PLEDGE OF ALLEGIANCE Mayor Gerwig led the Pledge of Allegiance. 3. INVOCATION Deacon Vince Muller, St. Therese de Lisieux Catholic Church, delivered the invocation. 4. APPROVAL OF AGENDA Mr. Barnes indicated staff recommended approval of the Agenda as presented. A motion was made by Councilman McGovern, seconded by Councilman Napoleone, and unanimously passed (5-0), to approve the Agenda as presented. 5. PRESENTATIONS AND PROCLAMATIONS A. 22-5401 A PROCLAMATION OF WELLINGTON, FLORIDA’S COUNCIL PROCLAIMING OCTOBER, 2022 AS “CRIME PREVENTION MONTH” IN THE VILLAGE OF WELLINGTON Mr. Barnes introduced this item. Ms. Addie read the Proclamation. Ms. Coates presented the item and introduced PBSO Captain Silva. Captain Silva announced that PBSO has secured a new grant. Ms. Coates provided comments regarding crime prevention, thanked Council, the Executive Team, and credited Village residents for their Village of Wellington Page 1 Village Council Action Summary - Final September 21, 2022 efforts in crime prevention. She recognized the Neighborhood Watch Captains and presented certificates to them. Council provided comments regarding crime prevention and commended residents, the Public Safety Committee and staff for their efforts in keeping Wellington a safe community. PBSO thanked the Neighborhood Watch Captains and the Public Safety Committee for their efforts with crime prevention. B. 22-5246 PRESENTATION OF 2022 WELLINGTON TOP COP AND TOP FIREFIGHTER AWARDS Mr. Barnes introduced this item. Each year the Village Council, through the Public Safety Committee, recognizes the Top Cop and Top Firefighter. Palm Beach County Sheriff’s Office (PBSO) Captain Rolando Silva and District Chief Philip Olavarria, Palm Beach County Fire Rescue (PBCFR), attended the meeting to make the presentations. Captain Silva and Lieutenant Eli Shavitz provided background information regarding Deputy Harold Harper and stated he is the 2022 Top Cop. Deputy Harper stated he is grateful to be a part of the Village and he thanked Council and staff for the opportunity and for their assistance. Council commended and congratulated PBSO Deputy Harper on winning the award and for his professionalism, versatility and excellence in the performance of his duties. District Chief Olavarria introduced Captain Shane Armstrong, provided background information and stated he is the 2022 Top Firefighter. Chief Kenny (sp) provided comments regarding Captain Armstrong. Captain Armstrong thanked Council for the recognition and recognized his team at PBCFR Station 25. Council commended and congratulated PBCFR Captain Shane Armstrong on winning the award and for his dedication, compassion and excellence in the performance of his duties. 6. Diane Gutman referenced Item 6C on the Consent Agenda and spoke about a partnership between Wellington Cares and the Village of Wellington. The Village Council provided comments regarding the millage and budget. The Village Council commended Ms. Quickel and team on the budget. Ms. Quickel read the mandatory budget language into the record. A motion was made by Councilman McGovern, seconded by Councilwoman Siskind, and unanimously passed (5-0), to approve Resolution No. R2022-59 (Millage Rate) adopting the tax levy and millage rate for the Village of Wellington for the fiscal year commencing October 1, 2022 at 2.47 mills. Mr. Stillings stated this is the annual update to the Comprehensive Plan . The Village is required to do this each year following the adoption of the capital budget to incorporate the updated schedule of projects. In addition, it incorporates the school district reference for their fiscal year budget. Staff recommends approval as presented. Vice Mayor McGovern indicated this is ministerial. Public Hearing A motion was made by Councilman Napoleone, seconded by Vice Mayor Drahos, and unanimously passed (5-0) to open the public hearing. Public Comment: 1. Armando Gonzalez, President of Wellington’s Edge, stated he has not had any contact with Mr. Terry since the beginning. He said residents are concerned. Mr. Barnes stated staff will arrange a meeting with Wellington Edge residents. 2. Noel Chessman, a resident and board member of Black Diamond, stated he would like to participate in any meetings regarding this project. He commended the Village on the budget presentation. A. 22-5282 AUTHORIZATION TO RENEW A CONTRACT TO PROVIDE GENERAL LIABILITY, PROPERTY, CASUALTY AND WORKERS’ COMPENSATION INSURANCE Mayor Gerwig recused herself and left the dais. Mr. Barnes introduced the item. Mr. De La Vega presented the item. Representatives from the Gehring Group were in attendance at the meeting. A motion was made by Councilman Napoleone, seconded by Councilwoman Siskind, and unanimously passed (4-0; with Mayor Gerwig recused) for Authorization to Renew a Contract with FMIT to provide Property, Casualty and Workers’ Compensation Insurance Services for one more year through September 2023. 9. PUBLIC FORUM Mr. Barnes indicated there were no comment cards received. 10. ATTORNEY'S REPORT MS. COHEN: Ms. Cohen presented the following report: Ms. Cohen reminded Council of the Pine Tree Mediation scheduled for Village of Wellington Page 9 Village Council Action Summary - Final September 21, 2022 September 27, 2022 with Councilman McGovern attending as Council Representative. 11. MANAGER'S REPORT MR. BARNES: Mr. Barnes presented the following report: Next Council Meeting will be held on Tuesday, October 11, 2022 at 7:00 p.m. Events: Family Autofest - Wellington Rotary Club will host the 2nd Wellington Family Autofest on Sunday, October 2, 2022, from 9:30 a.m. to 1:30 p.m. at Village Park in the back-football parking lot area. The Autofest will feature classic cars and different types of vehicles along with children’s activities, sponsors, vendors, and food trucks. All proceeds will go towards a different charity, selected by the Rotary Club, each month. Public Safety Night - In partnership with the PBSO, PBCFR and other safety-minded organizations to join the Saturday evening concert (Hall and Oates tribute Band) and food truck series at Village Park. This event will feature touch-a-trucks (emergency vehicles), demonstrations, vendor information, and a special appearance from “Marshall and Chase”, (as seen on Paw Patrol) on October 8, 2022 from 6:30 p.m. to 7:30 p.m. Western Ride - This is a co-sponsored event with the Western Ride LLC (organized through resident Stephen Levin) to host the first “Western Ride” bicycle ride throughout Wellington on Sunday, October 9, 2022 from 6:00 a.m. to 12 noon. This ride features a 15-mile, 30 miles, and 60-mile course that will begin and end at Village Hall and travel throughout Wellington. PBSO will assist with safety for the bicyclists crossing major roadways and ICS Command Center will be set-up within Village Hall to monitor activity and ensure safety. There will be a ribbon cutting by Council and organizers at the start of the race (7:00 a.m.). Fall Festival will be held on October 15, 2022 and bracelets are now on sale at Village Park and the Wellington Community Center. Adult bracelets are $5 and youth (2-17) are $7 until the close of business on October 14, 2022. On the day of the event, the price will increase for youth to $10 and the adult price will stay the same. Murder Mystery tickets are now also on sale at Village Park and the Wellington Community Center. The cost is $60 per ticket or $420 for a table of 8 (you get 1 seat free). The theme this year is "Murder on the Bayou". The event will take place on November 5, 2022 from 5:30 p.m. Village of Wellington Page 10 Village Council Action Summary - Final September 21, 2022 to 9:00 p.m. at the Community Center. Planning: Business walk and talks begin on October 24, 2022 and will run through November 16, 2022. SHIP applications will begin being accepted beginning in October. The Affordable Housing Advisory Committee’s (AHAC) first meeting has been tentatively scheduled for November. Projects: Town Center: Construction is ongoing. Specifically, the contractor is working on getting the power completed for the initial phase parking area (FPL is there now) to get the lights turned on. Once power is completed (anticipated by Friday), we can schedule a final building inspection. Wrap is planned for the end of next week. Tennis: USTA family championships are scheduled at the end of October. Junior tournaments and junior team tennis continue. Public Safety/Emergency Management: On Tuesday, September 27, 2022 at 10:00 a.m., Village Emergency Management Officials in conjunction with South Florida Water Management District and Palm Beach County Fire Rescue will be hosting the "Community's Role in Flood Control" workshop. We invite local HOAs, Property Managers, and the public to join this FREE ZOOM seminar. Those interested in attending can join by going to the Village of Wellington's website. Palm Beach County Fire Rescue is hosting a community-wide CPR and Stop the Bleed Training. This course is FREE and will be held on October 7, 2022 from 6:00 p.m. to 8:00 p.m. at the Wellington Community Center. Those interested can register in-person or on-line. Starting next week, staff that has high interaction with the public will be Village of Wellington Page 11 Village Council Action Summary - Final September 21, 2022 trained by the Palm Beach County Behavioral Coalition on overdose prevention, recognition and response. The Tropics are active and the State of Florida, Palm Beach County, and Village staff are closely monitoring the developments of invest 98L. As of Wednesday afternoon, most ensembles show timing of the system around Cuba next Tuesday. However, there is greater disagreement on the track later in the forecast period. Currently, there is no threat to Florida over the next 5 days. The Village is preparing and ready should we seen any potential impacts next week. As we are in the peak months of Hurricane Season, it is a good reminder that September is National Preparedness Month. We encourage all residents that now is the time to review your family disaster plans and supplies. Check out the Village's Emergency Management page for official sources of information. Councilman McGovern stated the County’s ordinance has been adopted and it is in effect for Wellington since the Village did not opt out. He suggested that the Village sends out information on social media about this. 12. COUNCIL REPORTS COUNCILWOMAN SISKIND: Councilwoman Siskind presented the following report: Councilwoman Siskind stated the Education Foundation of Palm Beach County is having the Heroes for Education walk/run on October 29, 2022. Councilwoman Siskind congratulated the Parks and Recreation Department on their Facility Showcase Award by the Florida Parks and Recreation Association for Greenview Shores Park. She read an excerpt into the record. Councilwoman Siskind thanked Wellington Rotary Club and staff for the Peace Day ceremony. She stated it was a beautiful ceremony. COUNCILMAN MCGOVERN: Councilman McGovern presented the following report: Councilman McGovern thanked the Parks and Recreation staff for the Peace Day and 9/11 ceremonies. He stated both events were very meaningful and well attended. Councilman McGovern commented regarding an AT about fluoridation. There have been no issues. VICE MAYOR DRAHOS: Vice Mayor Drahos presented the following report: Vice Mayor Drahos referenced Mr. Barnes’ contract and asked if Council is interested in beginning discussions with Mr. Barnes earlier. He said he would like to have something in place prior to November. There was brief Council discussion regarding the contract and consensus for Councilman McGovern to negotiate Mr. Barnes’ contract. COUNCILMAN NAPOLEONE: Councilman Napoleone presented the following report: Councilman Napoleone stated he was sorry to miss the 9/11 Remembrance ceremony this year. He stated he went to New York and visited the memorial site. It was moving and impactful. Councilman Napoleone thanked PBCFR for showing Council the 100-foot bucket truck/ladder and for allowing him to bring some cub scouts to see the truck. He stated the Village is lucky to have the partnerships with PBCFR and PBSO. MAYOR GERWIG: Mayor Gerwig presented the following report: Mayor Gerwig stated she missed the 9/11 ceremony due to being sick. Mayor Gerwig stated the Fall Festival is October 15, 2022. Mayor Gerwig stated Bike to School day is October 12, 2022. Mayor Gerwig said she will miss the October 6, 2022 Agenda Review meeting. She will be out of state. Mayor Gerwig stated Jennifer Baker was presented the Community Service award by the Wellington Rotary Club. Mayor Gerwig provided an overview from the Florida League of Cities ’ Land Use Committee meeting. 13.
