CALL TO ORDER Mayor Napoleone called the meeting to order at 7:00 p.m. Council Members present: Michael J. Napoleone, Mayor; John T. PLEDGE OF ALLEGIANCE Girl Scout Troop 24236 led the Pledge of Allegiance. 3. INVOCATION Rabbi Stephen Pinsky, Temple Beth Torah, delivered the invocation. 4. APPROVAL OF AGENDA Mr. Barnes indicated staff recommended approval of the Agenda as presented. A motion was made by Councilwoman Siskind, seconded by Councilwoman Silvestri, and unanimously passed (5-0), to approve the Agenda as presented. 5. PRESENTATIONS AND PROCLAMATIONS A. 24-6763 FISCAL YEAR 2025 KEELY SPINELLI GRANT AWARDS Mr. Barnes introduced this item. Ian Williams, Cultural Programs Coordinator, spoke briefly regarding the Keely Spinelli grant awards that had been utilized by the schools. Michael Burke, Palm Beach County Schools Superintendent, acknowledged Ed Tierney and Valerie Zuloaga-Haines, Regional Superintendents, and thanked the principals and the Village for their partnership. Village of Wellington Page 1 Village Council Action Summary - Final November 12, 2024 Marcia Andrews, Palm Beach County School Board Member/District 6, thanked the Council, Village and staff on behalf of the entire School Board. She stated she sees the Keely Spinelli Grant working every day in all of the Wellington schools. Ms. Andrews thanked Council for their support of education. Ian Williams introduced Reginald Myers, Palm Beach Central High School Principal, who provided background information regarding Mr . Willow Louis, 11th Grade Assistant Principal of Palm Beach Central High School. Ms. Hall read the proclamation into record presented to Mr. Louis from the Village of Wellington for the Salute to Service Parade. James Smith, Parks and Recreation, presented the trophy to Palm Beach Central High School for winning the 2nd Annual Food Collection Challenge. Council provided comments regarding the Keely Spinelli grants and commended the principals for how they utilize the grants. They also recognized and thanked the Education Committee. 6. CONSENT AGENDA Mr. Barnes indicated staff recommended approval of the Consent Agenda as presented. Vice Mayor McGovern asked Mr. Stillings to explain the change regarding animal noise. There was further discussion between the Village Council, Mr. Barnes, Ms. Cohen and Mr. Stillings regarding the addition of language for animal noise, fireworks, enforcement and the code. A motion was made by Councilwoman Siskind, seconded by Councilwoman Silvestri, and unanimously passed (5-0) to approve Ordinance No. 2024-15 (Noise Standards) as presented on second reading. Mayor Napoleone commented regarding the genesis of this and stated staff is adding additional teeth to the rules the Village has and spoke regarding the complaint system. Councilwoman Antuña asked how the issue is communicated to the owner. Mr. Stillings explained the system and how the hotline works. There was discussion about the permit process and the complaint system. Vice Mayor McGovern inquired about the timeline for the Supreme Court. Ms. Cohen provided an update regarding the 130 Violations matter and the Dog Park matter. 11. MANAGER'S REPORT MR. BARNES: Mr. Barnes presented the following report: The Next Council Meeting will be held on December 10, 2024. Mr. Barnes stated the Ribbon Cutting for the Pickleball courts will be held on Thursday at 11:00 a.m. at Greenbriar Park. 12. COUNCIL REPORTS COUNCILWOMAN SILVESTRI: Councilwoman Silvestri presented the following report: Councilwoman Silvestri stated Ian Williams did an amazing job putting the tour together for the Girl Scouts. COUNCILWOMAN SISKIND: Councilwoman Siskind presented the following report: Councilwoman Siskind wished everyone a Happy Thanksgiving. COUNCILWOMAN ANTUÑA: Councilwoman Antuña presented the following report: Councilwoman Antuña stated all of the events have been phenomenal and successful. She commended and thanked PBSO and PBCFR for the awesome job they do. VICE MAYOR MCGOVERN: Vice Mayor McGovern presented the following report: Vice Mayor McGovern wished everyone a Happy Thanksgiving. Vice Mayor McGovern stated the Veteran’s Day parade and ceremony was very nice. MAYOR NAPOLEONE: Mayor Napoleone presented the following Village of Wellington Page 10 Village Council Action Summary - Final November 12, 2024 report: Mayor Napoleone echoed appreciation to staff for the Veteran ’s Day ceremony. Mayor Napoleone congratulated PBSO on their Charlotte Hans Softball Tournament. It was a great event. Mayor Napoleone commended the Wellington Rotary Club on their first Ruck March Event. Mayor Napoleone congratulated newly elected county and state officials. 13.
