Mayor Napoleone called for a Moment of Silence for Fred Pinto, Mayor of Royal Palm Beach; and Cynthia Gardner, who both passed away recently. 2. PLEDGE OF ALLEGIANCE Mayor Napoleone led the Pledge of Allegiance. 3. INVOCATION Father Steven Thomas, Retired Rector of St. David’s in the Pines Episcopal Church, delivered the invocation. 4. APPROVAL OF AGENDA Ms. Quickel indicated staff recommended approval of the Agenda as presented. A motion was made by Vice Mayor McGovern, seconded by Councilwoman Siskind, and unanimously passed (5-0), to approve the Agenda as presented. 5. PRESENTATIONS AND PROCLAMATIONS A. 24-6726 PRESENTATION OF A PROCLAMATION RECOGNIZING HISPANIC HERITAGE MONTH Ms. Quickel introduced this item. Sara Baxter, Palm Beach County Commissioner/District 6, attended the meeting to present Councilwoman Antuña with a proclamation recognizing September 19, 2024 as “Maria Antuña Day”. Ms. Hall read the Village of Wellington’s proclamation recognizing Village of Wellington Page 1 Village Council Action Summary - Final September 19, 2024 Hispanic Heritage Month. Councilwoman Antuña expressed her gratefulness for the proclamations and support. The Village Council gave comments. B. 24-6720 WELLINGTON ROTARY CLUB RUCK MARCH EVENT PRESENTATION Ms. Quickel introduced this item. George Kinoshita, Wellington Rotary Club Representative, spoke regarding the Ruck March Event and invited Council to attend. The Village Council gave comments. 6. CONSENT AGENDA Ms. Cohen stated there was one speaker for an item on the Consent Agenda. Public Comment: 1. Chuck Edgar, on behalf of the Wellington Historical Society, thanked the Village Council for their approval of the agreement on tonight ’s agenda. 2. Stephen Levin spoke regarding the 2nd Annual Western Ride that will be held on Sunday, October 13, 2024 and invited Council to participate. Ms. Quickel indicated staff recommended approval of the Consent Agenda as presented. A motion was made by Councilwoman Siskind, seconded by Vice Mayor McGovern, and unanimously passed (5-0), to approve the Consent Agenda as presented. Ms. Quickel introduced this item. Village of Wellington Page 5 Village Council Action Summary - Final September 19, 2024 Ms. Hall read the Resolutions by title. Ms. Quickel indicated this is the second Public Hearing on the tentative millage and budget adoption for the Fiscal Year (FY) 2025 budget. She said Wellington’s budget process focuses on the Five Fundamentals: Neighborhood Renaissance, Economic Development, Protecting Our Investment, Responsive Government, and Respecting the Environment . She stated staff then developed the budget using insights and information from the 2024 Directions Workshop with the Village Council. Ms. Quickel informed Council that staff focused on safety and security, capital improvements, financial and strategic planning, economic outreach, quality of life, community investment, and inclusionary government. Ms. Quickel stated the FY 2025 Proposed Budget is $148 million, which is $10.3 million more than the current year budget of $137.7 million. She said this $10.3 million increase is primarily due to two major utility capital projects. She stated the proposed FY 2025 millage rate is 2.47 mills which has not changed from the current fiscal year. Ms. Quickel highlighted the proposed rates and assessments. She discussed the budget influences - revenues. Ms. Quickel discussed the General Fund and the FY 2025 Revenue Budget and Expenditures - All Funds. In addition, she provided the FY 2025 budget adoption highlights. Ms. Quickel spoke about the expenditure budget influences and the FY 2024-2025 Budget Objectives. She stated there is a range of tax impacts on various assessed values for both homesteaded and non-homesteaded properties. She referenced TRIM values and sample properties. She explained that 18% of the total tax bill goes to Wellington. She highlighted Spending versus Property Tax and What Residents’ Taxes Buy for the General Fund. Ms. Quickel discussed the FY 2025 Final Budget Adoption and the FY 2024-2025 Budget Objectives. Ms. Quickel acknowledged the Village Council, Mr. Barnes, Mr. De La Vega, Ms. Christine Wadleigh, Ms. Ana Acevedo, Ms. Rubi Cabret and the departments for their work on the budget. Ms. Quickel referenced the new interactive Capital Projects dashboard that will be on the Village's website. Public Hearing A motion was made by Vice Mayor McGovern, seconded by Councilwoman Siskind, and unanimously passed (5-0), to open Village of Wellington Page 6 Village Council Action Summary - Final September 19, 2024 the Public Hearing. There being no public comments, a motion was made by Vice Mayor McGovern, seconded by Councilwoman Siskind, and unanimously passed (5-0), to close the Public Hearing. The Village Council gave comments and commended Ms. Quickel and her team for their work and effort on the budget. Ms. Quickel read the mandatory budget language into the record. A motion was made by Vice Mayor McGovern, seconded by Councilwoman Siskind, and unanimously passed (5-0), to approve Resolution No. R2024-50 (Millage Rate) adopting the tax levy and millage rate for the Village of Wellington for the fiscal year commencing October 1, 2024 at 2.47 mills. A motion was made by Vice Mayor McGovern, seconded by Councilwoman Siskind, and unanimously passed (5-0), to approve Resolution No. R2024-51 (Wellington Budget) adopting the budget for the Village of Wellington for FY 2024/2025. 8. REGULAR AGENDA There were no Regular Agenda Items. 9. PUBLIC FORUM A. 24-6727 PUBLIC FORUM REQUEST – YVETTE AVILA Ms. Yvette Avila was not present to speak. 10. ATTORNEY'S REPORT MS. COHEN: Ms. Cohen presented the following report: Ms. Cohen introduced and entered the Council Procedures into the record. She asked that the Village Clerk attach the procedures to the minutes of this meeting. Ms. Cohen indicated the item will be included on the October 8, 2024 Village Council agenda. Vice Mayor McGovern asked if the procedures include the changes discussed at the September 16, 2024 Workshop Meeting. Village of Wellington Page 7 Village Council Action Summary - Final September 19, 2024 Ms. Cohen stated the changes are included. Mayor Napoleone stated this is the document that details how the Council will run their meetings and will be available on the website for review. Ms. Cohen stated she sent Council an email outlining the status of the foreclosure in the 130 Violations Case. Ms. Cohen stated a letter was sent on August 22, 2024 to residents of Little Ranches who abut the 80’ drainage easement, asking them to send back a form to the Village on whether they agree to accept a quit claim deed for the parcels and whether they would execute a Hold Harmless Agreement. Ms. Cohen stated she placed a memo in Council Offices regarding the Form 6 Litigation. Ms. Cohen stated the Village received surplus funds as a result of a foreclosure action. 11. MANAGER'S REPORT MS. QUICKEL: Ms. Quickel presented the following report: The Next Council Meeting will be held on October 8, 2024. A Village Council Workshop Meeting will be held on September 24, 2024. Ms. Quickel stated that the Second Annual “Hispanic Heritage Month Event” will be held tomorrow, September 20, 2024, at the Wellington Amphitheater from 5:00 pm to 10:00 pm. Ms. Quickel informed Council that the Annual Wellington Rotary Peace Pole Ceremony will be held on Sunday, September 22, 2024 from 3:00 pm to 4:00 pm at Rotary Peace Park. 12. COUNCIL REPORTS COUNCILWOMAN ANTUÑA: Councilwoman Antuña presented the following report: Councilwoman Antuña thanked everyone and Palm Beach County for the proclamation and gave comments. She expressed that it is an honor and she is grateful for the support. She commended everyone who organized the event and Mr. De La Vega who emceed the event. COUNCILWOMAN SILVESTRI: Councilwoman Silvestri presented the following report: Councilwoman Silvestri stated she is excited about “Maria Antuña Day” and congratulated Councilwoman Antuña. COUNCILWOMAN SISKIND: Councilwoman Siskind presented the following report: Councilwoman Siskind congratulated Councilwoman Antuña and stated she is excited to serve with her and Councilwoman Silvestri on the first majority women Council. VICE MAYOR MCGOVERN: Vice Mayor McGovern presented the following report: Vice Mayor McGovern stated there are six women on the dais and it is exciting and the Village has come a long way. Vice Mayor McGovern commended Councilwoman Antuña and stated this is a well-deserved honor and Council is excited to celebrate with her. Vice Mayor McGovern provided comments about the Hispanic Leadership Forum and stated he is glad the Village brought this event forward. He felt this was important for the students who attended to hear about different pathways to success. He said it was inspirational. Vice Mayor McGovern referenced his Tree Board appointment and other Advisory Board and Committee appointments. Vice Mayor McGovern presented butterflies that were made by the Literacy AmeriCorps for the upcoming Read for the Record. He stated the Village of Wellington has won in the “Large Municipality” category multiple years in a row. MAYOR NAPOLEONE: Mayor Napoleone presented the following report: Mayor Napoleone stated Read for the Record is October 24, 2024. This year’s book selection is Piper Chen Sings by Grammy winner and Village of Wellington Page 9 Village Council Action Summary - Final September 19, 2024 Tony-nominated actress Phillipa Soo, Maris Pasquale Doran and illustrated by Qin Leng. He stated this is the Village’s eighth year participating in Read for the Record. Mayor Napoleone also mentioned that the Read Together Palm Beach County 2024 Book is Remarkably Bright Creatures written by Shelby Van Pelt. 13.
