CALL TO ORDER Mayor Gerwig called the meeting to order at 7:00 p.m. Council Members present: Anne Gerwig, Mayor; Michael Drahos, Vice Mayor; John T. PLEDGE OF ALLEGIANCE Cub Scout Pack 125 led the Pledge of Allegiance. 3. INVOCATION Pastor Peter Bartuska, Christ Community Church, delivered the invocation. 4. APPROVAL OF AGENDA Mr. Barnes indicated staff recommended approval of the Agenda as amended. 1. Move Consent Item 6K, Discussion of Reappointment of Code Compliance Special Magistrate Alan Zangen, Esq. to the Regular Agenda as Item 8E. A motion was made by Councilman Napoleone, seconded by Councilwoman Siskind, and unanimously passed (5-0), to approve the Agenda as amended. 5. PRESENTATIONS AND PROCLAMATIONS A. 22-5671 PRESENTATION HONORING SWAG STUDENT ACHIEVEMENTS Mr. Barnes introduced the item. Ms. Paulette Edwards provided a brief overview of the SWAG (Students Working to Achieve Greatness) program. Principal Cara Hayden introduced the SWAG student honorees of Wellington Community High School. Principal Edgecombe introduced the SWAG student honoree of Palm Beach Central High School. Village of Wellington Page 1 Village Council Action Summary - Final February 21, 2023 The students thanked the Village Council, the Crowned Pearls, the Boys & Girls Club, Ms. Edwards and her team. The Crowed Pearls of Wellington presented the students with a token of appreciation and the Village of Wellington presented the students with an award. Ms. Edwards acknowledged the Education Committee, the Boys & Girls Club and everyone that was in the audience on behalf of the students. The Village Council commended the students. B. 23-5713 PACK 125 ANNUAL PINEWOOD DERBY INVITATION Mr. Barnes introduced the item. Cub Scout Pack 125 thanked Council for their support and extended an invitation to Council to participate in the Pinewood Derby. The Derby will be held at 12:30 p.m. on March 4, 2023 at the Wellington Promenade. Members of the pack distributed the cars to Councilman Napoleone, Palm Beach County Sheriff's Office and Palm Beach County Fire Rescue. C. 23-5719 PRESENTATION OF THE SCHOOL ZONE TRAFFIC AND ENFORCEMENT OPERATIONS UPDATE Mr. Barnes introduced the item. Mr. Reinsvold, Village Engineer, provided a report regarding school traffic in Wellington, specifically at Binks Forest and Wellington Elementary Schools and Wellington Community High School. He reviewed four options and corresponding costs with the Village Council to address the issue. Mayor Gerwig inquired about Wellington Landings Middle School. Councilman Napoleone commented about the parking on the swales. PBSO Lieutenant Eli Shavitz spoke regarding a grant project. It was Council consensus to try Option 4. Lieutenant Shavitz briefly discussed the number of vehicles during drop off and pick up. Mayor Gerwig stated this is a dangerous situation. CONSENT AGENDA Mr. Barnes stated there were no comment cards received for the Consent Agenda. Mr. Barnes indicated staff recommended approval of the Consent Agenda as amended. A motion was made by Councilman Napoleone, seconded by Councilwoman Siskind, and unanimously passed (5-0), to approve the Consent Agenda as amended. Public Comment: Edward Singer spoke regarding small stop signs for golf carts and Equestrian Trails. He also spoke regarding parking and safety at the schools. Mayor Gerwig declared a Conflict of Interest, passed the gavel to Vice Mayor Drahos and left the dais. Mr. Reinsvold presented the item. A motion was made by Councilman Napoleone, seconded by Councilwoman Siskind, and unanimously passed (4-0; with Mayor Gerwig recused) for Authorization to Award A Contract to provide Engineering and Consulting Services for the C9 Canal Expansion Project. B. 23-5715 DISCUSSION REGARDING LETTER OF INTEREST FOR WELLINGTON GREEN PARK Mr. Barnes introduced the item. Mr. De La Vega presented the item and stated two letters of interests were drafted. He said staff is asking for direction. Mayor Gerwig inquired about the Project Lighthouse request. There was Council discussion regarding the letters and options. Public Comment: 1. Steve Traynor spoke regarding “Project Lighthouse” for the Wellington Green Park site. He read a statement into record. 2. Vice Mayor Drahos read the cards into the record of those who did not wish to speak but supports Project Lighthouse. It was Council consensus to delay the letters for 90 days. Mr. Barnes stated staff will provide information to Project Lighthouse. Village of Wellington Page 10 Village Council Action Summary - Final February 21, 2023 C. 23-5704 CODE COMPLIANCE LIEN REDUCTION FOR 12140 POLO CLUB RD AND THE DOG PARK SUBDIVISION Mr. Barnes introduced the item. Mr. Stillings presented this item and referenced the history of the two code compliance actions. Ms. Cohen briefly mentioned the fines. Mayor Gerwig asked if the corrections are in progress. Ms. Cohen referenced the court approved habitat management plan. Mr. Domb, representing the applicant, discussed compliance. Mayor Gerwig inquired about Big Blue. Mr. Domb discussed code compliance, appeals and fines. He responded to Council’s questions. There was discussion regarding Big Blue between Mr. Domb, Council and staff. A motion was made by Councilman Napoleone, seconded by Councilwoman Siskind, and passed (4-1; with Mayor Gerwig dissenting) to deny the Code Compliance Lien Reduction for 12140 Polo Club Rd and the Dog Park Subdivision. D. 23-5708 NEW APPLICANTS FOR ADVISORY BOARD AND COMMITTEE VACANCIES Ms. Addie provided a summary regarding the appointments. She indicated that a copy of the draft advertisement for the Affordable Housing Advisory Committee (AHAC) vacancies had been provided to the Village Council. Vice Mayor Drahos appointed Jeff Browning to the Architectural Review Board. A motion was made by Councilman McGovern, seconded by Councilman Napoleone, and unanimously passed (5-0), to approve the appointment of Maria Antuna as an At-Large member of the Architectural Review Board. E. 23-5722 DISCUSSION OF REAPPOINTMENT OF CODE COMPLIANCE SPECIAL MAGISTRATE ALAN ZANGEN, ESQ This item formerly Consent Agenda Item 8K. Mr. Stillings presented this item. Councilman McGovern stated he would like to speak with Mr. Zangen and asked that this be moved to the March meeting. Councilman McGovern stated the next boundary meeting at the school district will be held on March 29, 2023 due to changes that need to be advertised. He thanked Mr. Barnes for his work on this. Councilman McGovern asked that the COVID screening be taken down in the chambers. Mr. Barnes asked that the Agenda Review meetings be returned to Conference Rooms 1E/1F beginning with the March meetings. MAYOR GERWIG: Mayor Gerwig presented the following report: Mayor Gerwig thanked Palm Beach County Fire Rescue for the Fire Ops Class. Mayor Gerwig stated Civics 101 has a group of great students. Mr. Barnes stated he appreciated Council’s time coming out for the baseball opening and Vice Mayor Drahos throwing the opening pitch. He commented regarding Brew Fest. Mayor Gerwig stated BrewFest was very well done. Mayor Gerwig said she attended the Florida League of Cities Fast Fly-In to Washington, D.C. and referenced the flood maps and bonds. Mayor Gerwig stated the Wellington Cup/Great Charity Challenge was a great event. Mayor Gerwig stated Village Music’s 10-Year Anniversary event was amazing. Mr. Barnes responded regarding the traffic. Mayor Gerwig asked about the Wellington Historical Society (WHS) event. Ms. Cohen provided the information regarding the WHS Photo Scavenger Hunt. Persons can sign up for the event on the WHS website . She stated the grand finale event will be held this Saturday, February 25, 2023, from 2:00 p.m. until 5:00 p.m. on the promenade. Ms. Cohen spoke regarding the oral histories on the WHS website. 13.
