This workshop will be Iive streamed, recorded and posted to the Village website for viewing. Village Council Workshop Action Summary - Final August 9, 2024 1. CALL TO ORDER Mayor Napoleone called the meeting to order at 3:00 p.m. Council members in Attendance: Michael J. Napoleone, Mayor; John T. McGovern, Vice Mayor; Tanya Siskind, Councilwoman; Maria Antuña, Councilwoman; and Amanda Silvestri, Councilwoman. 2. PLEDGE OF ALLEGIANCE 3. BUDGET WORKSHOP Mr. Barnes introduced the item. He stated that this was the Budget Workshop and Ms. Quickel would begin the workshop presentation. Ms. Quickel said that this is the overall Governmental Improvement Plan. She discussed the Capital Projects & Programs FY 2025 Funding. She said that the Village has almost $15.8 million budgeted for Utility Projects and Ms. Panse will present this shortly. She said that there is $6.7 million for One Time Projects and $3.5 million for Ongoing Programs. Ms. Quickel noted that the Capital Improvement with Utilities included is $26 million for FY 2025. She mentioned that as part of our planning, staff looks ahead an additional five (5) years, therefore FY 2026 - FY 2029. These numbers are not in stone but it is long-range planning. She said that they are looking at almost $76 million for FY 2026-2029 for a total Capital Improvement Plan (CIP) of almost $102 million. She noted that some of the information is used for grant application information and studies that the Village does. Mayor Napoleone asked what was last year's budget. Ms. Wadleigh stated it was $23 million for FY2024. Ms. Quickel presented the FY 2025 Proposed Utilities Five-Year CIP. She noted that the additional years for FY 2026 is $46.4 million and Ms. Panse will go through this in more detail. A. UTILITIES CAPITAL OUTLAY INFORMATION Ms. Panse briefly reviewed the Projects Completed and Projects in Progress. Mayor Napoleone asked Ms. Panse to explain the Anaerobic Selector project. Ms. Panse answered a question from Mayor Napoleone. Mayor Napoleone commented that staff would review the project quickly as the Council is not actually approving to spend any money right now; there will be a much more indepth presentation to the what, why and where of the amounts. Ms. Panse responded to Mayor Napoleone's comment. She continued and discussed the 2025 Fiscal Year Projects - Water Treatment. Mayor Napoleone asked Ms. Panse to explain the function of a membrane plant. Ms. Panse answered a question from Mayor Napoleone. She continued and discussed the Water Repump and Storage, Force Main Wastewater System, and Wastewater Treatment. Vice Mayor McGovern asked about the 2025 Projects totaling $900,000 but the presentation says $1.5 million. He asked if there are small things that account for the other $150,000. Ms. Panse responded to questions from Vice Mayor McGovern. She discussed the Water Supply Improvements, Technology, General Facilities, Gracity Wastewater Collection, Reuse Facilities. She highlighted the overall review of the FY 2025 Proposed Utilities Five-Year CIP. Mayor Napoleone asked Ms. Panse to explain what it means to rest your well during the low season. Ms. Panse answered a question from Mayor Napoleone. She continued and discussed the Funding and CIP Plan Goals. Mayor Napoleone asked if these were the priority projects this year. Ms. Panse answered a question from Mayor Napoleone. There was discussion regarding the projects and finances of utilities. Councilwoman Antuña expressed her concerns regarding the repairs. She asked if anything new has been added. Ms. Panse responded to Councilwoman Antuña's comment and question. Ms. Panse answered a question from Vice Mayor McGovern. There was discussion regarding the meters. B. GOVERNMENTAL CAPITAL OUTLAY INFORMATION Ms. Quickel spoke regarding the FY 2025 Proposed Governmental CIP - Ongoing Programs and Projects. She mentioned the proposed one-time projects which is $6.8 million dollars. She said that this is a change from what was previously presented at the July 16, 2024 meeting for the approval of TRIM. Mr. Reinsvold spoke regarding the Acme Renewal & Replacement Program. Mayor Napoleone commented about the resiliency funds. Mr. Reinsvold responded to Mayor Napoleone's comment. He continued and spoke regarding Acme Renewal & Replacement. Mayor Napoleone commented on the pump station. Mr. Reinsvold responded to Mayor Napoleone's comment. Councilwoman Antuña asked if the C-9 Canal is part of the interior part of Paddock Park I. Mr. Reinsvold answered a question from Councilwoman Antuña. There was discussion regarding work being done in the interior part of Paddock Park I and dump truck speeding. Mr. Reinsvold spoke regarding Pump Station #2 Rehabilitation, Neighborhood Pipe Lining, Wellington Environmental Preserve Expansion, and Tennis Center Expansion. Mr. Wagner showed the Council a sample pipe liner. Ms. Quickel said staff has just been notified that the Village received a grant from FRDAP for $250,000 to go towards the tennis courts. Mr. Reinsvold continued and reviewed the Lake Worth Road & 120th Village of Wellington Page 3 Village Council Workshop Action Summary - Final August 9, 2024 Avenue Intersection. Councilwoman Silvestri asked about the five (5) leg roundabout on 40th street. Vice Mayor McGovern asked how would 40th Street be woven into the intersection without the five (5) leg roundabout. Councilwoman Silvestri asked about the traffic utilization on 40th Street. Vice Mayor McGovern asked why is 125th Street being brought up. Mayor Napoleone asked if there is another way to gain access from 40th Street to Lake Worth Road. Vice Mayor McGovern inquired about the cost. Councilwoman Silvestri said that she would like to see a plan to compare. She asked if this would be something that the Equestrian Preserve Committee would look at since 40th Street would affect them. Vice Mayor McGovern asked if the Palm Beach County School District is still on board for the traffic light. He asked if the Keely Spinelli Grants are still in the budget and fully funded. Vice Mayor McGovern asked about the carry forward versus the developer contributions. Mr. Reinsvold, Ms. Quickel and Mr. Barnes responded to Council's questions regarding the Governmental Capital Outlay. Councilwoman Siskind asked about the $2 million roundabout verses the $4 million roundabout. There was discussion regarding the roundabout and traffic on 40th Street. Ms. Quickel continued her presentation. She discussed the FY 2025 CIP Development. Mayor Napoleone asked what is being deferred and what improvements are not going to be completed. Ms. Quickel and Mr. Barnes responded to questions from Mayor Napoleone. Ms. Quickel discussed the Projects in Progress, Grants and Project Timelines. Councilwoman Siskind inquired about the additional courts. Mr. Barnes answered a question from Councilwoman Siskind. Ms. Quickel provided the upcoming budget hearings/adoption schedule. Vice Mayor McGovern asked about the items coming out of the budget. Ms. Quickel and Mr. Barnes answered questions from Vice Mayor McGovern. Councilwoman Silvestri asked when would Wellington Trace to Big Blue on Paddock be completed. Mr. Reinsvold answered a question from Councilwoman Silvestri. Councilwoman Silvestri asked about trees for shade near the gate where the parents wait for their children. Mr. Reinsvold answered a question from Councilwoman Silvestri. 4. CLOSING COMMENTS None. 5.
