Village Council Workshop Action Summary - Final May 9, 2022
1. CALL TO ORDER
Mayor Gerwig called the meeting to order at 4:00 p.m.
Council Members in Attendance: Anne Gerwig, Mayor; Michael Drahos,
Vice Mayor; John McGovern, Councilman; and Michael Napoleone,
Councilman.
Absent: Tanya Siskind, Councilwoman.
2. PLEDGE OF ALLEGIANCE
Mayor Gerwig led the Pledge of Allegiance.
3. REVIEW OF COUNCIL AGENDA
Mr. Barnes introduced the agenda for the May 10, 2022, Regular Council
Meeting for review.
A. 22-5093 RECOGNITION OF PALM BEACH CENTRAL HIGH SCHOOL
STUDENT AUTHOR RYAN SNIDER
Mr. Barnes introduced the item. He stated that this was the Recognition
of Palm Beach Central High School Student Author Ryan Snider for his
Novel Titled 70 Meters.
B. 22-5102 RECOGNITION OF WELLINGTON HIGH SCHOOL STUDENT TESSIE
GORON
Mr. Barnes introduced the item. He stated that this was the Recognition
of Wellington High School Student Tessie Goron for her Philanthropy
Tank Project Award.
Mr. Barnes answered Council's questions.
C. 22-5097 PRESENTATION AND RECOGNITION OF WELLINGTON’S PUBLIC
SAFETY COMMITTEE ESSAY CONTEST WINNERS
Mr. Barnes introduced the item. He said that this was the Presentation
and Recognition of Wellington's Public Safety Essay Contest Winners.
D. 22-5042 REPRESENTATIVE MATT WILLHITE: LEGISLATIVE UPDATE
Mr. Barnes introduced the item. He stated that this was the Legislative
Session Update by Representative Matt Willhite, District 86. He
mentioned that at a later date Senator Polsky will be joining a meeting to
give her update.

Mr. Barnes answered Council's questions.
Ms. Quickel answered Councilman McGovern's question about what had
happened with the Wellington Appropriation legislation.
E. 22-5055 PALM BEACH COUNTY SHERIFF’S OFFICE DISTRICT 8
WELLINGTON FY21 ANNUAL REPORT PRESENTATION
Mr. Barnes introduced the item. He stated that this was the Palm Beach
County Sheriff's Office District 8 Wellington FY21 Annual Report
Presentation. He said that Captain Silva would be at the meeting to
present.
F. 22-5088 MINUTES OF THE REGULAR WELLINGTON COUNCIL MEETINGS OF
APRIL 12, 2022 AND APRIL 26, 2022
Mr. Barnes introduced the item. He stated that this was the Council
Approval of the Minutes of the Regular Wellington Council Meetings of
April 12, 2022 and April 26, 2022. He asked Council to get any changes
or comments to the Clerk if they have any.
G. 21-4518 AUTHORIZATION TO 1) AWARD CONTRACTS FOR DISASTER
RECOVERY SERVICES AND 2) UTILIZE CONTRACTS AWARDED BY
SOLID WASTE AUTHORITY OF PALM BEACH COUNTY IF
CONTRACTED DISASTER RECOVERY SERVICES VENDORS ARE
UNAVAILABLE
Mr. Barnes introduced the item. He stated that this was the Authorization
to 1) Award Contracts to Ceres Environmental Services, Inc., Phillips and
Jordan, Incorporated and Crowder-Gulf Joint Venture, Inc., to Provide
Disaster Recovery Services in the Event of an Emergency and 2) Utilize
Contracts Awarded by Solid Waste Authority of Palm Beach County, if
Contracted Disaster Recovery Services Vendors are Unavailable.
Mr. De La Vega explained the item. He answered some questions and
comments from Council regarding TAG.
H. 21-4896 AUTHORIZATION TO AWARD CONTRACTS FOR THE PURCHASE
OF MULCH, PINE STRAW AND GROUND PREPARATION, FOR
MAINTENANCE PROJECTS, VILLAGE-WIDE
Mr. Barnes introduced the item. He stated that this was the Authorization
to Award Contracts to Amerigrow Recycling-Delray, Limited Partnership
and East Coast Mulch Corp. for the Purchase of Mulch, Pine Straw and
Ground Preparation, Village-wide, in the Amount of Approximately
$121,000.

AND ASSOCIATES, INC. TO PROVIDE ENGINEERING CONSULTING
SERVICES FOR THE WATER TREATMENT PLANT (WTP)
CHEMICAL SYSTEM PHASE II IMPROVEMENT PROJECT
Mr. Barnes introduced the item. He stated that this was the Authorization
to Award a Task Order to Kimley-Horn and Associates, Inc. to Provide
Engineering Consulting Services for the Water Treatment Plant (WTP)
Chemical System Phase II Improvement Project at a Cost of $184,945.
Mr. Barnes explained the item.

7. COUNCIL COMMENTS
Mayor Gerwig mentioned an email regarding a manure issue.
Mr. Barnes stated he needed to get a hold of Mr. Stillings and get back
with her.
Mayor Gerwig asked the Council's thoughts on this issue being brought
up to the Multi-jurisdictional Issues Forum. She answered questions from
the Council.
Mr. Barnes gave a brief history/ information regarding the Issues Forum.
Council made comments regarding what steps they feel we should take.
Councilman McGovern asked if boards and committees were going to
be appointed in June. He stated that we are still accepting applications.
Mr. Barnes answered his question and encouraged people to also apply
to the new Affordable Housing Advisory Committee for SHIP if they met
the qualifications.
