PLEDGE OF ALLEGIANCE Wellington Landings Middle School Speech and Debate Team led the Pledge of Allegiance. 3. INVOCATION Deacon Al Payne, St. Therese de Lisieux Catholic Church, delivered the invocation. At this time, Mayor Napoleone conducted a Moment of Silence for Toshimi Janiga, Wellington resident and longtime area educator. 4. APPROVAL OF AGENDA Mr. Barnes indicated staff recommended approval of the Agenda as amended. 1. Move Item 6B, Presentation by Wellington Rotary Club of the Ruck March and Holiday Food Drive Results, to the January 14, 2025 Village Council Meeting. 2. Add Legislative Update by Coker Consulting, LLC and Screven Watson & Associates, LLC to Presentations and Proclamations as Item 6B. 3. Move Item 7O, Resolution No. R2024-62 Agreement For Decorative Clock At Wellington Town Center, to the Regular Agenda as Item 9A. Move Item 7F, Authorization To Award A Task Order to the University of South Florida, Florida Institute of Government for a Strategic Planning Process, to the Regular Agenda as Item 9B. A motion was made by Vice Mayor McGovern, seconded by Councilwoman Silvestri, and unanimously passed (5-0), to approve the Agenda as amended. 5. CONSIDERATION OF EXTENDED TIME REQUESTS BY INTERESTED PARTIES FOR QUASI-JUDICIAL HEARINGS, IF ANY There were no requests to consider. 6. PRESENTATIONS AND PROCLAMATIONS A. 24-6894 RECOGNITION OF WELLINGTON’S YOUTH COUNCIL Mr. Barnes introduced this item. James Smith, Parks and Recreation Department, spoke briefly regarding the Wellington Youth Council. Joel Vincent, Youth Council Mayor, provided his background information and spoke about the Wellington Youth Council. The Village Council provided comments regarding the Youth Council. B. 24-6893 PRESENTATION BY WELLINGTON ROTARY CLUB OF THE RUCK MARCH AND HOLIDAY FOOD DRIVE RESULTS This Item was moved to the January 14, 2025 Village Council Meeting. B. PRESENTATION BY COKER CONSULTING, LLC AND SCREVEN WATSON & ASSOCIATES, LLC This Item added to the Agenda. Mr. Barnes introduced this item and stated Coker Consulting, LLC and Screven Watson & Associates, LLC are present via Zoom. Chris Coker, Coker Consulting, LLC, acknowledged the Village Council and Village Manager and thanked them for the opportunity to represent the community. Village of Wellington Page 2 Village Council Action Summary - Final December 10, 2024 Screven Watson, Screven Watson & Associates, LLC, provided background information about his experience and stated they represent the Village with a team approach. He stated the Legislative Session is approaching in January 2025. Mr. Watson provided an overview regarding the legislative session process and their roles regarding lobbying on behalf of Wellington during session. Mr. Coker addressed the appropriations process. The Village Council asked questions regarding appropriations, upcoming bill topics, tornado damage, cellphone emergency notifications, insurance. Mr. Coker and Mr. Watson responded to Council’s questions. 7. CONSENT AGENDA Mr. Barnes indicated staff recommended approval of the Consent Agenda as amended. A motion was made by Councilwoman Siskind, seconded by Councilwoman Silvestri, and unanimously passed (5-0), to approve the Consent Agenda as amended. Mr. Stillings discussed the software the Village uses to track the rental listings and/or information. He mentioned the complaint hotline. Mayor Napoleone asked if there were any public comments or changes since first reading. Mr. Stillings stated there were no comments or changes since first reading. Village of Wellington Page 8 Village Council Action Summary - Final December 10, 2024 Ms. Cohen stated this is a renewal of the Village’s electric franchise agreement and highlighted the changes to the agreement. She said staff recommends approval. Mayor Napoleone asked if the Village used outside counsel. Ms. Cohen stated outside counsel was utilized. Public Hearing A motion was made by Councilwoman Siskind, seconded by Vice Mayor McGovern, and unanimously passed (5-0) to open the public hearing. There was further discussion regarding the terms of the agreement and pole attachment agreements. D. 24-6864 ORDINANCE NO. 2024-25 (ANIMALS IN PARKS) AN ORDINANCE OF WELLINGTON, FLORIDA’S COUNCIL AMENDING CHAPTER 14, ARTICLE III, DIVISION 1, SECTION 14-18 (WILDLIFE) OF THE CODE OF ORDINANCES TO CLARIFY THAT LEASHED DOGS ARE ALLOWED IN CERTAIN WELLINGTON PARKS; PROVIDING A CONFLICTS CLAUSE; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. Mr. Barnes introduced the item. Ms. Hall read the Ordinance by title. Ms. Cohen stated this is to align the Village’s code with its current practice. She explained the areas where dogs would be permitted and said there will be signage where the dogs are not permitted. Service animals are always permitted and that language is clarified in the ordinance. There was brief discussion regarding the ordinance language. REGULAR AGENDA A. 24-6857 RESOLUTION NO. R2024-62 (AGREEMENT FOR DECORATIVE CLOCK AT WELLINGTON TOWN CENTER) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL APPROVING AND AUTHORIZING THE MAYOR AND VILLAGE CLERK TO EXECUTE THE AGREEMENT FOR DONATION, INSTALLATION, AND MAINTENANCE OF DECORATIVE CLOCK AT WELLINGTON TOWN CENTER WITH ROTARY CLUB OF WELLINGTON, INC. AND PROVIDING AN EFFECTIVE DATE. This Item formerly Consent Agenda Item 7O. Mr. Barnes introduced this item. Councilwoman Antuña stated she has a Conflict of Interest and needs to recuse herself because she is a member of the Rotary Club. Councilwoman Antuña left the dais. Mr. Barnes discussed the agreement. B. 24-6896 AUTHORIZATION TO AWARD A TASK ORDER TO THE UNIVERSITY OF SOUTH FLORIDA, FLORIDA INSTITUTE OF GOVERNMENT FOR A STRATEGIC PLANNING PROCESS Councilwoman Antuña returned to the dais. This Item formerly Consent Agenda Item 7F. Mr. Barnes introduced this item. Mr. Stillings presented this item. There was discussion regarding the contract and if there were any penalties, the upcoming meeting in January, and what would be the cost if council decides they do not want to proceed. Mr. Barnes stated staff will obtain the breakdown of costs for each task and said the Village only pays for services after they are rendered. There was further discussion regarding how the community outreach would be achieved. Mr. Barnes discussed the previous Visioning session held in 2021. Public Comment: 1. Lee Marlow suggested that a Saturday afternoon meeting be held in order for the residents to participate. She urged Council to have a conversation with residents in order for them to voice their opinion. Councilwoman Silvestri inquired about language and cost. Ms. Cohen referenced the contract. Mr. Barnes summarized the direction from Council. Mr. Stillings indicated that tonight Council would be authorizing the dollar amount and scope and said staff would discuss the contract terms with USF. A motion was made by Vice Mayor McGovern, seconded by Councilwoman Siskind, and unanimously passed (5-0) to Village of Wellington Page 11 Village Council Action Summary - Final December 10, 2024 approve the Authorization To Award A Task Order To The University Of South Florida, Florida Institute Of Government For A Strategic Planning Process with the caveat that staff will begin/give USF the notice to commence, have the first meeting with USF and the item will come back before the Village Council on the February Meeting Agenda. 10. PUBLIC COMMENT Mr. Barnes indicated there was one comment card submitted for Public Comment. Public Comment: 1. Lee Marlow spoke regarding fluoridation. She asked that the Village of Wellington stop using fluoride in the water. 11. ATTORNEY'S REPORT MS. COHEN: Ms. Cohen presented the following report: Ms. Cohen stated the Palm Beach Polo Petition for Certiorari was denied by the Supreme Court. Ms. Cohen stated the Village received the attorney’s fees for the Dog Park Foreclosure matter. Mayor Napoleone stated this is excellent news and thanked Ms. Cohen and team. 12. VILLAGE MANAGER'S REPORT MR. BARNES: Mr. Barnes presented the following report: The Next Council Meeting will be held on January 14, 2025. Village Offices will be closed beginning Wednesday, December 25, 2024 and will reopen on Friday, December 27 2024, in observance of Christmas Day and the Winter Holiday. Village Offices will be closed on Wednesday, January 1, 2025 in observance of New Year’s Day. Village of Wellington Page 12 Village Council Action Summary - Final December 10, 2024 Mr. Barnes stated staff had been working with the Related Group on the PSA and a companion item for EiM and that staff needs to schedule a Council Meeting to discuss this. He stated after looking at dates, he recommends that the item be placed on the January 14, 2025 agenda. Mayor Napoleone suggested that the January 14, 2025 meeting be scheduled for 6:30 pm. It was Council consensus for the meeting to be held at 6:30 pm. 13. COUNCIL REPORTS COUNCILWOMAN SILVESTRI: Councilwoman Silvestri presented the following report: Councilwoman Silvestri stated she is proud of the Village’s Read for the Record win. Councilwoman Silvestri said the Holiday parade was great. Councilwoman Silvestri wished everyone a Merry Christmas. COUNCILWOMAN SISKIND: Councilwoman Siskind presented the following report: Councilwoman Siskind wished everyone safe and Happy Holidays. COUNCILWOMAN ANTUÑA: Councilwoman Antuña presented the following report: Councilwoman Antuña expressed condolences to the families on the loss of the three PBSO members. Councilwoman Antuña commended the Village’s staff for all of the events. Councilwoman Antuña wished everyone Merry Christmas, Happy Holidays, Happy Hanukkah and Happy Kwanzaa. VICE MAYOR MCGOVERN: Vice Mayor McGovern presented the following report: Vice Mayor McGovern expressed condolences to the families on the loss of the three PBSO members. Vice Mayor McGovern commended the Parks and Recreation and Public Works departments for the events held this past weekend. He stated the Village of Wellington Page 13 Village Council Action Summary - Final December 10, 2024 parade was top notch and one of the best ever. He said the events were a great kickoff to the Holiday season. Vice Mayor McGovern stated he is looking forward to Thursday’s employee luncheon. Vice Mayor McGovern commended Ms. Cohen on the great work regarding the previously mentioned cases. Vice Mayor McGovern wished everyone a Merry Christmas and Happy Holidays. MAYOR NAPOLEONE: Mayor Napoleone presented the following report: Mayor Napoleone expressed condolences to the families on the loss of the three PBSO Deputies. He stated his heart also goes out to Ms. Janiga’s family. Mayor Napoleone urged everyone to slow down and take their time and to not text while they are driving. Mayor Napoleone commended staff for all of the events held over the weekend. Mayor Napoleone stated the Village has won Read for the Record and this is fantastic. He said it is a great opportunity to go out and read to children. Mayor Napoleone wished everyone Happy Holidays and Merry Christmas. Vice Mayor Napoleone stated he is appointing Heather Hasandras to the Tree Board. Councilwoman Silvestri stated she is appointing Bruce M. Ciarlariello to the Construction Board. 14.
