coils will be changed out at Town Center. As a result, you will observe a crane in the back to lift the units out to remove coils. Yellow Trail, weather pending, from Flying Cow to Palm Beach Point will be completed this week with the rehab. · The first season of “middle school” tennis was a big success as we had over 20 kids who participated. This will continue to grow. · Wellington was the hub of Palm Beach County USTA/JTT (junior team tennis) and the Village’s first “moms” program was started so that the parents now play while the kids are participating in juniors between 4:00 p.m. to 5:00 p.m. each day. · Wellington will host a Village wide Neighborhood Watch Hurricane Preparedness Zoom Meeting on Wednesday, June 1, 2022 at 6:00 p.m. Residents will hear from representatives from the Village of Wellington, Palm Beach County Emergency Management Division, the National Weather Service, Palm Beach County Fire Rescue,, the Solid Waste Authority, and the Palm Beach County Sheriff’s Office regarding storm information, how to prepare and the official 2022 Atlantic hurricane forecast. This event is open to the public and registration is required to attend the Zoom meeting. Visit wellingtonfl.gov/neighborhoodwatch to register. · Mr. Barnes provided COVID-19 statistics in relation to employees and the testing sites. He stated the agreements are set to expire Village of Wellington Page 6 Village Council Action Summary - Final May 10, 2022 in June and staff recommends renewal of the agreements. Vice Mayor Drahos asked if all three were up for renewal. Mr. Barnes replied yes. Councilman McGovern asked if the vendors want to renew. Mr. Barnes stated the vendors do want to renew. Mayor Gerwig stated she does not want to do a disservice to local businesses by competing with them. She stated staff informed her that there is no other location that provides walk up service or rapid PCR . She said this is a unique service. Vice Mayor Drahos stated this is a huge resource to have in the Village and it is an effective tool for containment. Councilwoman Siskind commented regarding the statistics. · Mr. Barnes stated Kids to Park Day is on May 21, 2022 at Greenview Shores Park. · Mr. Barnes stated the National Special District Coalition originally had a program that was in California that has now been opened nationwide. He showed Council a video that the Village’s youth group put together for the video contest. Mr. Barnes indicated the youth group is in the top ten. 12. COUNCIL REPORTS VICE MAYOR DRAHOS: Vice Mayor Drahos presented the following report: · Vice Mayor Drahos waived comment. COUNCILMAN NAPOLEONE: Councilman Napoleone presented the following report: · Councilman Napoleone stated Wellington hosted the Florida State Rugby Championships on April 30, 2022 at Greenview Shores Park and had teams from as far away as Minnesota and France. It was a well ran event and a great day. · Councilman Napoleone said the board and committee application deadline had been extended through May. COUNCILMAN MCGOVERN: Councilman McGovern presented the following report: · Councilman McGovern reiterated that the deadline to apply for Village of Wellington Page 7 Village Council Action Summary - Final May 10, 2022 boards and committees had been extended and encouraged anyone who wants to serve on any board to apply. · Councilman McGovern reiterated that Kids to Park Day would be held on May 21, 2022 and the Memorial Day Parade and Ceremony would be held on May 30, 2022. · Councilman McGovern commented that Wellington has a series of teachers who are finalists in the Dwyer Awards. · Councilman McGovern congratulated the 2022 high school graduates on their upcoming graduations. COUNCILWOMAN SISKIND: Councilwoman Siskind presented the following report: · Councilwoman Siskind congratulated the high school seniors on their upcoming graduations. · Councilwoman Siskind stated she is looking forward to the upcoming Visioning Sessions. MAYOR GERWIG: Mayor Gerwig presented the following report: · Mayor Gerwig she is leaving in the morning for the National League of Cities’ Risk Conference because she serves on the Florida Municipal Insurance Trust (FMIT). · Mayor Gerwig suggested that everyone view the video on the Around Wellington website regarding Chris Norton who is now a Wellington resident. · Mayor Gerwig commented that it is the five-year anniversary for Palm Beach State College’s Loxahatchee Groves campus. It was nice to see the community support. · Mayor Gerwig stated she and the Parks and Recreation staff were invited to the 20th Anniversary of Stick Ball. · Mayor Gerwig commented about white PVC in regards to sprinklers. She stated the community has a question and this should be reviewed. She asked Mr. Barnes who has the final decision on this. Mr. Barnes stated the Council has final decision. He indicated that he and Mr. Stillings are working on color palettes and other ARB related items. · Mayor Gerwig wished happy Municipal Clerks’ Week to the Village Clerk Department. 13.
