PRESENTATIONS AND PROCLAMATIONS A. 24-6605 LEGISLATIVE UPDATE BY DISTRICT 6 PALM BEACH COUNTY COMMISSIONER SARA BAXTER Mr. Barnes introduced the item. Sara Baxter, Palm Beach County District 6 Commissioner, introduced Kasey L. Denny, Palm Beach County Legislative Affairs Director, who presented a legislative update which included Palm Beach County requested projects that were funded, Annual Tax Package and bill highlights. Commissioner Sara Baxter, District 6, provided comments about county actions regarding some of the bills. The Village Council thanked Commissioner Baxter and Kasey Denny for attending. B. 24-6541 PRESENTATION OF THE FLORIDA LEAGUE OF MAYORS AND FLORIDA LEAGUE OF CITIES “IF I WERE ELECTED MAYOR” ESSAY CONTEST SECOND PLACE WINNER Mr. Barnes introduced the item. Ian Williams, Cultural Programs and Facilities, provided an overview of the contest and introduced Scott Dudley. Scott Dudley, Florida League of Cities, discussed the contest and read a brief excerpt of second place winner Marialucia Hernandez’s essay. He presented a plaque and $500 gift card to Marialucia Hernandez. The Village Council congratulated Marialucia Hernandez who gave brief comments. C. 24-6593 PALM BEACH COUNTY SHERIFF’S OFFICE DISTRICT 8 WELLINGTON FY24 ANNUAL REPORT PRESENTATION Mr. Barnes introduced the item. Captain Nichole Addazio, Palm Beach County Sheriff’s Office (PBSO), introduced Lieutenant Robert Humphrey, Vivian Fernandez, Criminal Intelligence Analyst, and Deputy Harold Harper, Crime Prevention Officer. She thanked Council for the opportunity and presented the District 8 Wellington FY 23 Annual Report. Captain Addazio responded to Council's questions. Council extended thanks to Captain Addazio and her team and commended her for the comprehensive report. Mr. Barnes introduced the item. Village of Wellington Page 3 Village Council Action Summary - Final July 16, 2024 Ms. Hall read each of the three Resolutions by title. Ms. Quickel stated she was presenting the preliminary proposed Fiscal Year 2025 Budget and TRIM overview. She said Wellington’s budget process starts with the Five Fundamentals: Neighborhood Renaissance, Economic Development, Protecting Our Investment, Responsive Government, and Respecting the Environment. She stated staff then developed the budget using insights and information from the 2024 Directions Workshop with the Village Council. Ms. Quickel informed Council that staff focused on safety and security, capital improvements, financial and strategic planning, economic outreach, quality of life, community investment, and inclusionary government. Ms. Quickel indicated staff is proposing no change to the ad valorem millage rate from this year and for it to remain at 2.47 mills. This is the average rate for the last sixteen years. She said staff recommends no change to the ACME non-ad valorem assessment of $255 per unit. Ms. Quickel indicated the TRIM rates for the Solid Waste Assessments were previously adopted on May 14, 2024 and were recommended at $310.00 per curbside unit and $230.00 per containerized unit. Ms. Quickel stated the Water & Wastewater average bill would increase monthly by approximately $7.47. Ms. Quickel stated the Saddle Trail Park Improvement District assessment, only for those properties within Saddle Trail that received these benefits, is $1,721 per acre. She said this is the ninth year of that fifteen (15) year term for that assessment. Ms. Quickel stated the rate is the same as last year. Ms. Quickel stated the proposed budget is $147.9 million, which is $10 million more than the current year budget of $137.7 million She said this $10 million increase is primarily due to two major utility projects. Detailed information will be presented at the upcoming Capital Projects workshop in August. Ms. Quickel stated that out of the proposed FY 2025 budget of $147.9 million, tax revenues provide approximately $29 million in revenues using the proposed 2.47 millage rate. This is the twelfth consecutive year of increased property values since 2013. The revenue value of each tenth of a mill is $1.2 million compared to $1.1 million for FY 2025. Ms. Quickel mentioned budget influences in regards to revenues. Village of Wellington Page 4 Village Council Action Summary - Final July 16, 2024 Ms. Quickel highlighted governmental sources including transfers and fund balance. She also referenced budget influences in regards to expenditures. Ms. Quickel discussed the budget changes in the Governmental Funds and Enterprise Funds. In addition, she stated Ad Valorem Tax revenue of $29.4 million represents 44% of General Fund revenues for FY 2025. For Capital Projects, the FY 2025 budget includes One-Time Governmental Projects at $4,250,000 million. The Ongoing Programs are $5,856,833 million and the Utility Projects are $15,760,791 million. Ms. Quickel explained what was included in each category. Ms. Quickel commented regarding the millage rate and future funding considerations. She said with the proposed 2.47 millage rate, the impact for a homesteaded property valued at $450,000, would be a $33.00 increase. For a property that is non-homesteaded, it will be a $111.00 increase. Ms. Quickel reviewed a sample tax bill and discussed what to expect in the 2025 Budget. She concluded the presentation with the budget calendar. She noted that staff is focused on public outreach to gain input from residents and stakeholders with multiple engagement options: the Budget Balancing Act and Taxpayer Receipt, Budget Challenge Online Survey, Flash Vote, social media and Wellington’s website. The simulation is active from July 8, 2024 to August 21, 2024. She stated the budget and capital workshop is scheduled for Monday, August 12, 2024. Ms. Quickel indicated that staff would receive the Florida Department of Revenue, Office of Tax Research, Municipal Revenue estimates in late July and will make the necessary budget adjustments based on this information. She acknowledged Christine Wadleigh and Rubi Cabret who helped to put the budget together. The Village Council gave comments and asked questions regarding the millage rate and budget. Ms. Quickel answered Council’s questions. Mayor Napoleone reiterated that there are opportunities for residents to provide their input regarding the budget. E. 24-6583 RESOLUTION NO. R2024-26 (FY 2023/2024 MID-YEAR BUDGET AMENDMENT) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL AMENDING THE FISCAL YEAR 2023/2024 GENERAL FUND, ACME FUND, PROFESSIONAL CENTRE FUND, AND ROAD IMPACT CAPITAL FUND BUDGETS; REALLOCATING UTILITIES CAPITAL PROJECT BUDGETS; AND PROVIDING AN EFFECTIVE DATE. He stated the Florida League of Cities’ 98th Annual Conference would be held August 15, 2024 to August 17, 2024, in Hollywood, FL. After discussion, Council directed the Village Manager to inquire about whether Mr. Radcliffe can be designated since he is Chair of the Palm Beach County League of Cities. Mr. Barnes will discuss this with Mr. Radcliffe and email the response to Council. B. 24-6563 AUTHORIZATION TO EXECUTE A GUARANTEED MAXIMUM PRICE (GMP) AMENDMENT FOR WELLINGTON COMMUNITY PARK FACILITY RENOVATION PROJECT This Item formerly Item 6F. Mr. Barnes introduced the item and provided an update regarding the donation agreements. In addition, he explained what Council is approving tonight. Mr. De La Vega stated this is a two-step authorization. He discussed the Burkhardt Construction and Wynn and Sons’ contracts. Mr. De La Vega reviewed the project and showed Council the conceptual site plan. Mayor Napoleone inquired about the committed funds from Southfields. Mr. Barnes responded to Mayor Napoleone’s questions. Mr. Barnes summarized his last discussion with Mr. Ganzi. There was further discussion between the Village Council, Mr. Barnes and Ms. Cohen regarding the amendment. C. 24-6628 AUTHORIZATION TO AWARD A PROFESSIONAL DESIGN SERVICES TASK ORDER TO SIMMONS AND WHITE This Item added to the Agenda. Mr. Barnes introduced the item. Jonathan Reinsvold, Village Engineer, presented this item. There was discussion between the Village Council, Mr. Barnes, Mr. De La Vega and Ms. Barr regarding the signal and the timeline for construction. Patricia M. Barr, P.E., Senior Traffic Engineer/Simmons and White, explained the process for the signal. She stated it would take approximately 6 months from next month for the signal to be completed. A motion was made by Vice Mayor McGovern, seconded by Councilwoman Silvestri, and unanimously passed (5-0) for Authorization to Award A Professional Design Services Task Order to Simmons and White. 9. Ms. Gustafson-Barr introduced Mr. Trias who conducted a presentation regarding 120th Avenue South and Vision Zero. Village of Wellington Page 12 Village Council Action Summary - Final July 16, 2024 Mr. Reinsvold stated the final Vision Zero Action Plan will be brought to Council next month for approval. The Village Council and Mr. Barnes gave brief comments regarding Vision Zero. Ms. Gustafson-Barr commented that certain corridors need to be reviewed prior to development. Ms. Cohen reiterated that Council could not make any commitments because they are in the middle of a Quasi-Judicial proceeding on a development application for that area. The Village Council provided comment regarding the corridor. 10. ATTORNEY'S REPORT MS. COHEN: Ms. Cohen presented the following report: Ms. Cohen stated she had no report. 11. MANAGER'S REPORT MR. BARNES: Mr. Barnes presented the following report: Mr. Barnes stated he attended a meeting at the VillageWalk HOA regarding their concerns with an FDOT project. Mr. Barnes provide a brief update regarding short term rentals. He stated the Village is working with PBSO. Mr. Barnes spoke regarding the Alternative Mobility Funding Systems Bill passed in this recent legislative session. Mr. Barnes clarified that the Village Council had not remanded the Canter Project to the Equestrian Preserve Committee (EPC) for consideration. There was discussion regarding what the EPC or other advisory boards and committees would review in the future. 12. COUNCIL REPORTS VICE MAYOR MCGOVERN: Vice Mayor McGovern presented the following report: Vice Mayor McGovern wished everyone a happy and enjoyable summer. Village of Wellington Page 13 Village Council Action Summary - Final July 16, 2024 Vice Mayor McGovern referenced the board applications received for the Construction Board. Councilwoman Siskind stated she would appoint Vijay Mishra to the Construction Board. Vice Mayor McGovern stated he hopes residents will attend the Back-to-School “Party in the Park” event on Friday, August 2, 2024 from 5:00 pm to 8:00 pm, at the Wellington Amphitheater. He thanked Christ Fellowship, Joe DiMaggio Children’s Health Specialty Center and the Christopher Aguirre Memorial Foundation for their sponsorship and support of the event. Vice Mayor McGovern thanked Mrs. De La Vega, Principal of Panther Run, for her years of service to Panther Run Elementary and congratulated her on her promotion. COUNCILWOMAN ANTUÑA: Councilwoman Antuña presented the following report: Councilwoman Antuña thanked all of the staff at the Village for their work on the budget. Councilwoman Antuña asked to review the application for the Construction Board referenced by Vice Mayor McGovern. Councilwoman Antuña stated she would be happy to attend the Back to School event and commented that date is her birthday. COUNCILWOMAN SILVESTRI: Councilwoman Silvestri presented the following report: Councilwoman Silvestri waived comment. COUNCILWOMAN SISKIND: Councilwoman Siskind presented the following report: Councilwoman Siskind stated she is on the Board of the Education Foundation of Palm Beach County and extended an invitation to Council to attend the “Toast to Teachers” event at 11:00 am on August 2, 2024 at the Wellington Green Mall.
