CALL TO ORDER Mayor Gerwig called the meeting to order at 2:03 p.m. Council Members in Attendance: Anne Gerwig, Mayor; John McGovern, Councilman; Michael Napoleone, Councilman and Tanya Siskind, Councilwoman. Council Members Absent: Michael Drahos, Vice Mayor. 2. PLEDGE OF ALLEGIANCE Mayor Gerwig led the Pledge of Allegiance. 3. WORKSHOP Mr. Barnes introduced the item. He stated that this was the Aquatics Facility Presentation. He mentioned that direction was provided to proceed with the initial phase of the study. He advised that this consists of the consideration for the location and the recommendations from the consultant that were provided at the last Council meeting. He noted that Ohlson Lavoie Corporation (OLC) and their team are present. He mentioned that this presentation will be similar to the last presentation with any updates that each Council member received in the one-on-one setting. 23-5792 AQUATICS COMPLEX DISCUSSION Sam Elsheikh, Architect/Ohlson Lavoie Corporation (OLC), presented a PowerPoint Presentation regarding the Wellington Aquatics Facility Site Selection. He discussed the Considered Sites. He mentioned the sites considered: Town Center, Wellington High School, and Village Park. Jeff Nodorft, P.E. Principal of Counsilman Hunsaker presented the Amenities. He discussed the model for the 50-Meter Competition pool. Mayor Gerwig commented on the depth and kick turn of the current competitive pool. Mr. Nodorft and Mr. Elsheikh responded to comments made by Mayor Gerwig. Mr. Nodorft continued with the presentation. He presented the Amenities and discussed the Diving Well, Multi-Purpose Pool, Recreational Pool, and the 50-Meter Competition Pool with Diving. Mayor Gerwig mentioned a one-on-one discussion she had regarding Village of Wellington Page 1 Village Council Workshop Action Summary - Final March 13, 2023 the swim and diving competitions taking place at the same time. She asked whether this could be done if the pools are separated and if this occurs. Mr. Nodorft responded to questions from Mayor Gerwig. Mayor Gerwig inquired on the water temperature. Mr. Nordorft responded to Mayor Gerwig's inquiry. He continued the presentation and discussed the elements for the 50-Meter Competition Pool with Diving. Mr. Elsheikh presented the Other Amenities and Master Plans. He discussed the Wellington Town Center option. He advised that parking would be an issue for this area. Mayor Gerwig inquired if the presentation was updated to show the current parking. Mr. Elsheikh and Mr. De La Vega responded to Mayor Gerwig's inquiry. Mr. Elsheikh advised that the pool would have to be closed for 18 to 24 months due to the current construction delays and lack of materials. Mayor Gerwig asked whether shared parking is being considered for the area. Mr. Elsheikh responded to a question from Mayor Gerwig. Mr. Elsheikh continued the presentation. He advised that the overall budget is $17,350,000 for the Town Center location option. He presented the Lake Front option. He advised that the existing pool could remain open during construction. Once construction is complete, the existing pool would need to be closed for construction. He stated that parking is a concern for this location. Mayor Gerwig asked Mr. Nordorft if the overhang would meet the need for shelter if there were lighting. Mr. Nordorft responded to a question from Mayor Gerwig. Councilman Napoleone inquired what is being done now. Mr. Juckett and Mr. Elsheikh responded to Councilman Napoleone's inquiry. Mr. Elsheikh responded to a question from Councilman Napoleone. He continued presenting the Lake Front option. Mayor Gerwig asked what is a vertex. Mr. Nordorft responded to a question from Mayor Gerwig. Mayor Gerwig commented on the noise factor for the neighbors. She inquired on the competition hours. Mr. Juckett responded to Mayor Gerwig's comment and inquiry. Councilman Napoleone commented on the concerns of a competition pool being placed against the Mayfair at Wellington and the Lake front. He said that these two things do not go together or connect the site. Mayor Gerwig commented on the neighborhood access to the location. She said that Council needs to think about who will be using the recreation pool. Mr. Elsheikh continued the presentation. He mentioned that the construction budget is $22,950,000 for this location. He stated the benefit of using this location. He presented the Village Park - 120th Ave location option. He advised that this area is currently being used as a storage for Public Works. He stated that this area fits very well as only 55% - 60% of the land would be used. The rest can be sodded and open field. Mayor Gerwig asked Mr. Barnes if Public Works could use the left over space for storage. Mr. Barnes responded from a size perspective it certainly can be used, however it is staff's recommendation that should this site be selected the remaining space be left as green space/open space. There was discussion regarding the remaining space. Councilman Napoleone asked if there is an alternate site for storage. Mr. Barnes responded to questions from Councilman Napoleone and Village of Wellington Page 3 Village Council Workshop Action Summary - Final March 13, 2023 Mayor Gerwig. Mr. Elsheikh discussed parking. Mayor Gerwig asked Mr. Elsheikh if bus parking was included in the previous plan. Mr. Elsheikh responded to a question from Mayor Gerwig. Mr. Elsheikh continued with the presentation. He responded to comments from Mayor Gerwig. Mayor Gerwig inquired on the consideration of air horns and whistles for polo located across the street. Mr. Barnes responded to Mayor Gerwig's inquiry. Mr. Elsheikh continued presenting and showed a 3D Aerial View of the recreation side of the pool. There was discussion regarding the open space use near the recreation pool and pool temperatures. Councilman McGovern asked where certified games are being held. Mr. Juckett and Mr. Barnes responded to a question from Councilman McGovern. Councilman McGovern inquired about the recommendation to do away with the pool chiller. Mr. Nordorft responded to Councilman McGovern's inquiry. Mayor Gerwig asked about the location cost. Mr. Elsheikh advised that the construction budget is $22,600,000 for this site. He noted the benefits of using the Village Park location. There were comments by Council regarding the benefits of using the Village Park location. Mr. Elsheikh continued and presented the Village Park Pierson Road location option. He advised that this area is workable. He said that he thinks that the 120th Ave is the right site location. He discussed shared parking and the concerns of traffic back-up off of Pierson Road. Mr. Elsheikh responded to comments made by Council. Mayor Gerwig asked Mr. Barnes what does a field cost and how many fields are there now. Mr. Barnes responded to questions from Mayor Gerwig. Mr. Elsheikh presented the Wellington High School location option. He mentioned what would fit on the site. He noted that access would need to be coordinated between the high school for service and delivery on the site. He stated that traffic would be another issue. There were comments by Council regarding the traffic and site access. Councilwoman Siskind stated that she was only interested in seeing a competition pool at this location. She would never recommend placing a recreational pool at the high school. Mr. Elsheikh said that the construction cost budget is $17,200,000 for this site. He presented the Split Option - High School and the Town Center Lake Front option and showed the site plan. There were comments by Council regarding the Split Options. Mr. Barnes and Mr. Elsheikh responded to comments made by Council. Mr. Elsheikh advised that the construction cost for Split Option 1 is $30,440,000. The cost is $23,300,000 for Split Option 2. There was discussion regarding the Split Options and parking. Mr. Barnes noted that he wants to make sure that people do not get the wrong perception. He stated that anything that the Village will do that is recreational, he would not refer to it as a resort style pool. This is what you would find at any public recreational style facility that is out there today. Mayor Gerwig inquired on which public recreational facility. Mr. Barnes responded to Mayor Gerwig's inquiry. Village of Wellington Page 5 Village Council Workshop Action Summary - Final March 13, 2023 Mayor Gerwig asked about the Palm Beach Gardens and North Palm Beach facilities. Mr. Barnes and Mr. Elsheikh responded to a question from Mayor Gerwig. Mayor Gerwig commented that she would like to see what the Palm Beach Gardens and North Palm Beach facilities look like. Mr. Barnes responded to comments made by Mayor Gerwig. Mr. Elsheikh showed a Chart comparing each location option. Mayor Gerwig asked Mr. Juckett if he looked at the added expenses to maintain this much. Mr. Juckett responded that the current budget is a little shy of $900,880.00. He estimates the cost of $1,300,000 to maintain a split site and all bodies of water. Mr. De La Vega stated that this does not take into account additional revenue the Village can generate within any facility to off-set some of the cost. Councilman Napoleone inquired about the summary chart. Mr. Barnes advised that Council can be provided a copy of the chart. Councilman Napoleone commented that OLC did a very nice job laying out the locations. Mr. Barnes advised that staff and OLC are looking to summarize the presentation that each Council member received during the one-on-one's with staff. Staff would like to bring forth the appropriate design scope for the pool facility at tomorrow night's Council meeting. He mentioned that Mr. Elsheikh has prepared proposals for any and all site options. Councilman McGovern inquired if there are any trends that the Village is not doing that the Village should be reviewing. Mr. Elsheikh and Mr. Nordorft responded to Councilman McGovern's inquiry. There was discussion regarding the trends and cost. Village of Wellington Page 6 Village Council Workshop Action Summary - Final March 13, 2023 Councilman McGovern commented that it is important that the option selected be close to cutting edge and last for 25 years. Councilman Napoleone commented that the option would need to be flexible going forward if changes are needed. Mayor Gerwig commented on the foundations. Mr. Barnes noted that there is a clear consensus not to use Field 1 in Village Park and the Wellington High School site for a joint dual facility. He advised that it is staff's recommendation against using the existing Town Center facility as it would be out of use for 18-24 months during construction. Councilman Napoleone commented that the 120th Ave location would be the best out of all. This is the one he would support. Councilwoman Siskind commented that the 120th Ave location has the biggest foot print and the most flexibility. She said that the Village should get everything that it wants if the Village is going to do this. This is something that the residents would expect. Councilman McGovern commented that he agrees. Mayor Gerwig commented that she has to say no because of the overall price. She thinks that the Village should use the original site and scale it down. She said that she is concerned with the spending. There were comments and discussion on the cost and the facility site location. Mr. Barnes asked Council if there were any additional comments on the sites remaining: Town Center Water Front and the Village Park 120th Ave site option. He responded to comments made by Council and discussed the next steps. Mayor Gerwig asked Mr. Barnes if staff recommends the Construction Management At Risk (CMAR) agreement over the design build. Mr. Barnes responded to a question from Mayor Gerwig. There was continued discussion between Council and staff regarding programming. 4.
